Book excerpt: Community college leadership development has traditionally been offered at the national and the state-wide level. A recent trend is the in-house leadership program offered by an individual community college to employees. There is evidence in the literature that that expansion of community college leadership programs is a response to the ongoing leadership succession crisis. The American Association of Community Colleges (AACC) published a leadership competency framework in 2005 to strengthen community college leadership development programs. Recent research indicates the AACC leadership competencies are relevant to both the internal and external challenges facing community colleges. A limited body of research has explored how the AACC leadership competencies are used by in-house community college leadership development programs. This study explored the emphasis and utilization of the AACC leadership competencies and the presence of transformational leadership in the curriculums of in-house community college leadership development programs. The study also determined if college size and geographic location were factors in the presence of the AACC leadership competencies in leadership development program curriculums. The population for this study were the 273 Level 1 institutions located in the Southern Association of Colleges and Schools, Commission on Colleges (SACS) accrediting region of the United States. A repeated measures ANOVA determined that all six of the AACC leadership competencies were present to some extent in participating in-house leadership programs. The AACC leadership competencies most emphasized were community college advocacy and professionalism. The least emphasized leadership competency category was resource management. The study found no statistically significant relationship between college size and presence of the AACC leadership competencies or between college geographic location and presence of the AACC leadership competencies. The components of transformational leadership expressed in the open-ended responses were shared vision, empowering others, understanding organization culture, rewarding innovation and change, and ethics. The study included secondary findings that described in-house leadership program characteristics. Suggestions for leadership program curriculums were made based on the study findings and the study concluded with recommendations for future research.

Book excerpt: This book brings together a collection of chapters with different research designs that explore the research, practice, and policies of community colleges. The chapters in this book are the result of the graduate students and their faculty mentor’s scholarly work, and a rigorous special issue’s peer review process. Furthermore, this book offers recommendations on how to mentor graduate students, in the absence of research and mentorship on how to publish for graduate students and practitioner-scholars, as well as recognizing that graduate programs and professional associations are important on the socialization of practitioner-scholars. Each book chapter addresses the implications for practice and future research, policy for community colleges, and recommendation for change indicated by the research results. Five broad research themes, higher education policy, leadership practices and roles, network community, student success, and technology, emerged from the empirical articles and critical reviews. A final chapter shares advice and lessons learned from the 30 authors and mentors. With the exception of Chapter 14, the chapters in this book were originally published as a special issue of the Community College Journal of Research and Practice.

Book excerpt: ABSTRACT: This research examined how two decidedly different groups of community college presidents from across the United States viewed the competencies, characteristics, and professional skills identified by the American Association of Community Colleges (AACC) (2005) as important for effective community college leadership. The two groups participating in the research were from small, single-campus colleges serving rural populations and from large, multiple-campus colleges serving urban populations. The participants were asked to identify those activities and experiences that they found helpful in developing the AACC leadership competencies. The results from this research suggest that community college presidents from both sizes of college campuses widely regarded the AACC competencies as important to effective leadership. The respondents also provided insight into the experiences that helped form the characteristics related to the development of the competencies. Practical implications for the development and hiring of leaders to perform senior leadership roles within the community college system are offered.

Book excerpt: The development and availability of well-prepared leaders is vital to the continued success of community colleges and their students. Throughout its history, the American Association of Community Colleges (AACC) has made proactive leadership development a central focus of its mission. Now, that focus takes on even greater urgency as the level of turnover among community college leaders escalates dramatically. For this reason, AACC has worked to delineate a competency framework for today's and tomorrow's college leaders. The framework has wide utility for both individuals and institutions. It helps emerging leaders chart their personal leadership development progress. It provides program developers with curricular guidelines. Institutionally, it informs human resources departments with direction for staff recruitment, hiring, rewards, and professional development. This competency framework is intended as a "living document," evolving over time to meet changing human and institutional needs.

Book excerpt: An extensive review of the literature suggested the nation's community colleges are quickly approaching a leadership crisis as current leaders are fast approaching retirement. In response, community colleges are investing a significant amount of time and money to develop their own leaders. The purpose of this study was to examine the curriculum content of an in-house leadership development program at a large multi-campus metropolitan community college. Transformational leadership theory and the American Association of Community Colleges' (AACC) Competencies for Community College Leaders served to inform and direct this study. The researcher utilized a mixed-method evaluative case study approach to determine participants' demographic characteristics and to what extent transformational leadership theory and AACC's competencies were embedded within the curriculum. Findings from the study indicated participants of the program represented a wide range of employees throughout the organization. The study also identified facets of AACC's competencies and transformational leadership theory were embedded within the curriculum to varying degrees. Implications of the study will help guide the institution in reviewing the program's curriculum content, structure, and rigor. Findings suggest the importance of developing programs that meet the needs and expectations of participants. In addition, the study's research, methodology, survey instrument, and findings can serve as a resource to assist institutions looking to evaluate or develop a leadership development program.

Book excerpt: Over the last two decades, several studies have confirmed that there is a leadership crisis among the nation's community colleges. In response to this leadership crisis, the American Association of Community Colleges [AACC] commissioned the development of a leadership competency framework consisting of six leadership competency areas deemed "either [grave]very' or [grave]extremely' essential to the effective performance of community college leaders." Since the release of this framework, limited research has been conducted on the importance of and the preparation in the identified competencies. The majority of research that has been conducted has focused on the position of president, even though there are several leadership positions within community colleges that are facing a leadership crisis. One such position is that of academic affairs officer. This study had two purposes. The first was to extend the research that has been conducted on the AACC leadership competencies by examining how community college academic affairs officers perceived the importance of and their own level of professional preparation in the identified competencies. The second was to examine the leadership development experiences that academic affairs officers identified as the most beneficial to their professional development as academic affairs officers. This study was a quantitative, descriptive, correlational design and used a questionnaire to collect data. The population for this study was academic affairs officers at public community colleges in the United States. The academic affairs officers that were included in the population were identified from the membership directory of the AACC.

Book excerpt: The purpose of this study was to develop and test a reliable and valid assessment instrument to be used to determine an individual or a group s disposition as it relates to the six community college leadership competencies identified by the American Association of Community Colleges. In addressing the need for such an assessment, the author describes the history of community college leadership development and the current leadership crisis facing community colleges. Responses to this crisis by professional associations and educational institutions are described. The author looks at various definitions and descriptions of leadership competencies specific to community colleges and presents information on how leadership is taught and learned, venues and methods for community college leadership development activities, and the evaluation of training programs and participant learning. The assessment instrument developed through this study was found to be reliable and valid and is suggested for a variety of audiences, including current and aspiring community college leaders, those responsible for leadership development activities, and human resource professionals.

Book excerpt: Two-year colleges are facing major change. The majority will undergo a turnover in college presidencies in the next ten years, at a time when they are being asked to be engines for economic growth, enable more students - and a greater diversity of students - to gain 21st century qualifications, and provide a pathway to higher degrees, all with reduced state and local funding. Recognizing that future community college leaders - at all levels- will manage increasingly complex organizations, and face very different challenges than their predecessors, this book provides a multidimensional model of leadership suited to these new demands and environments. The model addresses issues of leader cognition, race and gender, the importance of culture, and the need for more collaborative modes of communication and decision making to frame and implement change. It recognizes that there is no longer any one way to lead, and that the next generation of leaders will be more diverse, possess experience and qualifications from a wider variety of careers, and follow new pathways to their positions. Leaders in the future will possess a cultural competency that is fostered by being lifelong learners.Through over 75 individual interviews with leaders and campus members, Eddy is able to provide examples of the model's components in practice and to illuminate which experiences proved the most relevant for these leaders on their route to upper administration. She shows how her model intersects with the leadership competencies defined by the American Association of Community Colleges, and proposes strategies for future leadership development. This book is intended for anyone considering a leadership position, at any level, in a community college; for college administrators and boards responsible for leadership development programs; and for individuals in corresponding organizations who conduct training programs for aspiring leaders. Likewise, those employed at four-year universities may find value in the model as a developmental tool.

Book excerpt: This qualitative study explores the unique characteristics of a multi-campus community college system and how the organizational structure and associated operating norms can impact the perception and execution of critical leadership competencies. To date, limited research has addressed the unique nature of the multi-campus environment. The data from this exploratory study support and expand on the findings of existing research. The significance of the study is that the increased need and demand for education and vocational training at the community colleges is colliding with a projected shortage of leaders. Because of their wide-ranging missions, different populations served, and the size of the institutions, it is understood that not all community colleges are the same. While generalization in leadership development plans cannot be avoided to some extent, one size does not fit all. In order to increase the ability to prepare future leaders for growth and success in a particular environment, individual districts need to become self-reflective and purposeful in determining how to best address the needs within their own system. This research offers insight into that quest by offering perspectives of how multi-campus community college structures impact the mid-level leader's perception and execution of the American Association of Community Colleges competencies. Specifically, the investigation identified the characteristics of those competencies that are unique to the multi-campus environment. Determining how current and past leaders perceive the competencies and how to best execute those skills for effective leadership in their respective organizational structure will enable leadership development programs to more accurately support efforts to ensure that future community college administrators meet the challenges they will predictably face.

Book excerpt: Several longitudinal reports predicted a potential crisis in the nation’s community college system: a leadership gap due to a sizeable number of retirements of presidents and other high ranking college leaders. First reported at the beginning of 2000, the gap continues to grow, and recent research highlights the continuing trend. In the near future, several hundred new presidents are needed to take the helm of the nation’s two-year colleges. The next generation of leaders will be new to this primary role, and they and the community college system will face new leadership challenges, even different issues from just a few short years ago. Consequently, the problem is that current presidential development programs may not be adequate in the face of these yet undefined challenges. Certainly they teach useful concepts and practices; however, their effectiveness can be enhanced by going beyond the field of education and by drawing on more than the experience of just those who have spent their careers in the higher education arena. This dissertation argues that one field of scholarship that might prove particularly useful to future community college leaders is the field of management. Many significant and current management theories can be relevant to better develop, equip, and arm leaders and managers of the nation’s community colleges. The purpose of this study is to offer five selected significant and current management theories and practices and apply those theories to enhance the leadership competencies and professional skills identified by the American Association of Community Colleges (AACC) (2005). The primary focus will be on contemporary universal theories of leadership and management that can be applied and are practical for the community college leader.

Book excerpt: Due to the immense growth of community colleges since the 1960s and particularly over the last decade, a leadership gap now exists as presidents, provosts, and deans retire in record numbers. This diminished leadership pipeline can be attributed to two main factors: the obvious increase in retirement of senior executives completing their academic careers and a subsequent decrease of qualified successors capable of handling the expanding and diverse complexities associated with present-day community college leadership. While positions become available, the likelihood of finding willing and capable executive leaders is dwindling. Some leaders have acquired experience by moving through the ranks of the higher education system, enabling them to be effective leaders at each successive level. Others have participated in either doctoral programs specific to community colleges or other external professional development programs, thus fortifying them with a viable leadership repertoire. Recent efforts to counteract this leadership gap, however, are the creation of campusbased leadership development programs at community colleges to literally assist administrators in "growing your own" leaders. A corollary intent is to fortify a new leadership pipeline within the two-year system. These "academies" or "institutes" are committed to honing leadership expertise, providing comprehensive knowledge of an institution or system, and fostering a breadth of understanding of the community college sector. This study is a qualitative analysis comparing three campus-based leadership development programs and their impact on leadership capacity as perceived by program graduates. What components of a community college leadership academy contribute most to both an understanding and practice of leadership? After completing a campus-based leadership program, how do graduates now define leadership and what do they identify as the most effective competencies for a community college leader? For those developing or improving community college leadership programs, what thematic components are most critical to optimize an understanding and practice of leadership? This research provides comprehensive interviews with program graduates to supply valuable interpretations and data collection on the best practices of campus-based community college leadership programs.

Book excerpt: ABSTRACT: At a time when strong leadership is needed to guide community colleges forward, a major crisis seems to be stirring (Eddy & VanDerLinden, 2006). According to some estimates, 45% of community college presidents will have retired by 2007 (Shults, 2001) and an even worse prediction offered by Weisman and Vaughan (2002) predict 79% of community college presidents will be retired by 2012. Echoing this view, Amey et al. (2002) assert that there is much work to be done in preparing the younger generations of community college leaders with skills and competencies necessary to meet this leadership challenge. There were two primary purposes addressed in this study. First, to further validate the AACC competencies by determining how current presidents and trustee board chairpersons from the states of New York and Florida rated the importance of the AACC (2005) characteristics and professional skills for effective community college leadership. Second, to identify those experiences and practices that community college presidents reported as helpful to their development of the six AACC leadership competencies. The results of this study provide support for the value of the six AACC competencies and offer important insights into the specific experiences that contributed to the development of these competencies for community college presidents. Specifically, there was consensus among New York and Florida community college presidents and trustee board chairpersons that all six competencies identified by AACC are "very" or "extremely" important for the success of community college leaders. Additionally, this study supported the philosophy that leader development is learned in many ways and that various leadership experiences contribute differently to the development of the AACC Competencies for Community College Leaders, some apparently more relevant to certain competencies than others. In conclusion, the results of this study provide community college leaders, boards of trustees, hiring committees and leadership development programmers with additional validation on the AACC competencies and those experiences and practices that community college presidents reported as helpful to their development of the six AACC leadership competencies.
