Available in PDF, EPUB and Kindle. Book excerpt: Essay from the year 2007 in the subject Politics - Topic: European Union, grade: 2.0, University of Twente (School of Management and Governance), course: European Institutions, language: English, abstract: In contrast to Taylor the author Guido Lenzi sees already in 1998 a need for a reform of the security framework between NATO, WEU and EU. His main line of reasoning is the changing security world. Especially since the terrorist attacks on 9/11 his ar-gumentation gained further relevance: present wars in Afghanistan and Iraq pose new tasks and defiances to military forces around the globe – for NATO’s and also European military alliances. The European Common Foreign and Security Policy celebrates its 15th anniversary this year, but still the European Union is not able to act as one actor. Various Commissioners are involved; there is a High Repre-sentative for Foreign Relations and each member state acts also on the international scene. Especially cooperation in the field of defence is highly underdeveloped. However, a lot of progress was made in the past years and since Nice the integration in this field has accelerated. Furthermore Lenzi argues that the perception of security of the Europeans has changed. Fortified by the war in Iraq Europeans claim the need for a from the US independent military power. Today nearly all members – no matter which status – of the WEU are members of the EU; except for three: Iceland, Norway and Turkey - but these are NATO members. Military alliances have different levels of responsibility and activity. Also the role of neutral countries in the WEU is a consideration for future developments. So, be-sides the two structural poles of Taylor’s vanishing WEU and Lenzi’s need for reform, there is the attached difficulty of the membership structure of the institution.

Available in PDF, EPUB and Kindle. Book excerpt: The nature and function of the North Atlantic Treaty Organization (NATO) are uncertain now that the alliance has accomplished its primary objective of defending Western Europe from the perceived Soviet threat. Despite uncertainty about NATO's role in the post-Cold War world, its political and military leaders agree that it can continue to play a vital part in enhancing European security and maintaining international stability. This superb analysis explores the evolving functions and future directions of this unique organization, paying particular attention to the political cultures and goals of its member states. The Promise of Alliance is important reading for students and scholars of international relations, foreign affairs, and political theory.

Book excerpt: This full-term study of the Western European Union (WEU) brings to life the history of Europe’s search for a co-operative security and defence order, from its post World War II origins to the present day. Establishing the WEU as a support organization, designed to promote the two security "ideas" of collective defence and integration through the primary organizations of Alliance and Community, this book offers a window onto the challenges faced in the development and management of NATO and the evolving EC/EU over time. As the WEU’s historical journey unfolds, the frequently competing visions of the future organization of the European security space are exposed in the fluctuating nature of its own functional evolution and devolution. A hybrid organization driven by its dual support role, the constructively ambiguous and conveniently autonomous WEU was to provide a mechanism through which divergent interests could converge and inherent tensions be relieved, preventing NATO and EC/EU stagnation. This book offers fresh insight into the means by which the gradual transformation of the institutional framework of European security was enabled, and stakes the WEU’s claim as a fundamental and life-long contributor to the stability of the European security system.

Book excerpt: NATO is unnecessary because the West European nations now have the economic and military resources to protect their own security, according to Carpenter. He calls on the US to withdraw from the alliance, form a more limited and flexible security relationship with Western Europe, and encourage the European powers to take responsibility for the stability of their own region. Above all, he urges US policymakers to remain aloof from European conflicts that do not have direct, significant bearing on America's vital interests. Paper edition (17-5), $9.95. Available in PDF, EPUB and Kindle. Book excerpt: Many of the US criticisms of Western European reluctance to engage in the 2004 war in Iraq stem from a perception that these governments are 'weak on defence' or unwilling to 'pull their own weight' in the international system. Secretary Rumsfeld pejoratively designated traditional Atlantic Alliance allies as 'Old Europe', to distinguish them from the freshly minted, cooperative states of 'New Europe'. In doing so, Rumsfeld accused 'Old Europe' of yet again relying on the United States to solve shared security problems. This volume critically evaluates the validity of this view of Western European choices and policies. Rather than a primary reliance on military force as first line defence, it proposes that Western European governments are expanding the set of tools they have to apply to the post-Cold War array of security and defence problems. The volume examines the emergent European security approach from multiple perspectives, in multiple institutions and identities, and in different geographic contexts.

Book excerpt: Examines the role of the U.S. in NATO. The author finds the sources of many current problems and singles out two basic weaknesses: the failure of the European NATO Allies to form a European defense community, and the parallel U.S. decision to rest NATO's defense on U.S. nuclear forces. Suggests some directions for NATO strategy, force posture, arms control policies, and East-West relations. Photos, tables and figures. Glossary. Index.

This Marshall Center Paper analyzes the processes leading to Helsinki by examining why and how this new European consensus on defense issues came about. It takes the pulse of the EU's emerging defense policy and touches upon the main controversies and challenges that still lie ahead.

Available in PDF, EPUB and Kindle. Book excerpt: This title was fist published in 2000: A fresh and original study of EU and NATO enlargement, which sets both in a comparative context and considers them against a backdrop of the evolution of a pan-European security community. The book is divided into two parts. In part one the authors examine and discuss the EU and NATO enlargement processes and the ’incremental linkage’ which has developed between them. The major issues and challenges facing the two institutions as they ponder the next steps in enlargement are also assessed. Part two includes separate chapters on the post-Cold War evolution of the EU and NATO overall. These discussions focus on their strengths and limitations in contributing to the broader and more co-operative kind of European security which the end of the Cold War makes possible. The final chapters examine a number of possible scenarios under which the EU and NATO either succeed or fail in contributing significantly to the development of a new European security order.
