Book Synopsis Bureau Men, Settlement Women by : Camilla Stivers
Download or read book Bureau Men, Settlement Women written by Camilla Stivers and published by . This book was released on 2000 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Although the two intertwined at first, the contributions of these "settlement women" to the development of the administrative state have been largely lost as the new field of public administration evolved from the research bureaus and diverged from social work. Camilla Stivers now shows how public administration came to be dominated not just by science and business but also by masculinity, calling into question much that is taken for granted about the profession and creating an alternative vision of public service.".

This book was released on 2023-10-27 with total page 510 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nowadays, we all tend to complain about bureaucracy, if only because it touches our daily lives, sometimes in frustrating ways. This book examines the gradual emergence of American public administration. As a history of American bureaucracy, it focuses on key and pivotal events in its evolution and development. Chapters highlight major issues and controversies including the anti-democratic origins of the field, Congressional hostility to the bureaucracy, if appointed city managers should be subject to recall by voters, early limits on the role of women, and the establishment of a membership association for practitioners and academics alike—an unusual feature in the American professional world. This book will appeal to university students, university faculty members, and academic libraries interested in American government and US history. The subject is at the intersection of several academic disciplines, including public administration, American history, political science, public management, management history, and organization theory.

Book Synopsis Bending the Rules by : Rachel Augustine Potter
Download or read book Bending the Rules written by Rachel Augustine Potter and published by University of Chicago Press. This book was released on 2019-06-15 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: Who determines the fuel standards for our cars? What about whether Plan B, the morning-after pill, is sold at the local pharmacy? Many people assume such important and controversial policy decisions originate in the halls of Congress. But the choreographed actions of Congress and the president account for only a small portion of the laws created in the United States. By some estimates, more than ninety percent of law is created by administrative rules issued by federal agencies like the Environmental Protection Agency and the Department of Health and Human Services, where unelected bureaucrats with particular policy goals and preferences respond to the incentives created by a complex, procedure-bound rulemaking process. With Bending the Rules, Rachel Augustine Potter shows that rulemaking is not the rote administrative activity it is commonly imagined to be but rather an intensely political activity in its own right. Because rulemaking occurs in a separation of powers system, bureaucrats are not free to implement their preferred policies unimpeded: the president, Congress, and the courts can all get involved in the process, often at the bidding of affected interest groups. However, rather than capitulating to demands, bureaucrats routinely employ “procedural politicking,” using their deep knowledge of the process to strategically insulate their proposals from political scrutiny and interference. Tracing the rulemaking process from when an agency first begins working on a rule to when it completes that regulatory action, Potter shows how bureaucrats use procedures to resist interference from Congress, the President, and the courts at each stage of the process. This exercise reveals that unelected bureaucrats wield considerable influence over the direction of public policy in the United States.

Each chapter approaches the field from a unique perspective and describes the seminal events that have been influential in shaping its evolution. This book presents major trends in theory and practice in the field, provides an overview of its intellectual development, and demonstrates how it has professionalized. The range from modernism to metamodernism is reflected from the perspective of accomplished scholars in the field, each of whom captures the history, environment, and development of a particular dimension of public administration. Taken together, the chapters leave us with an understanding of where we are today and a grounding for forecasting the future.
