Book excerpt: In the wake of the War of 1812, the Madison and Monroe administrations oversaw the institution of a series of protective tariffs meant to shield fledgling American industries from British product "dumping." While southerners supported these protectionist measures early on, they quickly came to disapprove of them as severe impediments to trade with the West Indies, an important source of sugar cane and tobacco. In the decades that followed, tariffs became a hotly contested issue, the North favoring protectionism and the South advocating for free trade. In The Triumph of the Antebellum Free Trade Movement, William Belko provides a full and detailed investigation into the heated tariff debate of the late 1820s and early 1830s, focusing on its fascinating climax: the Philadelphia Free Trade Convention of 1831. As such, this intriguing volume is the first in-depth examination of the events directly preceding the famous Compromise Tariffs that sought to bind Americans together, but ultimately hastened the loosening of the cords of the Union.

Book excerpt: Excerpt from The Triumph of Free Trade: And Other Essays and Speeches The greater part of political controversy, in essays and speeches, lives and dies with the time of its utterance. Like good journalism it applies itself to the events of the day: and when that day is over, it is content to perish. The mass of political discussion which once filled platform and press belongs to questions one way or the other finally decided. The historian who burrows amongst piles of manuscript for some tiny piece worth preservation is for ever astonished at the heat expended and the energy and passion excited by things which so soon after appear so trivial and so dull. And in the case of speeches this is especially true. The better a speech - it may almost be said - for the moment, the more speedy its demise. For in the cut and thrust of debate, the utterance for the occasion - in repartee and reply, in the warm influence of the platform - is always more effective than the speech which omits these ephemera and endeavours to pronounce on a question as it will be viewed after a generation has gone. These considerations made me doubtful whet her in impartial examination of the printed and manuscript speeches and writings of my friend the late Mr. Russell Rea, there would be much worth reproducing four years after his death. On 16 May 1846, the House of Commons voted to abolish tariff protection for agriculture - the famous 'repeal of the Corn Laws'. Britain then adhered to her free trade policy despite both her relative economic decline and the protectionist policies of her leading trade rivals, the USA and Germany. This four volume set examines and explains the contentious issues surrounding the policy shift to free trade and the subsequent persistence of that policy. This set provides a comprehensive collection of articles including previously unpublished material on nineteenth century British trade policy and a new and comprehensive introduction by the editor putting the material into context.

Available in PDF, EPUB and Kindle. Book excerpt: About two hundred years ago, largely as a result of Adam Smith's Wealth of Nations, free trade achieved an intellectual status unrivaled by any other doctrine in the field of economics. What accounts for the success of free trade against then prevailing mercantilist doctrines? And how well has free trade withstood various theoretical attacks that have challenged it since Adam Smith's time? In this readable intellectual history, Douglas Irwin explains how the idea of free trade has endured against the tide of the abundant criticisms that have been leveled against it from the ancient world and Adam Smith's day to the present. An accessible, nontechnical look at one of the most important concepts in the field of economics, Against the Tide will allow the reader to put the ever new guises of protectionist thinking into the context of the past and discover why the idea of free trade has so successfully prevailed over time. Irwin traces the origins of the free trade doctrine from premercantilist times up to Adam Smith and the classical economists. In lucid and careful terms he shows how Smith's compelling arguments in favor of free trade overthrew mercantilist views that domestic industries should be protected from import competition. Once a presumption about the economic benefits of free trade was established, various objections to free trade arose in the form of major arguments for protectionism, such as those relating to the terms of trade, infant industries, increasing returns, wage distortions, income distribution, unemployment, and strategic trade policy. Discussing the contentious historical controversies surrounding each of these arguments, Irwin reveals the serious analytical and practical weaknesses of each, and in the process shows why free trade remains among the most durable and robust propositions that economics has to offer for the conduct of economic policy.

Book excerpt: A Financial Times Best Economics Book of the Year A Foreign Affairs Best Book of the Year A Fareed Zakaria GPS Book of the Week “A highly intelligent, fact-based defense of the virtues of an open, competitive economy and society.” —Fareed Zakaria “A vitally important corrective to the current populist moment...Open points the way to a kinder, gentler version of globalization that ensures that the gains are shared by all.” —Justin Wolfers “Clausing’s important book lays out the economics of globalization and, more important, shows how globalization can be made to work for the vast majority of Americans. I hope the next President of the United States takes its lessons on board.” —Lawrence H. Summers, former Secretary of the Treasury “Makes a strong case in favor of foreign trade in goods and services, the cross-border movement of capital, and immigration. This valuable book amounts to a primer on globalization.” —Richard N. Cooper, Foreign Affairs Critics on the Left have long attacked open markets and free trade agreements for exploiting the poor and undermining labor, while those on the Right complain that they unjustly penalize workers back home. Kimberly Clausing takes on old and new skeptics in her compelling case that open economies are actually a force for good. Turning to the data to separate substance from spin, she shows how international trade makes countries richer, raises living standards, benefits consumers, and brings nations together. At a time when borders are closing and the safety of global supply chains is being thrown into question, she outlines a clear agenda to manage globalization more effectively, presenting strategies to equip workers for a modern economy and establish a better partnership between labor and the business community.

Available in PDF, EPUB and Kindle. Book excerpt: Arguments for protection and against free trade have seen a revival in developed countries such as the United States and Great Britain as well as developing countries such as India. Given the clear benefits trade openness has brought everywhere, this is a surprising development. The benefits of free trade are especially great for emerging market economies. FreeÂTrade and ProsperityÂoffers the first full-scale defense of pro-free-trade policies with developing countries at its center. Arvind Panagariya, a professor at Columbia University and former top economic advisor to the government of India, supplies a historically informed analysis of many longstanding but flawed arguments for protection. He starts with an insightful overview of the positive case for free trade, and then closely examines the various contentions of protectionists. One protectionist argument is that "infant" industries need time to grow and become competitive, and thus should be sheltered. Other arguments are that emerging markets are especially prone to coordination failures, they are in need of diversification of their production structures, and they suffer from market imperfections. The panoply of protectionist arguments, including those for import substitution industrialization, fails when subject to close logical and empirical scrutiny. Free trade and outward-oriented policies are preconditions to both sustained rapid growth and poverty alleviation in developing countries. Panagariya provides compelling evidence demonstrating the failures of protectionism and the promise of free trade using detailed case studies of successful countries such as Singapore, Taiwan, South Korea, China and India. Low or declining barriers to free trade and high or rising shares of trade in total income have been key elements in the sustained rapid growth and poverty alleviation in these countries and many others. Free trade is like oxygen: the benefits are ubiquitous and not noticed until they are no longer there. This important book is an essential reminder of the costs of protectionism.
