Book excerpt: Although the constitution declares Turkmenistan to be a secular democracy and a presidential republic, the country has an authoritarian government controlled by the president, Gurbanguly Berdimuhamedov, and the Democratic Party. Berdimuhamedov remained president following a February 2012 election that the Organization for Security and Cooperation in Europe's (OSCE) Office of Democratic Institutions and Human Rights determined involved limited choice between competing political alternatives. Authorities maintained effective control over the security forces. Security forces committed human rights abuses. The three most important human rights problems were arbitrary arrest; torture; and disregard for civil liberties, including restrictions on freedoms of speech, press, assembly, and movement. Other continuing human rights problems included citizens' inability to change their government; interference in the practice of religion; denial of due process and fair trial; arbitrary interference with privacy, home, and correspondence; discrimination and violence against women; trafficking in persons; and restrictions on the free association of workers. Officials in the security services and elsewhere in the government acted with impunity. There were no reported prosecutions of government officials for human rights abuses.

Book excerpt: Although the constitution declares Turkmenistan to be a secular democracy and a presidential republic, the country has an authoritarian government controlled by the president, Gurbanguly Berdimuhamedov, and his Democratic Party, the country's only political party. Immediately after the death of President Saparmurat Niyazov in 2006, Berdimuhamedov was inaugurated president following presidential elections in February 2007, which did not meet international standards. December 2008 parliamentary elections also fell short of international standards. Security forces reported to civilian authorities. The three most important human rights problems were arbitrary arrest, torture, and disregard for civil liberties including restrictions on freedoms of speech, press, assembly, religion, and movement. Other continuing human rights problems included citizens' inability to change their government; denial of due process and fair trial; arbitrary interference with privacy, home, and correspondence; discrimination and violence against women; and restrictions on the free association of workers.

Book excerpt: When Turkmenistan gained independence with the dissolution of the Soviet Union at the end of 1991, the former republic's president and head of the Turkmen Communist Party, Saparamurad Niyazov, retained power. According to several assessments, he was among the world's most authoritarian rulers, and his regime was highly corrupt and responsible for serious human rights abuses. Following the death of President Niyazov in December 2006, Gurbanguly Berdimuhamedow was elected president in early 2007. A new constitution approved in 2008 reaffirmed Turkmenistan as a "secular democracy" with a powerful president able to rule by decree. This book discusses profiles, foreign relations and human rights of the European country of Turkmenistan.

Book excerpt: "In July 2007, the European Union initiated a fundamentally new approach to the countries of Central Asia. The launch of the EU Strategy for Central Asia signals a qualitative shift in the Union's relations with a region of the world that is of growing importance as a supplier of energy, is geographically situated in a politically sensitive area - between China, Russia, Iran, Afghanistan and the south Caucasus - and contains some of the most authoritarian political regimes in the world. In this volume, leading specialists from Europe, the United States and Central Asia explore the key challenges facing the European Union as it seeks to balance its policies between enhancing the Union's energy, business and security interests in the region while strengthening social justice, democratisation efforts and the protection of human rights. With chapters devoted to the Union's bilateral relations with Kazakhstan, Uzbekistan, Turkmenistan and Tajikistan and to the vital issues of security and democratisation, 'Engaging Central Asia' provides the first comprehensive analysis of the EU's strategic initiative in a part of the world that is fast emerging as one of the key regions of the 21st century."--BOOK JACKET.
