Book excerpt: "Demands for water are expanding rapidly in Iowa. These growing demands are bringing forth many problems of water use and control. These problems are complex and involve many fields of study. Considerable information important to the understanding and solution of our water problems is available from research and varied action programs. However, there is a real need for bringing this knowledge together so it may be used most effectively; and there is a need for encouraging new studies where information is lacking. To help meet this need, a water resources seminar was held on the campus of Iowa State College during the spring of 1956. The seminar was planned and sponsored by the Division of Agriculture, Iowa State College, and the Agricultural Law Center, College of Law, University of Iowa. Participating in the seminar were representatives of federal, state and local public institutions and agencies concerned with various aspects of water use and control ... a condensed and somewhat popularized version of the seminar papers is presented in this publication. It reviews Iowa's water problems from the standpoint of sources, uses, economic and legal aspects and possible solutions ..." -- Foreword and acknowledgments, p. [3]

Book excerpt: The city of Pittsburgh and surrounding area of southwestern Pennsylvania face complex water quality problems, due in large part to aging wastewater infrastructures that cannot handle sewer overflows and stormwater runoff, especially during wet weather. Other problems such as acid mine drainage are a legacy of the region's past coal mining, heavy industry, and manufacturing economy. Currently, water planning and management in southwestern Pennsylvania is highly fragmented; federal and state governments, 11 counties, hundreds of municipalities, and other entities all play roles, but with little coordination or cooperation. The report finds that a comprehensive, watershed-based approach is needed to effectively meet water quality standards throughout the region in the most cost-effective manner. The report outlines both technical and institutional alternatives to consider in the development and implementation of such an approach.

Available in PDF, EPUB and Kindle. Book excerpt: In June 2008, the rivers of eastern Iowa rose above their banks to create floods of epic proportions; their amazing size—flowing in places at a rate nearly double that of the previous record flood—and the rapidity of their rise ruined farmlands and displaced thousands of residents and hundreds of businesses. In Cedar Rapids, the waters inundated more than nine square miles of the downtown area; in Iowa City, where the flood was also the most destructive in history, the University of Iowa’s arts campus was destroyed. By providing a solid base of scientific and technical information presented with unusual clarity and a wealth of supporting illustrations, the contributors to this far-reaching book, many of whom dealt firsthand with the 2008 floods, provide a detailed roadmap of the causes and effects of future devastating floods. The twenty-five essays fall naturally into four sections. “Rising Rivers, Spreading Waters” begins by comparing the 2008 floods with the midwestern floods of 1993, moves on to trace community responses to the 2008 floods, and ends by illuminating techniques for forecasting floods and determining their size and frequency. “Why Here, Why Now?” searches for possible causes of the 2008 floods and of flooding in general: annual crops and urban landscapes, inflows into and releases from reservoirs, and climate change. “Flood Damages, Flood Costs, Flood Benefits” considers the complex mix of flood costs and effects, emphasizing damages to cities and farmlands as well as potential benefits to natural communities and archaeological sites. “Looking Back, Looking Forward” lays out approaches to managing the floods of the future that are sure to come. While the book draws most of its examples from one particular region, it explains flooding throughout a much larger region—the midwestern Corn Belt—and thus its sobering yet energizing lessons apply well beyond eastern Iowa. By examining the relationships among rivers, floodplains, weather, and modern society; by stressing matters of science and fact rather than social or policy issues; and by addressing multiple environmental problems and benefits, A Watershed Year informs and educates all those who experienced the 2008 floods and all those concerned with the larger causes of flooding.

Book excerpt: Eddie Tipton went to prison in 2017 for masterminding the biggest lottery fraud in U.S. history. In a twisting and bizarre tale, he somehow mixed a cocktail of greed, Bigfoot hunting, deception, cybercrime and a love of hot dogs on his way to a felony conviction after he and several accomplices scored a series of jackpots from rigged drawings but fell short on the biggest "score' of them all. Call it "The $80 Billion Gamble" because the future of the entire lottery industry was at risk if someone didn't solve this case of computer tampering and multimillion-dollar prizes. Tipton's downfall made international news, but this book tells the story of the investigators and public officials who solved the mystery. Veteran journalist Perry Beeman and retired lottery executive Terry Rich use a vivid mixture of recorded phone calls, court documents, personal communications and the public record to give readers an exclusive inside view of one of the most surprising and captivating white-collar crimes the nation has seen. It's a wild story of greed and misplaced confidence, and a study in public officials whose determination survived a nearly cold trail, a team that insisted on being transparent and sticking with the case. As you'll read in these pages, they did - against long odds.

Book excerpt: "For almost 30 years, including during the period of occupation by the US- and UK-led Coalition Provisional Authority, authorities in Iraq have failed to provide Basra's 4 million residents with safe drinking water. The water crisis came to a head in 2018, when at least 118,000 people were hospitalized with rashes, abdominal pain, vomiting, and diarrhea because of contamination of the water in the Shatt al-Arab, the river Basra sits on. A severe water shortage from upstream has led to seawater incurring into the Shatt al-Arab so that farmers have had to irrigate their land with salt water - losing most of their produce over the last decade. This continuing water crisis is a result of a complex combination of factors including mismanagement of upstream flows leading to too little water coming to Basra; pollution in Basra and further upstream, including raw sewage, garbage, oil spills, and industrial and agricultural waste; damming by neighboring Iran and Turkey; and climate change. Corruption, including by local authorities, has also led to illegal use of precious freshwater resources. Since last summer the government has refused to make public any of its investigations into why the water poisoned people. Nor has it announced any significant measures to improve the quality of water in Basra in coming years. Iraqi authorities have an obligation to secure Basrawis' right to use their land and to safe drinking water and to inform the public when water sources are unsafe. Where authorities have violated these rights, they should ensure that people can access an effective remedy against those responsible"--Page 4 of cover

Book excerpt: National interests in greater energy independence, concurrent with favorable market forces, have driven increased production of corn-based ethanol in the United States and research into the next generation of biofuels. The trend is changing the national agricultural landscape and has raised concerns about potential impacts on the nation's water resources. To help illuminate these issues, the National Research Council held a colloquium on July 12, 2007 in Washington, DC. Water Implications of Biofuels Production in the United States, based in part on discussions at the colloquium, concludes that if projected future increases in use of corn for ethanol production do occur, the increase in harm to water quality could be considerable from the increases in fertilizer use, pesticide use, and soil erosion associated with growing crops such as corn. Water supply problems could also develop, both from the water needed to grow biofuels crops and water used at ethanol processing plants, especially in regions where water supplies are already overdrawn. The production of "cellulosic ethanol," derived from fibrous material such as wheat straw, native grasses, and forest trimmings is expected to have less water quality impact but cannot yet be produced on a commerical scale. To move toward a goal of reducing water impacts of biofuels, a policy bridge will likely be needed to encourage growth of new technologies, best agricultural practies, and the development of traditional and cellulosic crops that require less water and fertilizer and are optimized for fuel production.
