The organizational structure that has the capabilities of meeting these requirements is a 'new' organization that calls for the current Special Forces Group organization to form the nucleus of this new Special Forces Group 2010. Reporting to the group command is an enhanced group staff, two Special Forces battalions, one support battalion, one civil affairs company, one psychological operations company, one signal company, one military police company, one aviation company, and one engineer company. This organizational structure offers maximum flexibility with limited direct U.S. involvement while providing effective support for the host nation to win the support of its people and defeat the insurgency.

Book excerpt: There is an ongoing debate within the Special Forces community whether unconventional warfare and foreign internal defense are applicable in the contemporary and future Special Operations environments, based on current doctrinal definitions and operational concepts. For unconventional warfare, the debate surrounds its current broad and confusing definition and whether it can be an overarching term for efforts against nonstate actors in the Global War on Terrorism. The foreign internal defense debate is not over definitions, but responsibilities, as the conventional military begins to play a larger role in foreign internal defense, a legacy Special Forces mission. This thesis argues that unconventional warfare needs a clear and concise definition, such as "operations by a state or non-state actor to support an insurgency aimed at the overthrow of a government or occupying power," that unconventional warfare should not be "transformed" to fight global insurgency; that there is an identifiable relationship between unconventional warfare and foreign internal defense called the "transition point" signifying the change from unconventional warfare to foreign internal defense, and that this relationship can be modeled; that operational preparation of the environment is not unconventional warfare, but an emerging operation requiring its own doctrine; and that unconventional warfare, foreign internal defense, and operational preparation of the environment will be the dominate Special Forces missions in the Global War on Terrorism.

With the drawdown of conventional forces and forward deployed units, US defense interests abroad will increasingly rely on the armed forces of other nations. As witnessed in the recent Persian Gulf crisis, maintenance of vital US strategic interests hinges upon the development of social, economic, political, and military institutions favorable to our foreign policy objectives. The overall military role in this effort is termed foreign internal defense (FID). As a primary mission of the US Special Operations Command, FID is also an integral part of future USAF special operations endeavors. The USAF plays a significant role in FID by providing analysis and training in operations, maintenance, and logistical support to host-nation forces. This paper focuses on emerging operational requirements and whether or not these requirements necessitate the development and institutionalization of a structure within the Air Force Special Operations Command to develop, execute, and monitor Air Force efforts in foreign internal defense. Because the nature of confrontations most often associated with internal defense fall under the rubric of 'low-intensity conflict, ' the question of maintaining an organic capability to train in counterinsurgency and guerrilla warfare is also addressed.

The conflict in Afghanistan and Iraq is insurgent in nature, therefore requires a Counterinsurgent strategy. Current US Army Doctrine focuses entirely on the Counterguerilla aspect of an insurgency, rather than viewing the insurgency in its entirety. Therefore, not only is the COIN doctrine is inadequate, it also requires an overall governing strategy which must include the engagements of both the populace, and the infrastructure of the insurgency, as well as counterforce operations against the guerillas. The entire hierarchy of COIN Doctrine is skewed in favor of the conventional units who write it.
