International pro grams unprecedented in scope, including the International Geosphere Biosphere Program, have been initiated to describe and understand these changes. The global change program will call for coordinated measure ments on a global scale of those interactive physical and biological pro cesses that regulate the earth system. The program will rely heavily on the emerging technology of remote sensing from airborne vehicles, particularly satellites. Satellites offer the potential of continuously viewing large seg ments of the earth's surface, thus documenting the changes that are occur ring. The task, however, is not only to document global change, which will be an enormous job, but also to understand the significance of these changes to the biosphere. Effects on the biosphere may cover all spatial scales from global to local. The possibility of measuring biosphere function remot~ly and continuously from satellite imagery must be explored quickly and thoroughly in order to meet the challenge of understanding the con sequences of global change. Book excerpt: Forests represent a remnant wilderness of high recreational value in the densely populated industrial societies, a threatened natural resource in some regions of the world and a renewable reservoir of essential raw materials for the wood processing industry. In June 1992 the United Nations Conference on the Environment and Development (UNCED) in Rio de Janeiro initiated a world-wide process of negotiation with the aim of ensuring sustainable management, conservation and development of forest resources. Although there seems to be unanimous support for sustainable development from all quarters, there is no generally accepted set of indicators which allows comparisons to be made between a given situation and a desirable one. In a recent summary paper prepared by the FAO Forestry and Planning Division, Ljungman et al. (1999) find that forest resources continue to diminish, while being called upon to produce a greater range of goods and services and that calls for sustainable forest management will simply go unheeded if the legal, policy and administrative environment do not effectively control undesirable practices. Does the concept of sustainable forest management represent not much more than a magic formula for achieving consensus, a vague idea which makes it difficult to match action to rhetoric? The concept of sustainable forest management is likely to remain an imprecise one, but we can contribute to avoiding management practices that are clearly unsustainable.

This involves a gradual transformation of traditional silvicultural practice towards Continuous Cover Forestry, also known as near-natural forest management, favouring mixed uneven-aged stands, site-adapted tree species and selective harvesting. Selective harvesting systems have a long tradition. Specific CCF-related resource assessment, forecasting and sustainable harvest control techniques have been developed, but details about their use are not widely known. The objective of this volume is to present state-of-the-art research results and techniques relating to CCF management with an emphasis on systems engineering and modelling. Using a very simple classification based on the development of timber volume over age or time we may distinguish two types of sustainable forest management systems. Rotation forest management (RFM) systems, characterized by standard silvicultural treatments and repetitive cycles of clearfelling followed by planting; and continuous cover forestry (CCF) systems which are characterized by selective harvesting and natural regeneration, resulting in uneven-aged structures and frequently also in multi-species forests. The distinction is usually the result of decisions relating to the cost of timber harvesting, simplicity of management, or various intangible benefits. The oldest and most perfect examples of CCF systems are the so called plenter selection forests found in France, Switzerland, Slowenia and Germany. Today, CCF systems are encountered in various regions of Europe, North America and in some tropical and sub-tropical forests of South Africa, Asia and South America.
