Book excerpt: The United States may be headed toward a disastrous conflict with China unless Washington updates its understanding of contemporary Chinese society After four decades of engagement, the United States and China now appear to be locked on a collision course that has already fomented a trade war, seems likely to produce a new cold war, and could even result in dangerous military conflict. The current deterioration of the bilateral relationship is the culmination of years of disputes, disillusionment, disappointment, and distrust between the two countries. Washington has legitimate concerns about Beijing's excessive domestic political control and aggressive foreign policy stances, just as Chinese leaders believe the United States still has futile designs on blocking their country's inevitable rise to great-power status. Cheng Li's Middle Class Shanghai argues that American policymakers must not lose sight of the expansive dynamism and diversity in present-day China. The caricature of the PRC as a monolithic Communist apparatus set on exporting its ideology and development model is simplistic and misguided. Drawing on empirical research in the realms of higher education, avant-garde art, architecture, and law, this unique study highlights the strong, constructive impact of bilateral exchanges. Combining eclectic human stories with striking new data analysis, this book addresses the possibility that the development of China's class structure and cosmopolitan culture—exemplified and led by Shanghai—could provide a force for reshaping U.S.-China engagement. Established in the 1850s outside of the old walled city, the Shanghai Foreign Settlements were administered by Westerners and so were not subject to the strict authority of the Chinese government. At the center of the dynamic new culture that emerged was the courtesan, whose flamboyant public lifestyle and conspicuous consumption of modern goods set a style that was emulated by other women as they emerged from the "inner quarters" of traditional Chinese society. Many Chinese visitors and sojourners were drawn to the Foreign Settlements. Men of letters seeking a living outside of the government bureaucracy found work in the Settlements’ burgeoning print industry and formed the new class of urban intellectuals. Courtesans fled from oppressive treatment and the turmoil of uprisings elsewhere in China and found unprecedented freedom in Shanghai to redefine themselves and their profession. As the entertainment industry developed, publications sprang up to report on and promote it. Journalists and courtesans found that their interests increasingly coincided, and the Settlements became a cosmopolitan playground. Ritualized role-play based on novels such as Dream of the Red Chamber elevated the status of courtesan entertainment and led to culturally rich interactions between courtesans and their clients. As participants acted out the stories in public, they introduced modern notions of love and romance that were radically at odds with the traditional roles of men and women. Yet because social change arrived in the form of entertainment, it met with little resistance. Yeh shows how this fortuitous combination of people and circumstances, rather than official decisions or acts, created the first multicultural modern city in China. With illustrations from newspapers, novels, travel guides, and postcards, as well as contemporary written descriptions of life in foreign-driven, fast-paced, cutting-edge Shanghai, this study traces the mutual influences among courtesans, intellectuals, and the city itself in creating a modern, market-oriented leisure culture in China. Historians, literary specialists, art critics, and social scientists will welcome this captivating foray into the world of late nineteenth-century popular culture.

From this unique vantage point, Fang Xu tells a story of power relations in a cosmopolitan metropolis closely monitored and shaped by an authoritarian state through policies affecting urban redevelopment, internal migration, and language. These state policies favor the rich, the resourceful, and the highly educated, while alienate the poorer and less educated Shanghainese geographically and linguistically. When the state vigorously promotes Mandarin Chinese through legal and administrative means, Shanghainese made the conscious yet reluctant choice of shifting from the dialect to the national language. At the same time, millions of migrants have little incentive to adopt the vernacular given that their relation to the state has already firmly established their legal, financial, and social standing in the city. The recent shift in the urban linguistic scene that silences the Shanghai dialect is ultimately part of the state-led global city-building process. Through the association of the use of national language with realizing the "China Dream," the state further eliminates the unique vernacular characters of Shanghai.

Among the 65 participating economies in 2012, Shanghai-China ranked first on all three major domains of PISA, i.e. mathematics, reading, and science. Shanghai also stands out for having the world’s highest percentage of “resilient students†?, students from socio-economically disadvantaged backgrounds who emerge as top performers. Shanghai’s PISA story has generated intense discussions and diverse speculations in field of international educational development, and numerous studies have been done in the attempt to unravel the mystery. Missing from the picture however is a more comprehensive, systematic, in-depth, and objective rendition of the policies and practices of Shanghai basic education, benchmarked against others in key dimensions. This report presents an in-depth examination of how Shanghai scored highest in the areas of reading, science, and mathematics on PISA. It documents and benchmarks key policies in basic Shanghai education, provides evidence on the extent to which these policies have been implemented in schools, and explores how these policies have affected learning outcomes. The report uses PISA 2012 data to analyze Shanghai student achievement variation and to examine the extent school variables may be associated with the variation beyond family and student background. It also uses the World Bank’s Systems Approach for Better Education Results (SABER), an existing systems diagnostic and benchmarking tool, as an organizing framework and for data collection. School-based surveys and other existing research shed further light on educational impact and implementation. While the report attempts to adopt a systems approach, particular emphasis is placed on teachers, education financing, balancing autonomy and accountability, and student assessment.
