Available in PDF, EPUB and Kindle. Book excerpt: Field Manual (FM) 3-60, The Targeting Process consists of five chapters and eight appendices to describe the Army's targeting process. Each chapter and appendix addresses how the decide, detect, deliver, and assess (D3A) methodology enhances the targeting process. The D3A is a methodology which optimizes the integration and synchronization of maneuver, fire support, and intelligence from task force to corps level operations. The D3A is described without tying it to specific hardware that will eventually become dated. The Army's targetingprocess consists of time tested techniques organized in a systematic framework. The FM 3-60 addresses how D3A methodology interfaces with the joint targeting cycle, military decisionmaking process (MDMP), and operations process. The joint targeting fundamental principles and doctrinal guidance are also presented in this publication. Successful targeting requires that the leadership team and their staff possess an understanding of the functions associated with the targeting process. The FM 3-60 builds on the collective knowledge, experience gained through recent operations, and numerous exercises. The manual is rooted in time tested principles and fundamentals, while accommodating force design, new technologies, and diverse threats to national security.

The FM 3-60 is descriptive and not prescriptive in nature. This manual has applicability in any theater of operations. The manual offers considerations for commanders and staffers in preparing for challenges with targeting, yet it is flexible enough to adapt to dynamic situation. FM 3-60 replaces FM 6-20-10, Tactics, Techniques, and Procedures for the Targeting Process. The development and research of FM 3-60 parallels similar ongoing efforts by other Army proponents to develop their own supporting branch doctrine and tactics, techniques, and procedures for the division, support brigades, brigade combat teams, and subordinate elements.

The FM 3-60 builds on the collective knowledge, experience gained through recent operations, and numerous exercises. The manual is rooted in time tested principles and fundamentals, while accommodating force design, new technologies, and diverse threats to national security. The targeting process is challenging. The challenge includes locating, identifying, classifying, tracking, and attacking targets and assessing battle damage with limited assets and weapon systems, which makes this process complicated. The process becomes even more difficult with long range and fast moving targets. It is even more complex at division and higher echelons with more decisionmakers, acquisitions, surveillance assets, and weapon systems. This challenge is particularly true when joint and combined assets are included. The competition for assets is intense. Many intelligence systems are capable of situation development, target acquisition, and battle damage assessment (BDA), but may not be able to do all at the same time. Detailed guidance, thorough planning, and disciplined execution prevent unnecessary redundancy and make the most of available combat power.

Book excerpt: This Army tactics, techniques, and procedures (ATTP) reinforces the fundamentals of mission command established in field manual (FM) 3-0, Operations; FM 5-0, The Operations Process; and FM 6-0, Mission Command. Whereas the above manuals focus on the fundamentals of mission command, this manual provides commanders and staff officers with tactics, techniques, and procedures (TTP) essential for the exercise of mission command. This is a new Army publication. It includes many of the appendices currently found in FM 5-0 and FM 6-0 that addressed the "how to" of mission command. By consolidating this material into a single publication, Army leaders now have a single reference to assist them with TTP associated with planning, preparing for, executing, and continually assessing operations. This ATTP also enables the Army to better focus the material in future editions of FMs 5-0 and 6-0 on the fundamentals of the operations process and mission command, respectively.

Book excerpt: This field manual establishes doctrine for military operations in a counterinsurgency (COIN) environment. It is based on lessons learned from previous counterinsurgencies and contemporary operations. It is also based on existing interim doctrine and doctrine recently developed. Counterinsurgency operations generally have been neglected in broader American military doctrine and national security policies since the end of the Vietnam War over 40 years ago. This manual is designed to reverse that trend. It is also designed to merge traditional approaches to COIN with the realities of a new international arena shaped by technological advances, globalization, and the spread of extremist ideologies--some of them claiming the authority of a religious faith. This is a comprehensive manual that details every aspect of a successful COIN operation from intelligence to leadership to diplomacy. It also includes several useful appendices that provide important supplementary material.

Book excerpt: This book is a guide for Logistician's (military or civilian) in the execution of Movement Control and Distribution Management. - Provides examples of procedures and guidance utilized by our armed forces operating in Iraq to date, as well as being reviewed as emerging doctrine for the future. - Presents information for staff management that incorporates manual and automated procedures to monitor and track movement and commodities on today's modern battlefields. - Provides a process to utilize data from different automation systems, which do not talk to one another, as well as incorporates manual procedures to develop a system to monitor and track movement and commodities on today's modern battlefields. By doing this, we have provided the commander with a focused staff battle rhythm that works. Due to the Army Transformation and Spiral Development, there is a lack of documentation on just how to interpret and implement the new concepts and automation applications, and synchronize their usage and development. Many of the ideas and process in this book have not advanced beyond the conjectural level. The work covered is an initial effort to make operational these new ideas and procedures and provide them as training in a classroom and wartime environment. The uniqueness of the logistical mission and the technology of these services, this book may be guided towards a rather select audience. But due to the tactics and methods being used by our enemies in the field, it is important to understand that at all levels, the ability to have visibility and command and control of movement within our battle space is essential.

Book excerpt: FM 3-97.6, "Mountain Operations," describes the tactics, techniques, and procedures that the United States (US) Army uses to fight in mountainous regions. It is directly linked to doctrinal principles found in FM 3-0 and FM 3-100.40 and should be used in conjunction with them. It provides key information and considerations for commanders and staffs regarding how mountains affect personnel, equipment, and operations. It also assists them in planning, preparing, and executing operations, battles, and engagements in a mountainous environment. Army units do not routinely train for operations in a mountainous environment. Therefore, commanders and trainers at all levels should use this manual in conjunction with TC 90-6-1, Army Training and Evaluation Program (ARTEP) mission training plans, and the training principles in FM 7-0 and FM 7-10 when preparing to conduct operations in mountainous terrain.

The key components to supply and movement consist of receive, store, issue, and move. It should be that simple. Bottom line: it just is not that simple. There are too many moveable parts where the synergy of the operation could provide a scenario where the combined requirements needed to sustain a theater are greater than the sum of their individual effects or capabilities. . This book outlines some of these logistical components and their doctrinal relationship to the operation, as well as provides some new ideas. . The chapters are formatted in a fashion that offer the reader the doctrinal concept that the operation or function is based on, and then presents new theories on how to better execute the logistical function or capability as it relates to the operation. . The goal is to discuss those hard logistical topics and their conception to improve the general knowledge and understanding on "why it happens", and "how we can improve the outcome".
