Intraregional trade and investment grew rapidly as Asian economies drew increasing strength from within the region. Interest was growing both within and outside Asia to understand and assess policy recipes for rapid and sustained "miracle growth." This volume presents the story of the third decade of the Asian Development Bank (ADB), which opened with recommendations from a panel of eminent development experts for a new role for the ADB in the 1990s. Donor expectations evolved and there was greater emphasis on effectiveness in the delivery of development assistance. In response, ADB also strengthened its internal procedures and gave greater attention to project quality. For the first time, in 1994, ADB's lending program ran up against the lending headroom and had to be frozen. ADB moved to a new headquarters to centralize its operations, which had spread to several locations over the years. New members joined from Central Asia and some existing but nonactive members renewed their regular links with ADB. Lending picked up considerably, with the People's Republic of China and India looking for more support while regional activities began to grow.

Focusing on the region's economic development, the evolution of the international development agenda, and the story of ADB itself, this book raises several key questions: What are the outstanding features of regional development to which ADB had to respond? How has the bank grown and evolved in changing circumstances? How did ADB's successive leaders promote reforms while preserving continuity with the efforts of their predecessors? ADB has played an important role in the transformation of Asia and the Pacific over the past 50 years. As ADB continues to evolve and adapt to the region's changing development landscape, the experiences highlighted in this book can provide valuable insight on how best to serve Asia and the Pacific in the future.

Book excerpt: """The report is essential reading for policy makers, government workers, and academics pursuing the goal of equitable, sustainable development across the world."" - N. R. Narayana Murthy, Chairman and Chief Mentor Infosys Technologies Ltd. Information and communication technology (ICT) is rapidly evolving, changing rich and poor societies alike. It has become a powerful tool for participating in the global economy and for offering new opportunities for development efforts. ICT can and should advance economic growth and reduce poverty in developing countries. It has been 20 years since the first telephone operator was privatized, a little over 10 since the World Wide Web emerged, and 5 since the telecommunications bubble burst. How have the ICT sector and its role in development evolved? What have we learned? How can we move forward? Information and Communications for Development 2006: Global Trends and Policies contains lessons from both developed and developing countries. It examines the roles of the public and private sectors, identifying the challenges and the benefits of adopting and expanding ICT use. The report assesses topics essential to building an information society, including investment, access, diffusion, and country policies and strategies. Assessing what has worked, what hasn't, and why, this report is an invaluable guide for understanding how to capture the benefits of ICT around the world."

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2000. A discussion of information technology (IT) in developing countries. The contributors can be considered to share the following set of broad premises: information and communication technologies, and related systems, have significant potential to aid the economic growth and improvement of social conditions in the developing world; however, such potential is not released by simply transferring technologies and processes from advanced economies; in order to better serve development needs, people involved with the design, implementation and management of IT-related projects and systems in developing countries must improve their capacity to address the specific contextual characteristics of the organization, sector, country or region within which their work is located. The text thus emphasizes the importance of context in examining the role and value of IT in the developing countries. It focuses attention on the fusion of the activities of "professionals" (technical experts, managers, policy makers) and "users" (more broadly, all other groups affecting or affected by the technologies and systems), with the intention of facilitating locally meaningful and effective change.

Book excerpt: This publication follows up on the 1993 review of the Banks's experience in telecommunications. it assesses how their assistance from has influenced the development of information infrastructure in developing countries. It finds that the recommendations from 1993 have generally been heeded with the adoption of a new private sector led agenda and increasing the share of IFC in total Bank Group funding commitments. However the ability to play a global policy leadership role has been hampered by a benign neglect of the sector at both the strategic and country management level.

Book excerpt: This Book dramatically spotlights with real case studies, the truism and reality, that politicians aspire for high political office, campaigning vociferously, avowing commitment to combat fraud and corruption, exploiting the economic anguish of poverty stricken people, however upon assuming political power, pathetically such avowed commitment becomes hypocritical hollow rhetoric, with them appallingly getting bogged down in the quagmire of corruption, vehemently castigated and denounced! Reality is that politicians are funded and and assisted by lackeys at elections, resulting in politicians getting obligated to lackeys, blatantly seeking returns on funding and support, at the expense of the abject poor. Case studies dealt with appallingly reveal that the idealistic agenda of IMF, World Bank and ADB pushing privatization only germinates the breeding of corruption, with such institutions becoming mere spectators, compromised to be viewed, as having aided and abetted in corruption, publicly denounced by them, ironically providing alleviation schemes for the upliftment of the abject poor. Fraud and corruption at the highest echelons in Government, involving international parties, are shockingly revealed, with intriguing diplomatic interventions. It is an unbelievable revelation from the stage of lofty idealism to the sublime apathy of deception, complicit with duplicity and hypocrisy, in enforcing the law unequally against opponents for political expediency, whilst those wielding power, themselves, have brazenly acted otherwise, perpetrating offences of much greater gravity, including also shielding lackeys and cronies. Amazingly, the highest judiciary, castigating corruption, upholds the dire need for governance and enforcement of the rule of law, including against the highest in the country. Brilliant in-depth research into real human behavior and wheeler-dealing in the upper echelons of Governments-an ideally invaluable Book for academics and professionals interested in political science, human behaviour, governance, public finance, commerce, rule of law, forensic accounting and privastisation, and for public interest activists.
