Book excerpt: This Selected Issues paper investigates the macroeconomic impact of existing gender gaps in Ethiopia and discusses the authorities’ policies in the areas of gender equality and women’s rights, with a focus on women’s economic engagement. Ethiopia has shown a firm political commitment to the advancement of gender equality and women’s rights; however significant challenges around women’s economic participation remain. Whilst most people work in Ethiopia, women face many barriers to formal labor force participation, have lower levels of education than men—particularly at secondary and tertiary levels—and have significant wage gaps compared to men. The findings suggest that, eliminating gender gaps in both educational attainment and the rate of formal employment could increase output in Ethiopia over time by over 24 percent. Improved institutional capacity would lead to better integration of gender issues into the planning and implementation of government policies. Ethiopia has already embedded gender units within the structure of many of its ministries.

It also reviews underlying drivers including: rapid population increase and the associated growing demand for land and energy; extensive legal and institutional gaps including lack of stable and equitable forest tenure; lack of stakeholder participation in forest management and benefit-sharing schemes; and weak law enforcement. These drivers and the dominant actors behind them ranging from small-scale subsistence farmers to national and global investors are discussed in the context of the political economy, including the policy and institutional framework of the country. The implications of the overall forest condition to the objectives and requirements of REDD+ are evaluated, and key issues that need to be addressed for efficient, effective and equitable implementation of REDD+ are discussed. This policy is translated into legislation for purposes of making its provisions enforceable. There is legislation that establishes the institutional framework of the wildlife sector and legislation that regulates the wildlife sector. The wildlife legislation has strong provisions that address wildlife crime and wildlife trafficking but it also has gaps that need to be sealed in order to successfully administer and adjudicate over wildlife cases. Ethiopia is quite strong in complying with international standards that address wildlife crime including standards on reduction of wildlife trade, fighting of organized criminal groups, curbing money laundering and fighting corruption. The effectiveness of the legislation cannot be accurately gauged as there is lack of consistent and reliable data on wildlife cases.

Book excerpt: The study developed a results framework to analyze Ethiopia’s progress towards selected CAADP/Malabo, SDGs and Agenda 2063 goals. A Computable General Equilibrium model linked to an income distribution Micro-Simulation model were used to identify priority investment areas for accelerated agricultural growth, poverty and inequality reduction. Simulation results indicate that the current investment trend and composition would leave Ethiopia off-track to meet these objectives. The analysis of alternative agricultural investment scenarios shows that the public sector has still a great role to play in promoting agricultural growth in Ethiopia. Past expenditure levels have been high, though not sufficient, and would need to increase substantially with an emphasis on the quality of public agricultural spending. Productivity remains one of the major challenges but also one of the most effective solutions for accelerated agricultural growth in Ethiopia. Agricultural investments should be designed considering the agricultural value-chain. While social protection programs are important for the poor, rural non-agricultural development could provide a more sustainable source of income.
