Book excerpt: Independent Diplomat is a compelling insider’s account of the foreign policy world. Carne Ross was a diplomat on the front line of today’s most pressing issues, from Israel/Palestine to Afghanistan and Iraq, over which he resigned from the British Foreign Office. He was trained to see the world through a prism of states and interests, but the reality of his negotiations revealed very different — more complex, and more human — forces at play. Independent Diplomat exposes this fundamental weakness of institutional diplomacy: exclusion of those most affected by its outcomes, whether at the UN, the EU or within national foreign ministries. Illustrated with vivid episodes from his career — from New York to Kabul — Ross offers a refreshing critique of contemporary diplomacy and of how to put it right.

Book excerpt: This book is the behind-closed-doors tale of how American diplomat Philip Habib worked out a peaceful end to the 1982 Israeli siege of Beirut. Only now can this remarkable story be told. For a generation, it has remained secret, locked away in the classified records and in the participants' memories. To piece it together, John Boykin dug through thousands of pages of documents that he got declassified and conducted over 150 hours of interviews. Israeli defense minister Ariel Sharon intended his invasion of Lebanon to be the masterstroke that would bring peace to the Middle East for decades. Instead, it defeated its own purposes, soiled Israel's reputation, and came to be widely considered Israel's Vietnam. This is a story of conflict between allies: on the national scale, between the US and Israel during some of the darkest days of their relations; on the personal scale, between Philip Habib and Ariel Sharon. But at heart it is the story of an extraordinary man wrestling with an extraordinary crisis. His story has never before been told.--Book jacket.

Book excerpt: President Obama's former White House chief of protocol looks at why etiquette and diplomacy matter--and what they can do for you. History often appears to consist of big gestures and dramatic shifts. But for every peace treaty signed, someone set the stage and provided the pen. As social secretary to the Clintons for eight years, and more recently as chief of protocol under President Obama, Capricia Penavic Marshall has not just borne witness to history, she facilitated it. For Marshall, diplomacy runs on the invisible gesture: the micro moves that affect the macro shifts. Facilitation is power, and, more often than not, it is the key to effective diplomacy. In Protocol, Marshall draws on her experience working at the highest levels of government to show how she enabled interactions and maximized our country's relationships, all by focusing on the specifics of political, diplomatic, and cultural etiquette. By analyzing the lessons she's learned in more than two decades of welcoming world leaders to the United States and traveling abroad with presidents, first ladies, and secretaries of state, she demonstrates the complexity of human interactions and celebrates the power of detail and cultural IQ. From selecting the ideal room for each interaction to recognizing gestures and actions that might be viewed as controversial in other countries, Marshall brings us a master class in soft power. Protocol provides an unvarnished, behind-the-scenes look at politics and diplomacy from a unique perspective that also serves as an effective, accessible guide for anyone who wants to be empowered by the tools of diplomacy in work and everyday life.

Burning the veil draws upon sources from newly-opened archives, exploring the ‘emancipation’ of Muslim women from the veil, seclusion and perceived male oppression during the Algerian War of decolonisation. The claimed French liberation was contradicted by the violence inflicted on women through rape, torture and destruction of villages. This book examines the roots of this contradiction in the theory of ‘revolutionary warfare’, and the attempt to defeat the National Liberation Front by penetrating the Muslim family, seen as a bastion of resistance. Striking parallels with contemporary Afghanistan and Iraq, French ‘emancipation’ produced a backlash that led to deterioration in the social and political position of Muslim women. This analysis of how and why attempts to Westernise Muslim women ended in catastrophe has contemporary relevance and will be important to students and academics engaged in the study of French and colonial history, feminism and contemporary Islam.

Book excerpt: Originally written in the form of a series of letters to her mother, this book turned into one of the most insightful accounts of the political upheavals in Mexico prior to the First World War. Stationed along with her husband-America's chargé d'affaires in Mexico-O'Shaughnessy used her keen eye and sharp wit to record a dramatic period of the Mexican Revolution, from October 8th, 1913, through to the breaking off of diplomatic relations on April 23rd, 1914. She shows how continuous American meddling in the affairs of Mexico-and other parts of Latin America-have never served any purpose except to incite hatred against Americans. The author's account of these events earned her fame and praise in diplomatic historical circles, and her all-too-accurate observations on race, civilization, and Mexico have been proven correct countless times over since this book was first published.

I had often before been in the great city, but had never occupied any official position there. Now, however, having been appointed secretary to our (Russian) embassy, I consequently enjoyed special privileges, not the least being opportunity to watch quite closely the actors in what was to prove one of the greatest dramas of modern history. I had many acquaintances in Paris, but these belonged principally to the circle known still by the name of Faubourg St. Germain, for I had never frequented the Imperialistic world..."

Available in PDF, EPUB and Kindle. Book excerpt: Although diplomats negotiate more and more aspects of world affairs—from trade and security issues to health, human rights, and the environment—we have little idea of, and even less control over, what they are doing in our name. In Independent Diplomat, Carne Ross provides a compelling account of what's wrong with contemporary diplomacy and offers a bold new vision of how it might be put right. For more than fifteen years, Ross was a British diplomat on the frontlines of numerous international crises, including the Israeli-Palestinian conflict, the war in Afghanistan, and the buildup to the invasion of Iraq, over which he eventually resigned from the British civil service. In 2005, he founded Independent Diplomat, a nonprofit advisory firm that offers diplomatic advice and assistance to poor, politically marginalized or inexperienced governments and political groups, including Kosovo, Somaliland, and the Polisario movement in the Western Sahara, as well as to NGOs and other international institutions. Drawing on vivid episodes from his career in Oslo, Bonn, Kabul, and at the UN Security Council, Ross reveals that many of the assumptions that laypersons and even government officials hold about the diplomatic corps are wrong. He argues passionately and persuasively that the institutions of contemporary diplomacy—foreign ministries, the UN, the EU, and the like—often exclude those they most affect. He exposes the very limited range of evidence upon which diplomats base their reports, and the profoundly closed and undemocratic nature of the world's diplomatic forums. As a diplomat, Ross was encouraged to see the world in a narrow way in which the power of states and interests overwhelmed or excluded more complex, sophisticated ways of understanding. As Ross demonstrates, however, the reality of diplomatic negotiations, whether at the UN or among the warlords of Afghanistan, shows different forces at play, factors ignored in reductionist descriptions and academic theories of "international relations." To cope with the complexities of today's world, diplomats must open their doors—and minds—to a far wider range of individuals and groups, concerns and ideas, than the current and increasingly dysfunctional system allows.

Book excerpt: In 1941 the precursor to the OSS and the CIA combined with British SAS to produce an elite fighting force whose mission it was to carry out subversive activities against the fascist regimes of Europe, actions that continue to resonate in the world today. These activities play a very important role in Piercing the Veil. A warrior with the intellectual agility of a Delphic oracle, Lieutenant Commander Grant Chisolm leads his exceptionally highly-trained, well-equipped team of SEALs into the heart of darkness. His highly secretive mission is to rescue hostages taken by the charismatic and cunning leader of a major insurgency in sub-Saharan Africa. He is forced to confront the irrationality of malevolent genius, bureaucratic quackery posing as government, and the link between a mans past indiscretions and present death and destruction. As he becomes more deeply involved in this extremely dangerous mission, he discovers that his own life is a mirror of ancestral ambitions that reveal themselves through an unexpected discovery for which nothing could have fully prepared him. The historical implications of his discoveries are truly breathtaking. His warrior quest is the stuff of legend and the crucible is bequeathed by mythical figures only to those who are worthy. Chisolm learns firsthand that not only the sins, but also the blessings, of his family must be borne to discover the true purpose of his life.
