This policy can be dangerously destabilizing. While higher wages permit workers to purchase more of some goods, they also tend to exacerbate shortages and to breed waste and corruption. Beyond a certain level, economy-wide wage hikes will worsen worker welfare. This is true regardless of whether deficit goods are strictly rationed, are sold randomly at official prices to queuing workers, or are offered to workers by “insiders” only at black market prices. However, the form of allocation does influence output and worker welfare.

At the macroeconomic level, we find that a productivity-augmented Phillips curve model explains the data fairly well. The model reveals that the upward pressure on wage growth from recent tightening in the labor market has been dampened by a persistent decline in trend labor productivity growth and the share of income that accrues to labor. These themes are reinforced and complemented at the micro-economic level. Lower regional unemployment puts an upward pressure on wages of individuals, although this effect has become weaker since 2008. But there is downward pressure on wages for individuals with occupations that are exposed to automation and offshoring, and in industries with a higher concentration of large firms. All these factors appear to play a role illustrating why it is difficult to single out any one culprit for the observed wage growth moderation.

First, the demand side of the labor market was analyzed. Changes in the skill requirements of jobs from 1973-86 were examined as were those changes anticipated by projections of the Bureau of Labor Statistics for 2000. The conclusion was that skill requirements would rise in the 1990s due to shifts in the occupational structure, but at a modest rate that was significantly less than that for 1973-86. Second, expected trends in labor supply--the quantity and quality of the future work force--were analyzed. Conclusions were that a general labor shortage would not occur simply because the labor force would grow slowly in the 1990s and the changing demographics of the work force would not necessarily produce a serious shortage of adequately skilled workers. A problem with labor force entrants would probably be that the educational system will not have provided an adequate basis for future technological innovation and productivity growth. Third, the study examined recent and expected trends in wages and incomes to assess whether future trends would remedy the labor market problems. The conclusion was that wages would continue their sluggish growth and possibly fall for large portions of the work force. The key policy implication was that the "supply push" approach would not produce desired improvements in labor market performance or productivity. Book excerpt: This book studies some important issues in China’s labor market, such as rural labor migration, employment and wage discrimination, the new dual labor market, and economic returns on schooling, using the newer and representative data and advanced estimation models. This approach has yielded many interesting results, including a solution to the dilemma of two ongoing crises since 2004: the rural labor surplus and severe shortage of migrant labor. While male workers generally received less favorable treatment and consequently enjoyed a lower average employment probability than female workers in 1996, they also received preferential treatment over female workers, who otherwise had identical worker characteristics in 2005. We provide new estimates for male-female hourly wage differentials in urban China, and our results indicate that the hourly wage differentials and the unexplained part of the hourly wage differentials are smaller than the differentials obtained by ignoring the sample selection bias. We study China’s new dual labor market, which is shifting from a rural migration versus urban workers setup to informal workers versus formal workers setup, and present some interesting results. Our study is the first to adopt the IV methodology and the Heckman (1979) two-step procedure simultaneously for the estimation of economic returns on schooling in China.
