Book excerpt: The difficulty of achieving and implementing a global climate change agreement has stimulated a wide range of policy proposals designed to favour the participation of a large number of countries in a global cooperative effort to control greenhouse gas emissions. This significant book analyses the viability of controlling climate change through a set of regional or sub-global climate agreements rather than via a global treaty. The authors argue that the principal challenge in devising a truly global architecture is in providing sufficient incentives for all party participation whilst also ensuring compliance, which raises global governance issues. The main purpose of this study is not to trace in detail the process of negotiation and implementation of international regimes, but rather to evaluate whether a series of regional or sub-global agreements is more likely to achieve climate change control than a global agreement attempted from the outset. From a political science perspective, the focus centres on institution building and governance. From an economic perspective it concentrates on incentives used to encourage participation in a global and non-fragmented agreement. Lessons from EU integration and actual global and regional trade agreements are employed in order to analyse the future prospects of climate change negotiations. It is here that the sui-generis EU governance system meets its foreign policy capabilities. By exploring the meanings and possible usages of the term 'variable geometry', this study sets out to interpret how the deepening of relations between the European Union and its neighbours in the East, South-East and South shapes the conceptual political and strategic map of the wider European space. Three dimensions of variable geometries are distinguished. The first dimension relates to ideas and focuses on the way in which the EU as a polity affects, and is affected by, deeper relations with its neighbours. Second, the focus is on institutions and illustrates the rationale behind and options for deeper institutional integration of neighbours into the EU. Lastly, the study ventures into an analysis of the wider Europe as a power constellation and thus explains what variable geometry means in relation to security and stability in the European neighbourhood. This basic tri-partition is then applied to two topical cases: Turkey and Ukraine.

Many fundamental and practical problems should be solved in order to develop this technology. In addition to open fundamental questions, it is even more difficult to develop the known experimental results towards practical realization. However, the world market for silicon photonics is expected to be huge; thus, more research activity in the field of silicon nanophotonics is expected in the future. This book describes different aspects of silicon nanophotonics, from fundamental issues to practical devices. The second edition is essentially different from the book published in 2008. Eight chapters of the first edition are not included in the new book, because the recent progress on those topics has not been large enough. Instead, seven new chapters appear. The other eight chapters are essentially modified to describe recent achievements in the field.
