Book excerpt: The paper focuses on the individual's choice of activity on completion of compulsory schooling--to remain in full-time education or to seek employment--and the factors influencing this decision. Information from the England and Wales Youth Cohort Studies, coupled with labour market data, is used to estimate a logit model of choice and assess the role played by social and market factors. The results show that labour market conditions play an influential role in determining outcomes, particularly in the case of young males with weaker academic qualifications. Consistent with the time-series evidence, we find that participation rates in further education for both males and females are positively related to the unemployment rate in the local labour market, the effects being greater at times of economic recession when unemployment rates are rising.

Book excerpt: A study investigated the contribution of adult education in complementing and mediating the effects of early formal schooling on life chances, job satisfaction, and general well-being. Data collected for the cohort of Swedish men followed up in the Malmo study from 1938 to 1988 were examined. The study used measures of home background, disposition to learn in the classroom, cognitive ability assessed in childhood and early adulthood, youth educational attainment, and indicators of occupational status, earned income, job satisfaction, and well-being measured during the early, middle, and late stages of life career. Measures of participation in adult education were available from 30 to 56 years of age. Path models were investigated using linear structural relations analysis. The findings indicate that: (1) youth education influences participation in adult education at all ages; (2) early participation in adult education also influences adult participation during subsequent periods; (3) relative to the diminishing effects of youth education on occupational status after 30 years of age, the effects of adult education on occupational status increase with increasing age; and (4) the direct effects of youth education on earnings increase sharply from 25 to 40 years of age and diminish gradually thereafter. The study concludes that research that has used short-term indicators of the effects of adult education has underestimated the contribution of adult education because participants have not been followed up for a sufficient length of time. In general, participants in adult education regard their lives as more worthwhile, full, rich, and interesting than those who do not take part. Book excerpt: We assess the evidence on the contribution of changes in the population age structure to the changing fortunes of youths in labor markets in advanced economies over the 1970s, 1980s and early 1990s, and use this evidence to project the likely effects of future cohort sizes on youth labor markets. We estimate a series of regression models to isolate the effects of exogenous changes in potential youth labor supply on youth employment and unemployment rates using a panel data set on 15 countries over more than 20 years. Our preferred estimates show large youth cohorts lead to increases in the unemployment rate of youths, with elasticities as high as .5 or .6. But the estimates generally indicate little effect of relative cohort size on employment rates of youths. We also find some evidence, though statistically weak, that labor market institutions that decrease flexibility lead to sharper responses of youth unemployment and employment rates to fluctuations in youth cohort size. Finally, due to recent declines in fertility, some European countries will see reductions in the size of youth cohorts over the next 16 years (especially Ireland, Italy, Portugal, and Spain). Projections suggest declining youth shares should improve youth labor markets in these countries, although the effects are not large compared with longer-term changes in youth unemployment rates. Other countries cannot expect demographic changes to improve youth labor markets since youth population shares are projected to decline moderately or to increase.
