Book excerpt: This book sheds new light on the often shadowy, but essential role of committees, which exist in modern parliaments around the globe, and it questions the conventional notion that the ‘real’ work of parliament happens in committees. Renowned country specialists take a close look at what goes on in committees and how it matters for policy making. While committees are seen as the central place where policy is made, they often hold their sessions closed to the public and calls for transparency are growing. To understand this "black box" it is necessary to look within but also beyond the walls of the committee rooms and parliament buildings. Bringing together formal and informal aspects, rules and practices shows that committees are not a paradise of policy making. They have great relevance nonetheless: as crystallization points in the policy networks, as drivers for division of labor and for socialization and the integration of MPs. The new insights presented in this book will be of interest to scholars, students and professionals in parliamentary affairs, legislative studies, government, and comparative politics. They are also relevant for political analysts, journalists, and policymakers.

Book excerpt: This volume explores contemporary political developments in various parts of Africa in the age of democracy, constitutionalism, the securitization of development, and global terrorism. The contributions by leading observers of constitutionalism and African politics in the context of a global political and economic system provide a nuanced understanding of important themes in contemporary African politics: constitutionalism, democratic politics and governance, women’s rights, the African Union, securitization of development, civil society, and debates concerning global terrorism and the war on terror. As such, it will be of great interest to scholars, civil society organizations, and public policy makers interested in contemporary African politics.

This book was released on 2022-05-02 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Legislating for an ecosystem approach to fisheries (EAF) is complex, due to the holistic nature of EAF involving multiple factors that underpin the social, economic, environmental, and institutional aspects of fisheries sustainability. These factors include ecosystems integration, risks, inter-sectoral collaboration, research, participatory processes, monitoring, control, surveillance, and enforcement, among others. To assess how an EAF is being implemented through national policy and legal frameworks, FAO developed "A diagnostic tool for implementing an ecosystem approach to fisheries through national policy and legal frameworks". The present legal report on the EAF used the diagnostic tool to assess the alignment of selected policy and legal instruments of Ghana with an EAF. This assessment analysed the extent to which 82 EAF legal requirements, which are considered the minimum standards in legislating for an EAF, are reflected in Ghana's policies and legislation relevant to the fisheries sector of the country and other relevant sectors (such as environment, wildlife, ecosystems, and maritime affairs). Based on this preliminary diagnosis, gaps were identified in the assessed instruments, and recommendations were made for improving the implementation of an EAF. This report was elaborated following a participatory approach with the involvement of the national competent authorities of Ghana. Drafted in July 2021, the report was submitted to the national authorities of Ghana in October 2021. The Ministry of Fisheries and Aquaculture Development of Ghana and the Fisheries Commission endorsed this EAF Legal Repot of Ghana in December 2021.

Book excerpt: The African Governance Report is the result of extensive research covering governance practices in 27 African countries. The findings were subjected to a rigorous process of reviews that involved both national and international experts working on governance, political and economic issues. The report is the first Africa-driven study of its kind, which aimed at gauging more empirically citizens’ perceptions of the state of governance in their countries, while identifying major capacity deficits in governance practices and institutions and recommending best practices and solutions to address them.

This book was released on 2018-11-16 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: The basis of this How-to Guide is the identification of key minimum components for legislating for EAF (17 components that should be included in sector-specific legislation), the operationalization of those key components into concrete drafting steps, and the provision of relevant examples from national legislation, largely from Africa but also from other parts of the world. The review will also provide a synthesis of existing challenges and trends in legislating for EAF. In summary, the How-t o-Guide will assist managers by: • describing the component that should be reflected in legislation; • identifying the specific elements that need to considered in the drafting of legislation; • setting out answers to the questions posed as justification for the relevance or significance of the component; and • outlining the steps to take in drafting, with reference to examples that could provide inspiration.

Available in PDF, EPUB and Kindle. Book excerpt: Co-published with the Food and Agriculture Organization of the United Nations. Fisheries management is the process that has evolved to try to ensure that fisheries operate in a manner that provides the immediate benefits in a sustainable manner. The widely accepted goal is that the full range of benefits should not only be available for this generation but for generations to come. Fisheries management has been successful in some cases but there have also been many, many cases of failure. This volume is intended to contribute to improving this unsatisfactory state by addressing the widespread need for information and guidance on the broad and often complex task of fisheries management. It is an updated and expanded edition of the first version of "A fishery manager's guidebook" which was published as a FAO Fisheries Technical Paper in 2002. The major part of this new edition is divided into five parts intended to cover the range of concerns, tools and techniques essential to the modern fisheries manager, whether that manager is an individual or a formal or informal group. Following the Introduction: Part I examines the primary dimensions of fisheries: biological, ecological, social and economic Part II looks at the legal and institutional characteristics of fisheries Part III explores the tools that fishery managers have to achieve the objectives expected from a fishery Part IV discusses the role of scientific information of indicators and reference points Part V moves into implementation of fisheries management and includes a chapter on special considerations in small-scale fisheries This landmark publication is aimed at fishery managers and scientists. All libraries in research establishments and universities where fisheries and aquatic sciences are studied and taught will need copies of this important volume. Fisheries around the world make essential contributions to human well-being including the provision of basic food supplies, employment, recreational opportunities, foreign currency and others, providing benefits to hundreds of millions of people. Despite these benefits, our record of managing fisheries so that the benefits can be sustained has been poor, at best, and most fisheries around the world are experiencing serious ecological, social or economic problems and usually all three. Today there is global concern about the state of fishery resources and aquatic ecosystems, their resilience to future stresses such as climate change and their ability to continue to provide benefits.

Available in PDF, EPUB and Kindle. Book excerpt: A comprehensive review of major political events in Ghana, with critical comments, during the past 50 years. The book takes off where its predecessor The New Ghana, the international best seller published in 1958, Ghana’s first independence anniversary, ended. Absorbing, balanced and detailed, it is nevertheless controversial and challenging. Unique for its vignettes on all the major personalities of the five decades that the author has been privileged to interact with. The book challenges certain myths about the Trans-Atlantic Slave Trade. The slow rate of development in Ghana in particular and Africa in general: the reasons why Ghana, despite its vast natural and mineral resources, is still a developing country. Traditions and customs which negate the rapid development of Ghana and robustly reviewed. What killed Nkrumah? Was Nkrumah anti-white? These are only a few of the interesting questions that the book attempts to answer. The book, which is unique in many ways, ends on a note of hope and expectation – that the next 5 years would be better than the last half century. Only time can tell.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1975. Legatee of a vast empire, the Commonwealth still carries the imprint of its past, and in doing so it may be said to have a collective identity which, in a very varying degree, each of its members exhibits. This can sustain a collective inquiry into the political history and institutions of countries which were once governed within the British Empire. The present series of books is intended to express that interest and those traditions. They are presented not as a guide to the Commonwealth as a corporate entity, but as studies either in the politics and recent history of its member states or of themes which are of common interest to several of the countries concerned. This volume It examines the attempt to restore, and the failure to maintain, a parliamentary Westminster form of government in Ghana, a study in 'Commonwealth Legacies' which brings together scholars from Ghana, Britain and North America.

It is unique and timely. First, the theme and sub-themes were carefully selected to solicit quality chapters from academics, practitioners and graduate students on topical and contemporary issues in constitutional law, human rights, and democratic governance in Africa. The chapters were subjected to a single-blind peer review by experts and scholars in the relevant fields to ensure that high quality submissions are included. Due to the dearth of knowledge and studies on the chosen thematic areas, the publication will remain relevant after several years due to the timeless themes it covers. In this regard, this edited volume audits the progress of democratic consolidation, rule of law and development in Ghana with selected case studies from other African countries. This book is intended for higher education institutions (universities, institutes and centres), public libraries, general academics, practitioners and students of law, democracy, human rights and political science, especially those interested in African affairs.
