Written by a key governmental advisor in the early years of Armenian independence, this book analyzes the internal dynamics of the revolutionary movement, the genocide, the Armenian Diaspora, its recovered statehood and recent independence, as well as the relationship of these developments to processes in the Ottoman/Turkish, Russian, and Western states. It also explores current dilemmas and future choices independent Armenia faces today. Libaridian concludes with an overview of Armenia and Armenians during the past two decades, including the rebirth of independent Armenia, its foreign and security policy options, its position within the region, and its relations with the Diaspora. Fascinating and timely, Modern Armenia will be of interest to students and scholars of Armenian history, independence movements, the dissolution of the Soviet empire, foreign relations, and political science.

Book excerpt: An NRC ad hoc committee analyzed the current status and future development potential of Armenia's science and technology base, including human and infrastructural resources and research and educational capabilities. The committee identified those fields and institutions offering promising opportunities for contributing to economic and social development, and particularly institutions having unique and important capabilities, worthy of support from international financial institutions, private investment sources, and the Armenian and U.S. governments. The scope of the study included both pure and applied research as well as education in science-related fields. The committee's report addresses the existing capacity of state and private research institutions, higher education capabilities and trends, scientific funding sources, innovative investment models, relevant success stories, factors hindering development of the science sector, potential domestic Armenian customers for scientific results and products, and opportunities for regional scientific collaboration. An Armenian language version of the report is also available.

By integrating themes such as war, geopolitics, and great leaders, with the less familiar cultural themes and personal stories, this book will appeal to general readers and travellers interested in the region.

Book excerpt: This Fiscal Transparency Evaluation report highlights that Uzbekistan is embarking on a comprehensive reform program to strengthen public financial management and fiscal transparency. Wide-ranging reforms to improve the coverage, reliability, quality, and accessibility of fiscal reports are being developed and implemented, and some good progress already made. This assessment of fiscal transparency practices has been undertaken to support the government’s efforts to increase transparency by identifying priority areas for reform. An evaluation of practices against the IMF’s Fiscal Transparency Code (the Code) finds that tangible gains have been made over 2017 and 2018. In several areas where Uzbekistan’s practices do not currently meet the basic standard required under the Code, quick progress can be made. The report also provides a more detailed evaluation of Uzbekistan’s fiscal transparency practices and recommended reform priorities. Strengthening legislative oversight of the state budget with a view to reducing the extent to which in-year changes can be made to aggregate expenditures without prior parliamentary approval.

Book excerpt: Over the past decades the Republic of Armenia has implemented significant reforms to reduce the state footprint in their economy and to improve the performance of the State Owned Enterprises (SOEs) where the Government intends to retain ownership. The Government has taken concrete steps focusing on improving the financial transparency and fiscal viability of SOEs. This report discusses how the Government can further strengthen the SOE financial accountability, transparency and oversight, and SOEs corporate governance in line with good international practices. These measures should be combined with further efforts in reducing the number of SOEs, focusing on those that do not align with the Government strategic priorities and the state ownership policy.

Available in PDF, EPUB and Kindle. Book excerpt: As a new independent Republic of Armenia is established among the ruins of the Soviet Union, Armenians are rethinking their history—the processes by which they arrived at statehood in a small part of their historic homeland, and the definitions they might give to boundaries of their nation. Both a victim and a beneficiary of rival empires, Armenia experienced a complex evolution as a divided or an erased polity with a widespread diaspora. Ronald Grigor Suny traces the cultural and social transformations and interventions that created a new sense of Armenian nationality in the nineteenth and twentieth centuries. Perceptions of antiquity and uniqueness combined in the popular imagination with the experiences of dispersion, genocide, and regeneration to forge an Armenian nation in Transcaucasia. Suny shows that while the limits of Armenia at times excluded the diaspora, now, at a time of state renewal, the boundaries have been expanded to include Armenians who live beyond the borders of the republic.
