Available in PDF, EPUB and Kindle. Book excerpt: The main work of the Inspectorate is the processing of planning and enforcement appeals and holding inquiries into local development plans. It also deals with a wide variety of other planning related casework including listed building consent appeals, advertisement appeals, and reporting on planning applications called in for decision (by the Department for Transport, Local Government and the Regions, or, in Wales, by the National Assembly for Wales), various compulsory purchase orders, rights of way cases and cases arising from the Environmental Protection and Water Acts and the Transport and Works Act. In the report year the Inspectorate has met the timeliness targets set by ministers for the three key procedures of planning appeals in England, written representations, hearings and public enquiries. During the year, the Environment, Transport and Select Committee examined the Agency and its work on public enquiries (13th report, session 1999-2000, House of Commons paper 364-I, ISBN 0102468001): this was complimentary, but the Agency is looking closely at all the recommendations with a view to implementing them were possible.

Preparing. Provides a step by step guide to framing a case, supporting it with effective evidence and advice on how to avoid pitfalls. Giving evidence. The focus of any appeal is the inquiry or hearing. The function of the inquiry and its key elements have to be understood in order to be effective within it. It covers the benefits of a good examination in chief; what can be achieved during cross examination and how are you (as witness, client, solicitor) going to contribute; does re-examination matter and how does all this relate to what is said ultimately in closing submissions? The Rosewell Review. Provides detailed explanation of the impact of the Rosewell Review.

Available in PDF, EPUB and Kindle. Book excerpt: Town and country planning has never been more important to the UK, nor more prominent in national debate. Planning generates great controversy: whether it’s spending £80m and four years’ inquiry into Heathrow’s Terminal 5, or the 200 proposed wind turbines in the Shetland Isles. On a smaller scale telecoms masts, take-aways, house extensions, and even fences are often the cause of local conflict. Town and Country Planning in the UK has been extensively revised by a new author group. This 15th Edition incorporates the major changes to planning introduced by the coalition government elected in 2010, particularly through the National Planning Policy Framework and associated practice guidance and the Localism Act. It provides a critical discussion of the systems of planning, the procedures for managing development and land use change, and the mechanisms for implementing policy and proposals. It reviews current policy for sustainable development and the associated economic, social and environmental themes relevant to planning in both urban and rural contexts. Contemporary arrangements are explained with reference to their historical development, the influence of the European Union, the roles of central and local government, and developing social and economic demands for land use change. Detailed consideration is given to • the nature of planning and its historical evolution • the role of the EU, central, regional and local government • mechanisms for developing policy, and managing these changes • policies for guiding and delivering housing and economic development • sustainable development principles for planning, including pollution control • the importance of design in planning • conserving the heritage • community engagement in planning The many recent changes to the system are explained in detail – the new national planning policy framework; the impact of the loss of the regional tier in planning and of the insertion of neighbourhood level planning; the transition from development control to development management; the continued and growing importance of environmental matters in planning; community engagement; partnership working; changes to planning gain and the introduction of the Community Infrastructure Levy; and new initiatives across a number of other themes. Notes on further reading are provided and at the end of the book there is an extensive bibliography, maintaining its reputation as the ‘bible’ of British planning.

Their findings, conclusions and recommendations were presented in a final report to Government Ministers in Summer 1999 and form the basis of this important new illustrated book.

Book excerpt: The Committee invited submissions on how the National Planning Policy Framework (NPPF) has worked in practice since it came into operation in April 2012. The evidence to this inquiry has highlighted a number of emerging concerns: that the NPPF is not preventing unsustainable development in some places; that inappropriate housing is being imposed upon some communities as a result of speculative planning applications; and that town centres are being given insufficient protection against the threat of out of town development. These issues do not, however, point to the need to tear up or withdrawn the NPPF; rather they suggest a need to reinforce its provisions and ensure it does the job it was intended to do.

Book excerpt: Many developed nations face the challenge of accommodating a growing, ageing population and creating appropriate forms of housing suitable for older people. Written by an architect, this practice-led ethnography of retirement housing offers new perspectives on environmental gerontology. Through stories and visual vignettes, it presents a range of stakeholders involved in the design, construction, management and habitation of third-age housing in the UK, highlighting the importance of design decisions for the everyday lives of older people. Drawing on unique and interdisciplinary research methods, its fresh approach shows researchers how well-designed retirement housing can enable older people to successfully age in place for longer, and challenges designers, developers and providers to evolve their design practices and products.
