Available in PDF, EPUB and Kindle. Book excerpt: Advocates of growth management and smart growth often propose policies that raise housing prices, thereby making housing less affordable to many households trying to buy or rent homes. Such policies include urban growth boundaries, zoning restrictions on multi-family housing, utility district lines, building permit caps, and even construction moratoria. Does this mean there is an inherent conflict between growth management and smart growth on the one hand, and creating more affordable housing on the other? Or can growth management and smart growth promote policies that help increase the supply of affordable housing? These issues are critical to the future of affordable housing because so many local communities are adopting various forms of growth management or smart growth in response to growth-related problems. Those problems include rising traffic congestion, the absorption of open space by new subdivisions, and higher taxes to pay for new infrastructures. This book explores the relationship between growth management and smart growth and affordable housing in depth. It draws from material presented at a symposium on these subjects held at the Brookings Institution in May 2003, sponsored by the U.S. Department of Housing and Urban Development, the National Association of Realtors, and the Fannie Mae Foundation. Contributors seek to inform the debate and provide some useful answers to help the nation accommodate the curtailment of growth in urban and suburban domains while still ensuring a supply of affordable housing. Contributors include Karen Destorel Brown (Brookings), Robert Burchell, (Rutgers University), Daniel Carlson (University of Washington), David L. Crawford (Econsult Corporation), Anthony Downs (Brookings), Ingrid Gould Ellen (New York University), William Fischel (Dartmouth College), George C. Available in PDF, EPUB and Kindle. Book excerpt: Since Integrating City Planning and Environmental Improvement was originally published in 1999, the practice of integrating urban physical planning and environmental quality management has been widely adopted by governments worldwide. Fully revised and updated with a new preface by editors Donald Miller and Gert de Roo and new figures throughout, this second edition reports on the experience of 23 innovative programmes from 11 countries. Mostly written by practicing planners and government officials, the book looks at a wide range of integrated approaches which have been implemented and the critical assessment of these provides lessons for local and national governments interested in setting up similar schemes and suggesting ways of further innovation. While the Rio Earth summit, Habitat II and Kyoto have been a source of global principles for improving the environmental quality of human settlements, this book explores approaches to implement these policy positions and to make these calls for action operational. Consequently, the presentation of these cases deals not only with the technical aspects of measuring and controlling environmental spillovers, but also with the institutional, political and financial aspects of these programmes.

Available in PDF, EPUB and Kindle. Book excerpt: Sustainability notions have been widely embraced by planners. However, the question of what can planners contribute to the advancement of such notions has not received much attention until now. This volume examines the potential contribution of planning to the advancement of sustainability at sub-national level, and the limitations it faces in doing so. Bringing together case studies from the US, UK, Poland, Israel, South Africa, The Netherlands and Italy, it covers a wide range of issues and contexts, ranging from the metropolitan to the community level. On the basis of these case studies, the book shows that planners do indeed have a variety of options to advance sustainability notions at these levels, and appear to be doing so. The book proposes that planners should operate at two levels: firstly to change institutional structures, and secondly to advance sustainability notions incrementally in the meantime, within the existing institutional constraints.

Book excerpt: A flooding river is very hard to stop. Many residents of the United States have discovered this the hard way. Right now, over five million Americans hold flood insurance policies from the National Flood Insurance Program, which estimates that flooding causes at least six billion dollars in damages every year. Like rivers after a rainstorm, the financial costs are rising along with the toll on residents. And the worst is probably yet to come. Most scientists believe that global climate change will result in increases in flooding. The authors of this book present a straightforward argument: the time to stop a flooding rivers is before is before it floods. Floodplain Management outlines a new paradigm for flood management, one that emphasizes cost-effective, long-term success by integrating physical, chemical, and biological systems with our societal capabilities. It describes our present flood management practices, which are often based on dam or levee projects that do not incorporate the latest understandings about river processes. And it suggests that a better solution is to work with the natural tendencies of the river: retreat from the floodplain by preventing future development (and sometimes even removing existing structures); accommodate the effects of floodwaters with building practices; and protect assets with nonstructural measures if possible, and with large structural projects only if absolutely necessary.
