The study aims were (1) to examine the extent, stages and determinants of food loss along tomato supply chains from farmer to retail; (2) to identify important quality attributes across supply chain actors and the relationships between quality metrics, both subjective and objective; and (3) to critically compare institutional food loss and waste (FL&W) definitional frameworks used with a collective smallholder vegetable farmer definitional framework. Food loss surveys of were carried out across 75 smallholder farm households, 83 tomato traders, 52 vegetable traders and 50 vegetable retailers from February 2019 to March 2020. Data on tomato production and harvest (at the farm level), post-harvest and marketing, tomato quality, food loss, food quality loss, and demographics were collected. Tomato ascorbic acid concentrations were measured from tomatoes collected at harvest and wholesale market stages, for comparison with survey food quality data. Pile sort group discussions and focus group discussions with farmers contributed valuable insights into farmer decision-making processes with regard to production, harvest, post-harvest and marketing of tomatoes and other perishable vegetables. Food loss was concentrated at the farmer stage, specifically at the farm-level. Greater post-harvest, farm-level loss was significantly associated with greater pre-harvest quality loss. Harvests during peak harvest season were significantly associated with lower pre-harvest quality loss, post-harvest loss and market-level, pre-auction loss. With regard to quality, farmers make harvesting decisions based on the color/ripeness level of tomatoes. Post-harvest, tomato size and evidence of pest or physical damage become important quality indicators during grading and sorting. All other supply chain actors consider several observable quality attributes to assess tomato quality. Market grades have distinguished quality intensities within and between supply chain actors. The ascorbic acid concentration of tomatoes, a marker of nutrient quality, was significantly associated with quality intensity and tomato ripeness levels. Finally, three major gaps were identified where institutional FL&W definitional frameworks do not align with smallholder farmer frameworks. Some institutional frameworks do not count animal feed as a loss destination, they exclude the pre-harvest stage when produce is market ready from loss estimates, and they do not measure food quality loss. Taken together, findings from this research demonstrate that farm-level supply chain stages, from pre-harvest to post-harvest, are critical points where food loss of tomatoes occurs. Food loss and waste definitional frameworks are the backbone of measurement frameworks. Institutional food loss and waste frameworks that influence global, national and subnational policies should consider the overarching food loss and waste measurement and reduction objectives in the context of specific food groups and supply chain contexts.

Book excerpt: The importance of reducing food loss and food waste has captured the public imagination since it became one of the targets of the United Nations Sustainable Development Goals. The urgency of this issue and the awareness of its significance to the development community has been growing steadily. Even so, policies to address food insecurity or the increasing pressure on the world’s available land that is being caused by growing populations and changing diets have aimed mainly at increasing agricultural yields and productivity. These efforts are often cost- and time-intensive and do not consider food loss and waste reduction as a tool to help meet growing food demand; nor do they consider food loss reduction as a means to ease pressure on land. Food loss also entails unnecessary greenhouse gas emissions and excessive use of scarce resources including land (FAO 2019); thus, policies to reduce food loss will also benefit the environment. Finally, cutting food loss can help disadvantaged segments of the population, as the loss of marketable food can reduce producers’ incomes and increase consumers’ expenses. Most of the literature uses the terms postharvest losses (PHL), food loss (FL), food waste (FW), and food loss and waste (FLW) interchangeably, but they rarely refer consistently to the same concept. Recent publications (FAO 2014, 2019; HLPE 2014; Lipinski et al. 2013) have tried to clarify this by defining FL as unintentional reductions in food quantity or quality before consumption, that is, from the producer to the wholesale market, inclusive. These losses usually occur in the earlier stages of the food value chain—between production and distribution. This definition, however, does not include crops that are lost before harvesting or are left in the field; nor does it include crops that are lost due to poor harvesting techniques or sharp price drops; nor crops that are not produced because of a lack of adequate agricultural inputs, such as fertilizer, or because of a shortage of available labor. In 2019, the FAO developed the Food Loss Index (FLI), following the definition of food loss mentioned above. According to the FLI, an estimated 14 percent of food produced is lost every year. The major losses are in Central Asia and Southern Asia (20.7 percent), as compared to sub-Saharan Africa, which experiences a 14 percent food loss (FAO 2019), and Latin American and the Caribbean where 11.6 percent is lost. When examining losses in terms of food groups, the highest level of loss is reported in roots, tubers, and oil-bearing crops, followed by fruits and vegetables. It is not surprising that fruits and vegetables incur high levels of loss (more than 20 percent) given their highly perishable nature.

There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

This paper presents first the resulting global food loss percentage for 2021, the percentages by SDG regions and food groups, describes available input data gathered from different sources (official, external databases and literature), and the methodology used to produce the estimates.
