Book excerpt: In the aftermath of the terrorist attacks of September 11, 2001, the United States launched and led military operations in Afghanistan in order to end the ability of the Taliban regime to provide safe haven to al Qaeda and to put a stop to al Qaeda's use of the territory of Afghanistan as a base of operations for terrorist activities. Many observers argue that in succeeding years, as U.S. and world attention shifted sharply to the war in Iraq, the Afghan war became the “other war” and suffered from neglect. The Obama Administration, however, has made the war in Afghanistan a higher priority, by giving it early attention, regularly conducting strategy reviews, and making significant additional commitments of civilian and military resources. By early 2011, senior leaders, including the Commander of NATO's International Security Assistance Force (ISAF), General David Petraeus, were pointing to discrete progress on the ground, though noting that such progress was still “fragile and reversible.” In late 2010, NATO and the Afghan government agreed to pursue a key medium-term goal: the transition of lead responsibility for security to Afghans throughout the country by the end of 2014. The U.S. government has stated its intention to begin drawing down some U.S. forces from Afghanistan in July 2011, and also to maintain a long-term strategic partnership with Afghanistan beyond 2014. Strategic vision for Afghanistan is still, many would argue, a work in progress. President Karzai has consistently stressed the theme of “Afghan leadership, Afghan ownership.” President Obama has consistently stressed the core goals of the United States: to disrupt, dismantle, and defeat al-Qaeda in Afghanistan and Pakistan, and to prevent their return. Yet for the U.S. government, fundamental issues remain unresolved. These include: determining the minimum essential conditions required for Afghanistan itself to be able to sustain stability with relatively limited international support; defining the appropriate combination of U.S. efforts, together with other international resources, over time, required to achieve those minimum conditions; and balancing U.S. national security interests in Afghanistan and the region against other imperatives, in a constrained fiscal environment. This report, which will be updated as events warrant, describes and analyzes the key players in the war in Afghanistan; the strategic outlooks of the Afghan government, the U.S. government, and NATO; the threats to the security and stability of the Afghan state and its people; the major facets of the current effort: security, governance and anti-corruption, development, reconciliation and reintegration, and transition; mechanisms in place to measure progress; and critical issues that Congress may wish to consider further.

It still seeks an exit at the earliest possible time that does not result in a direct collapse of the Afghan government and Afghan forces. When President Obama issued yet another statement regarding Afghanistan on July 6th, and once again delayed his plans to cut the number of U.S. troops in Afghanistan, he took action that had already become almost inevitable. Even though he had announced his plan to cut U.S. troop levels to 5,500 by the end of 2016 less than a month earlier, a level of only 5,500 troops risked critically weakening Afghan forces and quickly losing the war. Unfortunately, keeping the level at 8,400, however, is at best a half measure in meeting Afghanistan's real needs. The United States needs a far more serious, and zero-based review of its strategy in Afghanistan. The United States should seriously examine its prospects for success, and conduct the kind of 'strategic triage' that examines the trade-offs between staying and withdrawal. If the United States decides to stay in Afghanistan, it needs a 'conditions-based' strategy that is realistic about the need for a long-term U.S. effort, that offers a serious prospect of a lasting military victory, that can win the support of the Afghan people, and that can build sustained U.S. public and Congressional support. If this president can still act, the United States needs a strategy that can at least try to avoid making Afghanistan an unnecessary pawn in the bitter Presidential campaign, give the Afghans a clear incentive to make critical reforms, and provide a proper legacy for the next president. If such a review has to wait on the new president, the time is long overdue for the kind of comprehensive net assessment that can develop a credible plan of action, and be presented to the Congress and the American people"--Publisher's web site.

Military Strategy as Public Discourse considers recent US strategy in Afghanistan as a form of valid and equitable public discussion among those with the ability to affect outcomes. Book excerpt: The defense debate tends to treat Afghanistan as either a revolution or a fluke: either the "Afghan Model" of special operations forces (SOF) plus precision munitions plus an indigenous ally is a widely applicable template for American defense planning, or it is a nonreplicable product of local idiosyncrasies. In fact, it is neither. The Afghan campaign of last fall and winter was actually much closer to a typical 20th century mid-intensity conflict, albeit one with unusually heavy fire support for one side. And this view has very different implications than either proponents or skeptics of the Afghan Model now claim. Afghan Model skeptics often point to Afghanistan's unusual culture of defection or the Taliban's poor skill or motivation as grounds for doubting the war's relevance to the future. Afghanistan's culture is certainly unusual, and there were many defections. The great bulk, however, occurred after the military tide had turned not before-hand. They were effects, not causes. The Afghan Taliban were surely unskilled and ill-motivated. The non-Afghan al Qaeda, however, have proven resolute and capable fighters. Their host's collapse was not attributable to any al Qaeda shortage of commitment or training. Afghan Model proponents, by contrast, credit precision weapons with annihilating enemies at a distance before they could close with our commandos or indigenous allies. Hence the model's broad utility: with SOF-directed bombs doing the real killing, even ragtag local militias will suffice as allies. All they need do is screen U.S. commandos from the occasional hostile survivor and occupy the abandoned ground thereafter. Yet the actual fighting in Afghanistan involved substantial close combat. Al Qaeda counterattackers closed, unseen, to pointblank range of friendly forces in battles at Highway 4 and Sayed Slim Kalay.
