PTAs are the new reality of the global trading system. Pursued by both developed and developing countries, they increasingly incorporate labor and environmental issues to prevent a race to the bottom in social regulation and counter-protectionism. Using principal-agent theory to explore why US PTAs have stricter social standards than those signed by the EU, Postnikov argues that the level of institutional insulation of trade policy executives from interest groups and legislators determines the design of social standards. In the EU, where institutional insulation is high, social standards mirror the normative preferences of the European Commission leading to a softer approach. In the US, where such insulation is low, social standards are driven by interest groups and legislators they control, resulting in a stricter approach. This book shows that both approaches can be effective but work through different causal mechanisms. To test his argument, Postnikov draws on original data collected in Brussels, Washington, Santiago, Bogota, and Seoul. Europeans are haunted, once again, by the specters of nationalism, fascism, and economic protectionism. Instead of sounding the alarm, many conservatives have become cheerleaders for the demise of the European Union (EU). This compelling book represents the first systematic attempt to justify the European project from a free-market, conservative viewpoint. Although many of their criticisms are justified, Dalibor Rohac contends that Euroskeptics are playing a dangerous game. Their rejection of European integration places them in the unsavory company of nationalists, left-wing radicals, and Putin apologists. Their defense of the nation-state against Brussels, furthermore, is ahistorical. He convincingly shows that the flourishing of democracy and free markets in Europe has gone hand in hand with the integration project. Europe’s pre-EU past, in contrast, was marked by a series of geopolitical calamities. Providing the first substantive analytical comparison of think tanks in Washington and Brussels, this book explores the differences that exist and why they developed. Two principal variables are identified - institutional credibility and political culture - as a measure of comparison between the two think tank models. Supranational think tanks have an inherent credibility with the institutions of the EU, which allows them to direct their resources and efforts to activities and outputs where they hold a comparative advantage. US think tanks lack such institutional recognition and so need to prove their credibility to their main constituencies. The result is that an adversarial and individualistic political culture has informed the norms and activities of Washington think tanks while the consensus-driven and collectivist political culture of Europe has influenced supranational think tanks. Think tanks are far from newcomers to the public policy scene, but our broader understanding of their role, structure and how they assess their own achievements is not yet fully developed. By providing a framework within which to analyse this, this book will be of interest to academics, students and policy experts working within public policy, comparative politics and political science more generally.
