More specifically, the authors consider cross-border cultural production in the film and television industries and how it affects and is affected by media centers, and, more recently, established production locations. The film and television industries have long been recognized as playing important economic, political and cultural roles. And while it could be argued that, historically, these forms of cultural production often have been international endeavors, the choice of production sites has become an especially contentious issue during the last few decades as global production has expanded. While some factions, notably from the US film and television industries, refer to this issue as "runaway production," this book takes a much broader look at the implications and consequences of this phenomenon. Basically, cross-border production involves the expansion of production away from traditional centers, whether to other countries or to other locations within the same country. Thus, this study covers a wide range of issues involving economic and political considerations, as well as creative and aesthetic decision-making.

She shows that Chinatown -- from the negative stereotyping of the late nineteenth and early twentieth centuries to its current status as an "ethnic neighbourhood" -- has been stamped by changing European ideologies of race and the hegemonic policies those ideas have shaped. The very existence of the district is the result of a regime of cultural domination that continues to exist today. Anderson clearly rejects the concept of "race" as a means of distinguishing between groups of human beings. She points out that because the implicit acceptance of public beliefs about race affects the types of questions asked by researchers, the issue of the ontological status of race is as critical for commentators on society as it is for scientists studying human variation. Looking to taxes provides the answer: they are a privileged measure of both political agency and political domination. To pay one’s taxes was the sine qua non of entry into political life, but taxes are also the point of politics, which is always about the control of wealth. Modern states have everywhere been born of tax revolts, and Canada was no exception. Heaman shows that the competing claims of the propertied versus the people are hardwired constituents of Canadian political history. Tax debates in early Canada were philosophically charged, politically consequential dialogues about the relationship between wealth and poverty. Extensive archival research, from private papers, commissions, the press, and all levels of government, serves to identify a rising popular challenge to the patrician politics that were entrenched in the Constitutional Act of 1867 under the credo “Peace, Order, and good Government.” Canadians wrote themselves a new constitution in 1867 because they needed a new tax deal, one that reflected the changing balance of regional, racial, and religious political accommodations. In the fifty years that followed, politics became social politics and a liberal state became a modern administrative one. But emerging conceptions of fiscal fairness met with intense resistance from conservative statesmen, culminating in 1917 in a progressive income tax and the bitterest election in Canadian history. Tax, Order, and Good Government tells the story of Confederation without exceptionalism or misplaced sentimentality and, in so doing, reads Canadian history as a lesson in how the state works. Tax, Order, and Good Government follows the money and returns taxation to where it belongs: at the heart of Canada’s political, economic, and social history.

Book excerpt: Webber begins by showing how different conceptions of culture, language, and nation shaped Canada's constitutional negotiations from 1960 until the referendum of 1992. He then calls for a reconception of the terms of the debate, claiming that the terms now used, often borrowed from quite different societies, have made resolution of the constitutional issues more difficult. He rejects the language of nation and nationalism, and the tendency towards exclusiveness implicit in that language, arguing for a Canadian community founded not on a rigid set of "shared values" but on shared debates and shared engagements through time. Recognizing that Canadians belong simultaneously to the larger community and to other more local communities each generating its own sense of allegiance Webber describes how their relationships are shaped by institutional, linguistic, and cultural factors and notes that these multiple influences produce an asymmetrical structure. He maintains that this structure should be reflected in an assymetrical constitution, and can be accommodated without undermining individual rights. Webber offers both an overview of the constitutional negotiations and a set of reflections on the appropriate relationship between culture, language, and political community in Canada. These reflections, while rooted in the Canadian context, hold lessons for other pluralistic federations, or for nations confronting similar issues of cultural accommodation.
