Many applications of archived intelligent transportation system (ITS) data nationwide, including Texas, address transportation planning needs. One area of interest is how to use archived ITS data to help improve incident management practices. Using geographic information system (GIS), traffic engineering, and statistical analysis techniques, this report describes procedures to determine patterns in the spatial and temporal distribution of incidents along freeway corridors. The report describes current incident detection and data archival at several Texas TMCs, a process to develop a data model and geodatabase of ITS equipment and archived ITS data using a variety of data sources at TransGuide, a process to determine patterns in the spatial and temporal distribution of freeway incidents in San Antonio, a procedure to calculate the impact of incidents on traffic conditions, and recommendations for implementation of the research findings.

Book excerpt: Abstract: A Freeway Management System (FMS) acquires data from the roadway and processes these data to identify and respond to problems, notifying operators and motorists of those problems. If some aspects of the data collection are unreliable, then the response decisions and the information given may well be faulty. Hence, accurate traffic data acquisition is essential for effective traffic surveillance and subsequent management applications. Loop detectors, the most commonly used vehicle detectors for freeway traffic surveillance, are not always calibrated correctly, so it is necessary to identify potentially inaccurate detectors. This thesis presents an evaluation of the performance of the loop detectors on 1-71 in Columbus, Ohio. The evaluation includes the percentage of vehicles actuating only one loop in a dual loop detector, and detector mapping error tracked by the relationship of speed and occupancy from a dual loop detector. In addition, loop correction factors for both single and dual loop detectors are calculated to improve the accuracy of speed estimates and measurements. The analysis employs both statistical trends gathered from the detectors and concurrent velocities collected from probe vehicles as they pass over the detectors. As shown herein, loop detector's sensitivity can change over time which impacts speed and occupancy from that loop. So, the trend of daily median speed for off-peak time periods is used to determine the change in sensitivity of loop detectors over long time periods. This trend is then used to illustrate the fact that the correction factors can abruptly change. In the course of this work performance measurements of the freeway using the corrected loop detector data are developed, namely average daily traffic and delay. The weekday median for both of the daily measures is calculated at each week to track trends over years. The weekly average daily traffic and delay present an overview of the freeway system usage and performance. Also, summary plots and summary difference plots are developed to show how traffic condition evolves over time and space for identifying traffic condition and recurring congestion. Although presented in the context of the Columbus system, the tools should be generalizable to most freeway surveillance systems.

Phase C is planned as a separate research activity and is anticipated to begin in the near term, following the completion of Phases A and B. The need for a better valuation program for new traffic detection systems came in part from a lack of confidence in existing detectors, as well as the need for non-intrusive detectors to replace failing embedded inductive loops. The primary objectives of this research were to identify the most promising vehicle detection technologies to meet ADOT needs, to identify candidate test sites, to develop a field test evaluation plan, and to develop and deliver a detailed design of the detection testbed on the selected segment of freeway. The Texas Transportation Institute (TTI) met these objectives through an Internet and literature search, a state-of-the-practice review, a search of relevant new detector systems, and through meetings with the Technical Advisory Committee (TAC). Relying on TAC input, TTI developed first a conceptual design, followed by a detailed design and budget for a proposed test facility located on I-10 in Phoenix just west of the 16th Street interchange. Detectors selected for test in the initial period of 12-plus months during Phase C (and the technology used) are as follows: Wavetronix SS-125 (microwave radar), Sensys Networks (magnetic), Global Traffic Technologies microloops (magnetic) and Autoscope Solo Pro (video imaging). The baseline system selected for providing ground truth data is the Peek ADR-6000 using inductive signatures as its basis of detection. It is anticipated that this Phase C testing will include two summer seasons to expose selected detectors to the extreme heat and related environmental conditions found in the Phoenix. The initial cost of the testbed will include detectors sufficient to ultimately cover eight lanes in the westbound direction (currently seven lanes) and six lanes in the eastbound direction. Besides the detectors, the total cost estimate includes a 12 ft by 12 ft node building, three equipment cabinets, inductive loops for the baseline system, conduit, and boring. The total cost of the facility is estimated to be approximately $566,000.

Book excerpt: The Virginia Department of Transportation (VDOT) has made significant investments in the traffic-monitoring infrastructure that supports intelligent transportation systems (ITS). The purpose of this infrastructure is to provide accurate, real-time information on the status of the transportation system; thus it is critical that the monitoring infrastructure provide accurate data. Although detectors are usually tested immediately after installation, it is well known that they operate in a very harsh environment and thus are susceptible to degradation in accuracy and/or complete failure. Consequently, a long-term commitment to data quality assurance is required through maintenance, data quality assessment testing, and repair/replacement. The quality of data from ITS applications is becoming increasingly important as the data are more widely used. Not only is the data used in real-time operations, but also in myriad other, often more traditional, transportation applications. The purpose of this research project was to develop a procedure that VDOT could use to assess its ITS data quality. The report includes a data quality assessment procedure that is based on theory, practice, and empirical investigation. The procedure has the following key features: benchmark data collection using temporary installation of non-intrusive detectors; data quality assessed at the lane level to pinpoint problem detectors; data quality assessed at the 1-minute interval (or minimum practical measurement interval) level to provide sufficient quantities of data in reasonable periods of time; analysis techniques including both measures and plots, which provide quantitative and visual indications of data quality. The authors recommend that VDOT begin to use the procedure on both an ad-hoc basis and in a statewide program as a means of protecting its significant investment in ITS data collection.
