Book excerpt: On 9 June 2008, Mrs Caroline Spelman, MP for Meriden, asked the Parliamentary Commissioner for Standards to investigate the circumstances of the employment of a member of her staff from 1997 to 1999, following press reports that parliamentary allowances may have been misused. The allegation is that Mrs Spelman subsidised the cost of nannying services out of her parliamentary allowances and that her administration assistant (Mrs Haynes) did not undertake secretarial or administrative duties to the extent for which she was paid. The Commissioner conducted a most thorough investigation and has concluded that the arrangements entered into by Mrs Spelman with Mrs Haynes had the unintended effect of misapplying some of Mrs Spelman's parliamentary allowances for non-parliamentary purposes. In effect there was an element of cross-subsidy. The Commissioner has reached this conclusion on the basis of the high standard of proof adopted by him for this inquiry, i.e. that it is significantly more likely to be true than not to be true. The Committee agrees with the Commissioner's conclusion that for two years from June 1997 Mrs Spelman paid Mrs Haynes from her parliamentary allowances a salary as her part-time administration assistant that enabled Mrs Haynes to work also as her nanny without additional or separate financial reward. This had the effect of misapplying part of Mrs Spelman's parliamentary allowances. This breach, which occurred at a time when both the Rules and expectations were less stringent than they are now, was unintentional. Mrs Spelman has accepted the Commissioner's findings and has agreed to pay back the misapplied sums.

Available in PDF, EPUB and Kindle. Book excerpt: While President Emerita Johnnetta B. Cole is credited with propelling Spelman College (the oldest historically Black womens’ college) to national prominence, little is generally known about the strong academic foundation and legacy she inherited. Contrary to popular belief, the first four presidents of Spelman (including its two co-founders) were White women who led the early development of the College, armed with the belief that former slaves and free Black women should and could receive a college-level education. This book presents the history of Spelman’s foundation through the tenure of its fourth president, Florence M. Read, which ended in 1953. This compelling story is brought up to date by the contributions of Spelman’s current president, Beverly Daniel Tatum, and by Johnnetta B. Cole. The book chronicles how the vision each of these women presidents, and their response to changing social forces, both profoundly shaped Spelman’s curriculum and influenced the lives and minds of thousands of young Black women. The authors trace the evolution of Spelman from its beginning–when the founders, aware of the limited occupations open to its graduates, strove to uplift the Black race by providing an academic education to disenfranchised Black women while also providing training for available careers--to the fifties when the college became an exemplar of liberal arts education in the South. This book fills a void in the history of Black women in higher education. It will appeal to a wide readership interested in women’s studies, Black history and the history of higher education in general.

Book excerpt: Winner of the Bridgewater State College Class of 1950 Distinguished Faculty Research Award Toward the end of the nineteenth century, as young women began entering college in greater numbers than ever before, physicians and social critics charged that campus life posed grave hazards to the female constitution and women's reproductive health. "A girl could study and learn," Dr. Edward Clarke warned in his widely read 1873 book Sex in Education, "but she could not do all this and retain uninjured health, and a future secure from neuralgia, uterine disease, hysteria, and other derangements of the nervous system." For half a century, ideas such as Dr. Clarke's framed the debate over a woman's place in higher education almost exclusively in terms of her body and her health. For historian Margaret A. Lowe, this obsession offers one of the clearest expressions of the social and cultural meanings given to the female body between 1875 and 1930. At the same time, the "college girl" was a novelty that tested new ideas about feminine beauty, sexuality, and athleticism. In Looking Good, Lowe examines the ways in which college women at three quite different institutions—Cornell University, Smith College, and Spelman College—regarded their own bodies in this period. Contrasting white and black students, single-sex and coeducational schools, secular and religious environments, and Northern and Southern attitudes, Lowe draws on student diaries, letters, and publications; institutional records; and accounts in the popular press to examine the process by which new, twentieth-century ideals of the female body took hold in America.
