The J-turn is an alternative intersection layout that is intended to provide safety benefits by limiting the number of points within an intersection that two or more vehicle paths might intersect. Before-after analyses at J-turns and control sites were conducted and compared. With the installation of a J-turn, the analyses found decreases in fatal and serious injury crashes, angle crashes, and fatal and serious injury angle crashes. The large decreases in severe crashes at J-turn locations indicate the J-turn can be an effective safety treatment. The analysis also found J-turns have lower crash rates for key crash types as compared to low-volume interchanges and rural, high-speed signalized intersections.

Book excerpt: The intent of this document is to help local agencies identify the appropriate work zone layout based on the maintenance activity that will be performed. This document focuses on low volume roads only and includes both a rural and urban guide that are intended to be used as supplemental guidance to the Temporary Traffic Control Work Zone Layouts Field Manual (dated January 2014). The information presented here does not replace or override anything within the field manual. Agencies must follow the standards and guidance contained in the Minnesota Manual on Uniform Traffic Control Devices (MN MUTCD), including the Field Manual. This document also includes a copy of a letter that was written and submitted to the MUTCD Committee in April 2016, requesting changes for low volume roadways. A summary of training opportunities is included as well.

Book excerpt: The Minnesota Department of Transportation (MnDOT) is investing significant resources in intersection collision warning systems (ICWS) based on early indications of effectiveness. However, the effectiveness is not well documented, and negative changes in driver behavior at treatment intersections may affect drivers overall, resulting in a spillover effect. Moreover, the effectiveness of ICWS may decrease if drivers do not perceive a change in the dynamic messages. Therefore, the objectives of this research were to (1) evaluate driver behavior at mainline and stop-controlled approaches for intersections with and without ICWS and (2) assess the traffic volume range and limits where the system is nearly continuously activated and is likely to lose its effectiveness. Video data were collected at five treatment and corresponding control intersections, and various metrics were used to compare changes in driver behavior. In general, no negative behaviors were noted for either treatment or control intersections.

Book excerpt: It is commonly regarded that the overuse of traffic control devices desensitizes drivers and leads to disrespect, especially for low-volume secondary roads with limited enforcement. The maintenance of traffic signs is also a tort liability concern, exacerbated by unnecessary signs. The Federal Highway Administration's (FHWA) Manual on Uniform Traffic Control Devices (MUTCD) and the Institute of Transportation Engineer's (ITE) Traffic Control Devices Handbook provide guidance for the implementation of STOP signs based on expected compliance with right-of-way rules, provision of through traffic flow, context (proximity to other controlled intersections), speed, sight distance, and crash history. The approach(es) to stop is left to engineering judgment and is usually dependent on traffic volume or functional class/continuity of system. Although presently being considered by the National Committee on Traffic Control Devices, traffic volume itself is not given as a criterion for implementation in the MUTCD. STOP signs have been installed at many locations for various reasons which no longer (or perhaps never) met engineering needs. If in fact the presence of STOP signs does not increase safety, removal should be considered. To date, however, no guidance exists for the removal of STOP signs at two-way stop-controlled intersections. The scope of this research is ultra-low-volume (

The RCI is an alternative intersection layout that is intended to provide safety benefits by limiting the number of points within an intersection that two or more vehicle paths might intersect. Both a before-after analysis at RCIs and a cross-sectional analysis comparing RCIs to untreated intersections were conducted. With the installation of an RCI, both analyses yielded statistically significant decreases in fatal and serious injury crashes, angle crashes, and fatal and serious injury angle crashes. Statistically significant increases in rear-end crashes were found. Both analyses showed no significant changes to sideswipe crashes or total crashes. Based on these results, severity shift in crashes has been seen at the RCIs in Minnesota. The overall number of crashes have not changed, but the high-severity crashes have been reduced while property damage crashes have increased. The large decreases in severe crashes at RCI locations indicate the RCI can be an effective safety treatment.

Book excerpt: This report presents a national synthesis of rural expressway, two-way stop -controlled (TWSC) intersection safety strategies and intersection designs and an analysis of Iowa expressway TWSC intersection crash characteristics. A rural expressway is a multi-lane highway with a divided median and with mostly at -grade intersections, although some intersections may be grade separated. The synthesis of intersection strategies is conducted in two parts. The first is a literature review and the second part is a national survey of strategies currently being applied by state transportation agencies. The characterization of crash patterns at TWSC expressway intersections is examined through the analysis of 5 years of crash data at 644 intersections.
