Contends that the Bulgarians did not permit the Germans to deport the Bulgarian Jews, because in 1943 Germany already was loosing the war, and Bulgarian leaders sought a way out of the cul-de-sac of their partnership with the Nazis. Only the Italians in their occupation zone in Vardar Macedonia were able to protect the Jews.
