Available in PDF, EPUB and Kindle. Book excerpt: This book is a study of the future of international law as well as the future of the United Nations. It is the first study ever bringing together the laws, policies and practices of the UN for the protection of the earth, the oceans, outer space, human rights, victims of armed conflicts and of humanitarian emergencies, the poor, the vulnerable and the disadvantaged world-wide. It reviews unprecedented dangers and challenges facing humanity such as climate change and weapons of mass destruction, and argues that the international law of the future must become an international law of security and of protection. It submits that the concept of international security in the UN Charter can no longer be restricted to situations of armed conflict but must be given its natural meaning: whatever threatens the security of humanity. It calls for the Security Council to perform its role as the guardian of the security of humankind and sees a leadership role for the UN Secretary-General in analysing and presenting challenges of international security and protection to the Security Council for its attention.

Available in PDF, EPUB and Kindle. Book excerpt: Preventing humanitarian atrocities is becoming as important for the United Nations as dealing with inter-state war. In this book, Ramesh Thakur examines the transformation in UN operations, analysing its changing role and structure. He asks why, when and how force may be used and argues that the growing gulf between legality and legitimacy is evidence of an eroded sense of international community. He considers the tension between the US, with its capacity to use force and project power, and the UN, as the centre of the international law enforcement system. He asserts the central importance of the rule of law and of a rules-based order focused on the UN as the foundation of a civilised system of international relations. This book will be of interest to students of the UN and international organisations in politics, law and international relations departments, as well as policymakers in the UN and other NGOs.

Drawing from the experience of UN practitioners combined with external experts on SSR, this volume offers an in-depth exploration of the UN approach to SSR from a global perspective.

Available in PDF, EPUB and Kindle. Book excerpt: How did the individual human being become the focus of the contemporary discourse on security? What was the role of the United Nations in "securing" the individual? What are the payoffs and costs of this extension of the concept? Neil MacFarlane and Yuen Foong Khong tackle these questions by analyzing historical and contemporary debates about what is to be secured. From Westphalia through the 19th century, the state's claim to be the object of security was sustainable because it offered its subjects some measure of protection. The state's ability to provide security for its citizens came under heavy strain in the 20th century as a result of technological, strategic, and ideological innovations. By the end of World War II, efforts to reclaim the security rights of individuals gathered pace, as seen in the Universal Declaration of Human Rights and a host of United Nations covenants and conventions. MacFarlane and Khong highlight the UN's work in promoting human security ideas since the 1940s, giving special emphasis to its role in extending the notion of security to include development, economic, environmental, and other issues in the 1990s.

Available in PDF, EPUB and Kindle. Book excerpt: This work was designed to establish a sense of history and perspective for the study and teaching of national security. It is also intended to bring a sense of balance to current debates on national security policy. This is accomplished by presenting selected official U.S. documents covering the past thirty years, a careful reading of which not only provides valuable insights into the policy process but also into the meaning of American values. Rather than giving a comprehensive picture, this volume is designed to portray the critical reference points in the periods and events examined, and to identify the attitudes of the times. The book primarily treats the period from 1950 to the mid-1980s, although the first document examined is the National Security Act of 1947. The documents examined cover the national security establishment, new defense policies such as counterinsurgency, the events of the Vietnam War and its aftermath, nuclear strategy, the Reagan reassertion, and congressional constraints on the executive branch of government. A number of foreign and national security policy references were used as background and guides; these are listed in the Select Bibliography.

Book excerpt: "After our examination of the new strategic environment of the next quarter century (Phase I) and of a strategy to address it (Phase II), this Commission concludes that significant changes must be made in the structures and processes of the U.S. national security apparatus. Our institutional base is in decline and must be rebuilt. Otherwise, the United States risks losing its global influence and critical leadership role. We offer recommendations for organizational change in five key areas: ensuring the security of the American homeland; recapitalizing America's strengths in science and education; redesigning key institutions of the Executive Branch; overhauling the U.S. government's military and civilian personnel systems; and reorganizing Congress's role in national security affairs"--P. xiii.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first major exploration of the United Nations Security Council's part in addressing the problem of war, both civil and international, since 1945. Both during and after the Cold War the Council has acted in a limited and selective manner, and its work has sometimes resulted in failure. It has not been - and was never equipped to be - the centre of a comprehensive system of collective security. However, it remains the body charged with primary responsibility for international peace and security. It offers unique opportunities for international consultation and military collaboration, and for developing legal and normative frameworks. It has played a part in the reduction in the incidence of international war in the period since 1945. This study examines the extent to which the work of the UN Security Council, as it has evolved, has or has not replaced older systems of power politics and practices regarding the use of force. Its starting point is the failure to implement the UN Charter scheme of having combat forces under direct UN command. Instead, the Council has advanced the use of international peacekeeping forces; it has authorized coalitions of states to take military action; and it has developed some unanticipated roles such as the establishment of post-conflict transitional administrations, international criminal tribunals, and anti-terrorism committees. The book, bringing together distinguished scholars and practitioners, draws on the methods of the lawyer, the historian, the student of international relations, and the practitioner. It begins with an introductory overview of the Council's evolving roles and responsibilities. It then discusses specific thematic issues, and through a wide range of case studies examines the scope and limitations of the Council's involvement in war. It offers frank accounts of how belligerents viewed the UN, and how the Council acted and sometimes failed to act. The appendices provide comprehensive information - much of it not previously brought together in this form - of the extraordinary range of the Council's activities. This book is a project of the Oxford Leverhulme Programme on the Changing Character of War.
