The six hundred pupils have been public school boys (and for a time girls also) selected from some twenty neighboring elementary schools because of their promise of school success. On the whole, the pupils have been above the average New York City boys of their age in general intelligence. The twenty teachers too are above the average, having been selected for initiative, knowledge of subject matter, a willingness to try eagerly and honestly such innovations as have been proposed, and above all, for that professional spirit that leads them to consider first most carefully the reasons why a thing should be done at all, and then being satisfied on that point to do that thing as well as in them lies. The general aim of Speyer School as stated by Professor Briggs and accepted by the faculty and pupils of the school has been: First: "To teach pupils to do better those desirable activities that they will do anyway and to teach these by means of material in itself worth while." The high school principal has a responsibility for the economy and efficiency of his school organization. Care and economy mean more funds for education. We might raise salaries on what is now wasted. In industry, with rising labor costs has come greater attention to individual economies. The school cannot escape the tendency. Does the high school principal know whether or not he is getting full efficiency from his organization? Is the work evenly divided? Are teachers overworked or underworked? Are pupil divisions evenly constructed? Are program difficulties solved? The high school principal needs in his equipment the engineers capacity. He is an educational engineer. The high school program, indeed, is an engineering problem. No system of making a high school program on the trial-and-error method is defensible. From mathematical reasons it must be faulty. No purely mechanical method of making a program is adequate, for the result is wrong and the pupils and teachers are the necessary victims. A high school program must be scientifically constructed if it is to be accepted as adequate to the situation presented. Poor high school programs are responsible today for great waste of money in the employment of unnecessary teachers, in the uneven distribution of work, in preventing pupils' range of choice of subjects, and in unnecessary worry and confusion throughout the organization. The professionally trained high school principal can easily find a way out of the program difficulties. The struggle against this universal problem has developed some program geniuses, and their discoveries are not esoteric but open and free to those who wish to adopt their ideas. Since that time it has extended more and more to the smaller towns, villages, and open country, until there is now free and easy access to good public high schools for a large portion of the rural population, and the tendency is toward universal high-school education for children, both urban and rural. This is a tendency which should be strengthened and encouraged in every possible way. Probably in no State has there been greater progress in the establishment of high schools than in the State of Illinois. I therefore recommend for publication as a bulletin of the Bureau of Education the account transmitted herewith of the township and community high-school movement in Illinois. Indiana Blacks in the Twentieth Century is the long-awaited sequel to Emma Lou Thornbrough's classic study The Negro in Indiana before 1900. In this posthumous volume, Thornbrough (1913-1994), the acknowledged dean of black history in Indiana, chronicles the growth, both in numbers and in power, of African Americans in a northern state that was notable for its antiblack tradition. She shows the effects of the Great Migration of African Americans to Indiana during World War I and World War II to work in war industries, linking the growth of the black community to the increased segregation of the 1920s and demonstrating how World War II marked a turning point in the movement in Indiana to expand the civil rights of African Americans. Indiana Blacks describes the impact of the national civil rights movement on Indiana, as young activists, both black and white, challenged segregation and racial injustice in many aspects of daily life, often in new organizations and with new leaders. The final chapter by Lana Ruegamer explores ways that black identity was affected by new access to education, work, and housing after 1970, demonstrating gains and losses from integration. Emma Lou Thornbrough (1913-1994), the acknowledged expert on Indiana black history, was author of The Negro in Indiana before 1900: A Study of a Minority (1957, reprinted 1993) and Since Emancipation: A Short History of Indiana Negroes, 1863-1963 (1964) and editor of This Far by Faith: Black Hoosier Heritage (1982). Professor of History at Butler University from 1946 to 1983, Thornbrough held the McGregor Chair in History and received the university's highest award, the Butler Medal. Born in Indianapolis, she was educated at Shortridge High School, Butler University, and the University of Michigan (Ph.D., 1946). Lana Ruegamer, editor for the Indiana Historical Society from 1975 to 1984, is author of A History of the Indiana Historical Society, 1830-1980. She taught at Indiana University from 1986 to 1998 and is presently associate editor of the Indiana Magazine of History. Ruegamer won the 1995 Thornbrough prize for best article published in that magazine. Within that period fall the estab lishment of the English Classical (high) School of Boston in 1821, the founding of the Boston High School for Girls in 1826, and the passage of the act in 1827 which formed the basis of all subsequent legislation affecting the high school in Massachusetts. In a wider sense, however, we must trace the origin of the Massachusetts high school and secondary education in the nine teenth century back to an earlier period, and, to gain a conception of the meaning and extent of the change then brought about, we must examine the conditions prior to the nineteenth century and antecedent to the beginning of the high school movement proper. Such an examination will involve some consideration of the colonial Latin grammar school and of the academies which prae tically dominated secondary education at the beginning of the nineteenth century, together with a consideration of the public school system in general. N o exhaustive treatment of these movements can be attempted here, but sufficient attention must be given to them to afford a knowledge of the situation immedi ately preceding the period with which this discussion is concerned.
