Book excerpt: Central East Middle School in Philadelphia (Pennsylvania), an urban school with about 45% Hispanic enrollment, and the Center for Research on the Education of Children Placed at Risk are working together to implement a Talent Development Middle School model of schooling. Part of this effort includes use of the Student Team Reading (str) Program, which changes both the instructional processes and curriculum in Reading, English, and Language Arts (rela) to create a motivational climate that is conducive to learning and personal development. Teachers at Central East Middle School were trained in str in the summer of 1995 and received curricular materials and technical support throughout the first semester of the 1995-1996 school year. Implementation and outcome data were collected in February 1996 at the school and a matched comparison school from 1,776 students from 72 rela classrooms, 34 of which were at Central East Middle School. Hierarchical linear modeling (hlm) analyses revealed that str was used significantly more at Central East Middle School than at the control school. Further hlm analyses suggest that str implementation helps create classrooms where peer support for achievement is high, where student-teacher relations are positive, and where students are confident both in their ability to learn and in the future utility of what they are learning. An appendix contains "Teacher's Treasure Hunts" activities for the classroom. (Contains 3 tables, 2 figures, and 23 references.) (Author/SLD).

Key features of the "Talent Development Middle Grades Program" include small learning communities, an evidence-based curriculum tied to standards, the use of teacher teams, professional development and support for teachers, and school-family-community connections. This review focuses on the effects of the "Talent Development Middle Grades Program" on student reading outcomes. "Student Team Literature" is the literacy component of the "Talent Development Middle Grades Program," and is therefore relevant to this review in the Adolescent Literacy topic area. "Student Team Literature" is a reading and English language arts curriculum for middle school students that utilizes cooperative learning activities, high-interest reading materials, and explicit instruction to teach reading strategies, comprehension skills, and fluency in reading and writing. It offers integrated reading, writing, and language arts instruction and a writing process approach to language arts. As part of the program, students work in groups, and activities follow a regular cycle that involves teacher presentation, team practice, independent practice, peer preassessment, and individual assessments that form the basis for team scores. The cooperative learning teams are intended to engage students in academic interactions and create a motivating environment. The What Works Clearinghouse (WWC) identified one study of the "Talent Development Middle Grades Program" that both falls within the scope of the Adolescent Literacy topic area and meets WWC evidence standards with reservations. The study included adolescent readers from grades 7 and 8 in 29 urban middle schools in the Northeast. The WWC considers the extent of evidence for the "Talent Development Middle Grades Program" on the reading performance of adolescent readers to be small for one outcome domain: comprehension. The "Talent Development Middle Grades Program" was found to have potentially positive effects on comprehension for adolescent readers. Appended are: (1) Appendix A: Research details for Herlihy & Kemple, 2004; (2) Appendix B: Outcome measures for the comprehension domain; (3) Appendix C: Findings included in the rating for the comprehension domain; (4) Appendix D: Summary of additional intermediate findings for the comprehension domain; and (5) WWC Rating Criteria. The program includes both structural and curriculum reforms. The What Works Clearinghouse (WWC) identified 17 studies of TDMG that were published or released between 1988 and 2008. Fourteen studies are out of the scope of the review, as defined by the Dropout Prevention protocol. Two of these studies do not present primary research, and 12 do not examine outcomes within a domain specified in the protocol. Three studies of the TDMG fall within the scope of the Dropout Prevention review protocol, but do not meet WWC evidence standards. The lack of studies meeting WWC evidence standards means that, at this time, the WWC is unable to draw any conclusions based on research about the effectiveness or ineffectiveness of TDMG.
