Book excerpt: This report is based on surveys carried out in Burundi, Chad, Côte d'Ivoire, the Gambia, Ghana, Mali, Senegal, the Sudan and Uganda to identify the various types of fermented fishery products, their processing characteristics and economic importance. It was observed that fermented fish processing is an artisanal activity and the processes differ from one country to another. Three basic methods were identified: fermentation with salting and drying; fermentation and drying without salting; and fermentation with salting but no drying. It was also observed in the study that, unlike in Southeast Asian countries, fermented fishery products in Africa are usually whole or in cut pieces, and are not a paste or sauce. Fermented fish is used in Africa both as a condiment and as food fish. Fermented fishery products contribute to protein intake of the people especially those in the rural hinterland where fresh fish is not readily available. Curing by fermentation was found to be an important method of preservation particularly because poor quality fish or unpopular species of fish are usually processed in this way. For this reason, fermentation helps to salvage fish which would otherwise have been thrown away. Post harvest losses in African artisanal fisheries may thus be lower than often assumed. The sanitary conditions of fermented fish production were generally found to be poor and processing methods were not standardized. In the light of the observations made, some recommendations have been suggested to improve quality in order to enhance intra-regional trade in fish and fishery products.

Book excerpt: Post-harvest challenges faced by small-scale fisheries stakeholders have been the focus of numerous projects, programmes and investments in Africa. Many of these initiatives have aimed to benefit women, who often dominate processing and trade activities. This report provides a summary of key findings from a desk review and primary data research that has aimed to identify successful post-harvest initiatives related to infrastructure design and management, improved post-harvest technology, value addition and access to finance. The examples described could be used by development practitioners and policy makers to inform the direction, design and implementation of future post-harvest fisheries initiatives. The use of locally made fish boxes to improve on board handling and the use of drying racks are described. And although the intention was to focus on small-pelagic fish value chains, some of the examples have a more general application such as those for infrastructure, value addition and the microfinance models that are included. It is important to note that this is not a definitive study and that the focus has been primarily on initiatives is Ghana, Malawi, Senegal, Sierra Leone, Tanzania and Uganda. The report and guidance align with and aim to support the implementation of the FAO Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The guidelines promote the role of SSFs in food security and nutrition, the right to adequate food, equitable development and poverty alleviation, and to the provision of decent work for fishers and fish workers.

The FAO-Thiaroye fish processing technique (FTT) was developed to address these challenges by yielding products that comply with international limits on polycyclic aromatic hydrocarbons in particular, while fostering many social, economic and environmental benefits. This document examines the conditions in which improved fish smoking systems in general, and the FTT in particular, have been adopted in the context of benefits, trade-offs and policy implications in selected developing countries. In fact, experience from some African and Asian countries points to the need for a context-driven balance that ensures that the gains associated with the use of this new technique can be realized without making expensive compromises, especially in terms of fisheries resources status and trade dynamics. Policy and regulatory frameworks need to be informed by a risk-based approach and supportive of consistent benchmarking and differentiation of FTT products. This document reviews the lessons from those countries, and makes the case for a hard, evidence-based, policy backbone to safeguard the sustainable, eco-friendly supply of safe smoked (and dried) fishery products to support food security, particularly in the developing world. It aims to enlighten policy makers, fisheries planners and decision makers and any development practitioner interested in developing small-scale fisheries or promoting sustainable food systems, as well as private sector entrepreneurs who wish to implement this technology to improve their products.
