The term civil disturbance is defined as excluding Indian wars, western frontier violence and all incidents prior to the passage of the Posse Comitatus Act in 1878, which forbade the use of federal troops as routine civil law enforcers. The incidents range from the Coeur'd'Alene Idaho incident to the race riots of 1968 and many are well known to anyone familiar with American hsitory. The major concern of the study was the examination of each incident as a backdrop to the role played by federal military forces in civil disturbance. To accomplish this goal a record of each incident was presented offering data on the units involved, biographies of some of the military leaders, and level of violence and the fatalities inflicted and sustained by the troops. In addition to the examination of the objective data, four of the incidents were reexamined with the goal of exploring the emotional and psychological reactions of different Americans to the commitment of regular military forces to quell domestic disorder. The conclusions arrived at as a result of this study were mixed. An examination of the objective historical record revealed a consistent tendency on the part of the regular military forces to act in a restrained and nonprovocative manner. On the other hand the emotional reactions of various people to the sight of combat ready soldiers enforcing civil law has been at best over-reaction and at worst panic. This study concluded that the deployment of regular military forces into a domestic civil disturbance usually does not lead to overaction and repression. It also reveals the real danger of such commitment lies in the perceptions of various individuals and groups.

Issues such as racial strife, war, labor disputes, police brutality, unemployment, and the cutback on many of the social programs are among a few that formulate the basis for very large numbers of people to congregate for discussion and/or demonstration. When agitated such a crowd could turn very quickly into a mob thereby creating an untenable situation for local and state law enforcement officials. Should this happen, the President is bound by the Constitution to protect the lives and property of citizens within that state. The use of federal forces to restore law and order then becomes inevitable and a national issue to be reckoned with. Neither the law nor existing military publications provides clear guidance as to a riot-torn area. When confronted with unarmed countrymen, women, and children--what shall we do--how well do we perform--to what limit should we go? The answer to these and other questions concerning this subject is vague. The student concludes that the subject of riot control, once a very integral part of Army doctrine and practice, should again become one of the mandatory subjects. (Author).

Today, United States (US) forces are deployed on peacekeeping, peace enforcement, and humanitarian assistance operations worldwide. During these operations, US forces are often faced with unruly and violent crowds intent on disrupting peace and the ability of US forces to maintain peace. Worldwide instability coupled with increasing US military participation in peacekeeping and related operations requires that US forces have access to the most current doctrine and tactics, techniques, and procedures (TTP) necessary to quell riots and restore public order. In addition to covering civil unrest doctrine for OCONUS operations, FM 3-19.15 addresses domestic unrest and the military role in providing assistance to civil authorities requesting it for civil disturbance operations. It provides the commander and his staff guidance for preparing and planning for such operations. The principles of civil disturbance operations, planning and training for such operations, and the TTP employed to control civil disturbances and neutralize special threats are discussed in this manual. It also addresses special planning and preparation that are needed to quell riots in confinement facilities are also discussed. In the past, commanders were limited to the type of force they could apply to quell a riot. Riot batons, riot control agents, or lethal force were often used. Today, there is a wide array of nonlethal weapons (NLW) available to the commander that extends his use of force along the force continuum. This manual addresses the use of nonlethal (NL) and lethal forces when quelling a riot.
