Available in PDF, EPUB and Kindle. Book excerpt: Privateers of the Americas examines raids on Spanish shipping conducted from the United States during the early 1800s. These activities were sanctioned by, and conducted on behalf of, republics in Spanish America aspiring to independence from Spain. Among the available histories of privateering, there is no comparable work. Because privateering further complicated international dealings during the already tumultuous Age of Revolution, the book also offers a new perspective on the diplomatic and Atlantic history of the early American republic. Seafarers living in the United States secured commissions from Spanish American nations, attacked Spanish vessels, and returned to sell their captured cargoes (which sometimes included slaves) from bases in Baltimore, New Orleans, and Galveston and on AmeliaIsland. Privateers sold millions of dollars of goods to untold numbers of ordinary Americans. Their collective enterprise involved more than a hundred vessels and thousands of people—not only ships’ crews but also investors, merchants, suppliers, and others. They angered foreign diplomats, worried American officials, and muddied U.S. foreign relations. David Head looks at how Spanish American privateering worked and who engaged in it; how the U.S. government responded; how privateers and their supporters evaded or exploited laws and international relations; what motivated men to choose this line of work; and ultimately, what it meant to them to sail for the new republics of Spanish America. His findings broaden our understanding of the experience of being an American in a wider world. DAVID HEAD is an assistantprofessor of history at Spring Hill College in Mobile, Alabama. Book excerpt: This book examines the complex phenomena of modern maritime piracy. The work offers a cutting-edge analysis of modern maritime piracy in the two most pirate-prone regions – southeast Asia and northeast Africa – from the late twentieth century to the modern day. These case studies present a detailed exploration of how regional and international governments responded to upsurges of piracy and how responses have evolved over the course of the past 40 years. This analysis reveals the results of these efforts and what effect, if any, suppressing piracy at sea had on tensions and instability ashore. The book transcends a simple narrative, providing detailed and extensively researched case studies of contemporary manifestations and responses at the strategic, operational and tactical levels. New insights are offered, such as the role of external navies in the repression of piracy in northeast Africa before the well-documented escalation in 2005. In addition, this book constructs a comparative analytic framework to gauge the effectiveness and shortcomings of modern attempts to counteract piracy, which reveals lessons learned, future policy projections and wider implications. This analysis adds new classifications, innovative concepts and scholarly depth to the field of maritime security studies, naval history and theory and international relations. This book will be of much interest to students of naval history, maritime security, strategic studies and international relations.

Book excerpt: What role can US domestic courts play in the worldwide enforcement of human rights? When international courts deny hearings to individual plaintiffs who cannot obtain the sponsorship of their own government (which may well be the defendant), these plaintiffs are finding US courts increasingly willing to hear their cases. This volume considers the implications of this de facto extension of the jurisdiction of US courts, the problem of enforcing the decisions of the courts, the relationship between human rights law and foreign policy and the emerging consensus on the primacy of human rights over the sovereign rights of states.

Book excerpt: The sixth edition of the casebook, which is suitable either for a one- or two-semester course, strives to make constitutional law easily teachable and readily accessible for students. The authors have selected the cases very carefully and provided extensive excerpts of the opinions so that students get a good sense of the Court's reasoning. Text boxes call the students' attention to important aspects of each opinion, and the book is filled with introductions, points for discussion, hypotheticals, and executive summaries. The authors present a diversity of views on every subject, and, reflecting some of their own disagreements, the authors have written point-counterpoint discussions on many disputed questions.
