To meet the challenge of utilizing high sulfur coals without damaging the environment, many scientists and engineers around the world are engaged in developing novel technologies. In the U.S.A. alone, the federal government has spent about five billion dollars to achieve that goal. This conference, like its predecessors, emphasizes desulfurization with papers on physical and chemical cleaning as well as post-treatment and fluid-bed combustion technologies. Of the 45 papers submitted, 15 papers deal with physical cleaning and 7 deal with chemical cleaning of coal, suggesting that a major emphasis is still be placed on pre-cleaning of coal. The post-treatment technologies, being developed with the support of U.S. federal and state government agencies, emphasize removal of both SOx and NOx gases. The book will be of particular interest and benefit to researchers, graduate students and other people involved in coal processing, characterization and utilization; public policy making and administration related to energy conservation, economic development, and environmental protection; and investors in industry and new technology.

Book excerpt: The papers in this book were generated by the proceedings of the United States Senate Field Hearing and High Sulfur Coal Export Conference held June 8–9, 1981, at Southern Illinois University Carbondale. The chairman of the senate committee was Senator Charles Percy of Illinois. One of the central concerns confronting the held hearing was “Factors Affecting the International Utilization of High Sulfur Coal.” More specifically, the committee addressed itself to “developing international markets and marketing mechanisms for America’s coal, evaluating the domestic potential for American coal production and exports, and Illinois coal’s potential as an emergency fuel in the event of an international energy shortfall.” Coal experts from American industry, labor officials, state and national government leaders, and dignitaries from Europe and the Far East gathered to discuss this important global issue. Topics included “Emergency Utilization of Coal”; “High Sulfur Coal Exports: Assessments by Foreign Officials”; “High Sulfur Coal Exports: Production Capacity and Reliability, Extraction, Processing, and Transportation”; “Marketing of High Sulfur Coal: Assessment by National Specialists”; and “Marketing of High Sulfur Coal: Assessment by International Specialists.” Other discussions included “Production Capability and Reliability for Export of Illinois Coal”; “Special Processing for Export Markets”; “Transportation to Export Markets”; “Export of Technology to Use High Sulfur Coal”; and “Strategies for Developing Export Markets.” There were also panel discussions moderated by United States Senator Charles Percy, United States Representative Paul Simon, and John Castle, Director of the Illinois Department of Commerce and Community Affairs.

Improvements in coal cleaning technology by application of either physical, chemical, or biological processes, and new developments in both the froth flotation and oil agglomeration methods of cleaning are reported. Innovative electrostatic and aerodynamic methods are described for cleaning coal, and progress is noted in the development of coal desulfurization by either caustic leaching, oxidative leaching, microbial treatment, or low-temperature pyrolysis. Papers also included in this book concern the capture of sulfur oxides either during or following the combustion of coal; sorbent characterization and the effects of different factors and/or additives on sorbent utilization; the capture of sulfur oxides in various types of combustion systems, including pulverized coal, slagging, fluidized bed and magnetohydrodynamic systems. Recent technical developments are reported for sorbent injection in flue-gas ducts as a means of capturing sulfur oxides.

A renewed focus on federal support for coal-related research, coordinated across agencies and with the active participation of the states and industrial sector, is a critical element for each of these requirements. Coal focuses on the research and development needs and priorities in the areas of coal resource and reserve assessments, coal mining and processing, transportation of coal and coal products, and coal utilization.
