Book excerpt: The confluence of a variety of factors especially exponential population growth, rapidly escalating population migration, and an unprecedented pace of urbanization-has increased the likelihood that each U.S. military operation will have a humanitarian or nation-assistance component. In the conduct of humanitarian or nation-assistance missions, be they free-standing or part of bigger operations, the military will usually encounter-and often support-civilians. They may be representatives from various U.S. government departments and offices, United Nations (UN) agencies' representatives, and/or personnel from nongovernmental organizations (NGOs) who have established their own aid operations. This growing nexus of civilian and military efforts requires increased coordination to maximize each player's contribution and to avoid both redundancies and contradictory efforts. While all the services will contribute to humanitarian and nation-assistance missions, the Army brings unique scope, capacity, and resources to these missions and thus will bear more of the responsibility for interacting with civilian agencies and organizations. This research focused on identifying how the interagency process-at the policy, operational, and field levels can both complicate and enhance U.S. Army forces contributions to military operations other than war (MOOTW).

Book excerpt: Not since World War II has the U.S. Government adopted a national security strategy where all the elements of national power were directed to support the nation's national security strategy. Since World War II, many of the conflicts the U.S. has engaged in have not been a coordinated U.S. Government (USG) effort to win these conflicts. In fact, many U.S. departments and agencies seem to play no role or only a minor role in such conflicts. Many of the problems identified with reconstruction and stabilization during the Iraq War can be attributed to the lack of qualified USG personnel with expertise in areas where the military lacks sufficient expertise. Our military has attempted to pick up the shortfall in interagency support, but it lacks the expertise that the U.S. Government could provide to succeed in these peace-making operations. This research provides recommendations to reform the U.S. Government's interagency process to support contingency operations.

The Executive Branch has made progress in improving cooperation at the national level since Operations JUST CAUSE and PROMOTE LIBERTY, the invasion and subsequent restoration of civil government in Panama. While the National Security Council serves as the strategic-level interagency coordination body, mechanisms for such coordination become less structured and more ad hoc as we move down the spectrum through the theater strategic, operational and tactical levels of the application of national power. In a time of increased and varied global tensions, asymmetric threats and over-taxed resources, the synergy gained by effective interagency cooperation at all levels of endeavor is essential. This paper will look at some of the common problems involved in intra-governmental cooperation, and drawing on the author's recent experience in Afghanistan, identify some lessons learned from Operation Enduring Freedom that may be applicable in other locations and future operations.

Of these, the interagency process has caused the greater difficulties and most needs reform. The United States cannot expect to exert leadership if it has not first thought through its own strategy. This report focuses on the interagency process.

Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

Book excerpt: Since the end of the Cold War, the United States has employed its armed forces in a host of contingency operations in countries such as Somalia, Haiti, and Bosnia. More recently, the United States has undertaken operations in Afghanistan and Iraq as part of the larger Global War on Terrorism. Throughout each operation, the military was not the lone instrument of national power employed in the region. As such, these operations have proved particularly complex as the U.S. military has experienced difficulty achieving unity of effort with other involved U.S. governmental agencies through the operational-level interagency process. This thesis tests the proposition of whether problems achieving unity of effort are due to the organizational structure of agencies functioning at the operational level, the operational framework wherein coordination takes place, or organizational culture. To help answer this question, this thesis will review the interaction of military and non-military organizations at the operational level during three operations: Operation Uphold Democracy in Haiti (1994-1997), the Global War on Terrorism's Operation Enduring Freedom in Afghanistan (2001 to present), and Operation Iraqi Freedom (2002 to present). Using Graham Allison's three conceptual models for analyzing governmental decision making, this study of the interaction of organizations through the interagency process will provide insight into where obstacles to unity of effort originate, and the potential ways in which they can be overcome.
