Between 1969 and 1973, the Middle East in general and the Arab-Israeli conflict in particular emerged as a crucial Cold War battleground where the limits of détente appeared in sharp relief. By prioritizing Cold War détente rather than genuine stability in the Middle East, Daigle shows, the United States and the Soviet Union fueled regional instability that ultimately undermined the prospects of a lasting peace agreement. I try to analyze how the relationship between these countries evolved in the course of 50 years and how the recent political development like the war in Syria, the Arab Spring, the demographic change both in the United States and Israel will influence the relations between Israel and its closest ally. Israel–United States relations are an important factor in the United States policy in the Middle East, and for this reason the US government has placed considerable importance on the maintenance of this close and supportive relationship. One of main expression of US support for Israel has been foreign aid. Since 1985, the US has provided the Jewish state with nearly $3 billion Dollars with Israel being the largest annual recipient of American aid from 1976 to 2004 and the largest cumulative recipient of aid since World War II. But financial aid to Israel by the United States government is not all that US provides to Israel, Israel is also provided with enormous diplomatic, political and legal support by his most important ally.

Book excerpt: The Soviet Union executed an apparent about-face in its traditional anti-Zionist position when the Palestine issue came before the United Nations in 1947. In addition to political support at the UN from May 1947 to May 1949, important military assistance was rendered to the Jewish Palestinian Yishuv throughout 1948 by the Eastern bloc. Toward the end of that year, however, indications of change became apparent, and the Soviet Union began criticizing Israel. This book studies the USSR's attitude toward the establishment of a Jewish state in Palestine in the immediate post-World War II period and toward Israel in the first years of its existence, and it investigates the complex of considerations that caused the initial apparent reversal of traditional Soviet anti-Zionism. The author contends that this support for Israel contributed considerably to the evoking of Soviet Jewry's enthusiastic reaction to the establishment of the State. But this very reaction resulted in turn in Moscow changing its tactics again, since it could not allow its Jewish citizens to identify with a state outside the Soviet Union and the Communist orbit. During the few years after the Israeli War for Independence, in which the Arab-Israeli conflict was relatively low key, the USSR adopted a position of seeming neutrality between two sides—while quietly wooing the Arab nations. Ro'i examines how toward the end of the Stalin period the Jewish problem again intervened with the infamous' 'Doctor's Plot," and how early in 1953 the Soviet Union severed diplomatic relations with Israel. One year later the USSR cast its first two pro-Arab vetoes in the UN Security Council, and from this point on Soviet-Israeli relations openly became a function of the increasingly cordial Soviet friendship with the Arab world.

The theme of its progressive de-radicalization and eventual de-decolonization has been brought into bold relief. There is thus very little evidence to suggest that in this area the USSR has been consistently acting from an ideological grand design. Rather, its diplomacy most often appears to be reactive to events and responsive to opportunities. Soviet policy in this region appears to be conservative, ambivalent, shifting and compromising, rather than an adventurism or overtly revisionist policy. This synoptic but closely reasoned and lucidly written book will provide the reader with deep insights into the interventionist behaviour of a super-power in a Third World regional setting.
