Available in PDF, EPUB and Kindle. Book excerpt: The United Nations Observer Mission in El Salvador (ONUSAL) is the result of dialogue and negotiation between the Salvadorian Government and the Farabundo Marti National Liberation Front (FMLN). It constitutes the first UN attempt to mediate the settlement of an non-international armed conflict. This work studies the benefits and disadvantages intrinsic to a political body in monitoring the respect for international humanitarian law, and analyzes new requirements demanded by the enlargement of the functions of the UN. The analysis is based on the reports of the ONUSAL, prepared during its peace-making phase, and focuses on the question of the extent to which the mission succeeded in assuring a better protection of the norms of humanitarian law. The work is based on a Ph.D. thesis originally written in French. Tathiana Flores Acuña received her doctorate from the European University Institute in Florence in 1994. She now works for the Organization of American States in Costa Rica.

Available in PDF, EPUB and Kindle. Book excerpt: The United Nations and El Salvador, 1990-1995 chronicles one of the most comprehensive operations in the history of the United Nations - the United Nations Observer Mission in El Salvador (ONUSAL). The United Nations played a central role in the Salvadorian peace process, combining peacemaking, peace-keeping and, especially, post-conflict peace-building. Now, for the first time, the texts of more than 1000 key United Nations documents relating to the mission have been brought together in a single volume. Complementing the documents are an introduction by Secretary-General Boutros Boutros Ghali and a detailed chronology. The documents include: 1) Resolutions of the General Assembly and of the Security Council; 2) Reports of United Nations Secretaries-General; 3) the landmark report of the Commission on the Truth, "From Madness to Hope: the 12-Year War in El Salvador"; 4) Reports of the ONUSAL Human Rights Division; 5) the historic Peace Agreement between the Government of El Salvador and the Frente Farabundo Martí para la Liberación Nacional (FMLN) signed at Chapultepec Castle in Mexico City in 1992.

Book excerpt: Keeping the Peace explores the new multidimensional role that the United Nations has played in peacemaking, peacekeeping and peacebuilding over the last few years. By examining the paradigm-setting cases of Cambodia and El Salvador, and drawing lessons from these UN 'success stories', the book seeks to point the way toward more effective ways for the international community to address conflict in the post-Cold War era. This book is especially timely given its focus on multidimensional peace operations, the most likely role for the UN in coming years.

Available in PDF, EPUB and Kindle. Book excerpt: El Salvador's civil war, which left at least 75,000 people dead and displaced more than a million, ended in 1992. The accord between the government and the Farabundo Martí National Liberation Front (FMLN) has been lauded as a model post-Cold War peace agreement. But after the conflict stopped, crime rates shot up. The number of murder victims surpassed wartime death tolls. Those who once feared the police and the state became frustrated by their lack of action. Peace was not what Salvadorans had hoped it would be. Citizens began saying to each other, "It's worse than the war." El Salvador in the Aftermath of Peace: Crime, Uncertainty, and the Transition to Democracy challenges the pronouncements of policy analysts and politicians by examining Salvadoran daily life as told by ordinary people who have limited influence or affluence. Anthropologist Ellen Moodie spent much of the decade after the war gathering crime stories from various neighborhoods in the capital city of San Salvador. True accounts of theft, assaults, and murders were shared across kitchen tables, on street corners, and in the news media. This postconflict storytelling reframed violent acts, rendering them as driven by common criminality rather than political ideology. Moodie shows how public dangers narrated in terms of private experience shaped a new interpretation of individual risk. These narratives of postwar violence—occurring at the intersection of self and other, citizen and state, the powerful and the powerless—offered ways of coping with uncertainty during a stunted transition to democracy.

The UN provides the most suitable institutional framework for nation-building missions that require fewer than 20,000 men-one with a comparatively low cost structure, a comparatively high success rate, and the greatest degree of international legitimacy.

Book excerpt: The Oxford Handbook on United Nations Peacekeeping Operations presents an innovative, authoritative, and accessible examination and critique of the United Nations peacekeeping operations. Since the late 1940s, but particularly since the end of the cold war, peacekeeping has been a central part of the core activities of the United Nations and a major process in global security governance and the management of international relations in general. The volume will present a chronological analysis, designed to provide a comprehensive perspective that highlights the evolution of UN peacekeeping and offers a detailed picture of how the decisions of UN bureaucrats and national governments on the set-up and design of particular UN missions were, and remain, influenced by the impact of preceding operations. The volume will bring together leading scholars and senior practitioners in order to provide overviews and analyses of all 65 peacekeeping operations that have been carried out by the United Nations since 1948. As with all Oxford Handbooks, the volume will be agenda-setting in importance, providing the authoritative point of reference for all those working throughout international relations and beyond.
