The study indicates that a succession crisis is inevitable when Khrushchev ceases to exercise dictatorial powers. The depth of the crisis, however, will depend on certain circumstances at the time. Only if the Soviet regime is seriously weakened by such a crisis is it likely that Soviet foreign policy will be redirected from its primary aim of subverting the West and achieving a communist world order. Moreover, while economic and social progress poses a serious problem for the regime and is certain to have important political consequences, it cannot, in the author's view, change the regime's totalitarian character in the years ahead unless it is seriously weakened by a succession crisis. Throughout this period the Soviet Union, like other countries, has undergone constant change. Although this change has worked to reshape the perceptions of American leaders, it has not ended an ongoing debate in the United States about the "essential character" of the Soviet system and appropriate U.S. policies for dealing with the USSR. There remains no consensus on a long-term American strategy for dealing with the Soviet Union. In an effort to probe the roots of the ongoing dissension in the U.S. foreign policy community regarding Soviet policy, this report analyzes the three early postwar alternatives — termination by accommodation, termination by victory, and long-term management — and shows how the early debates on these alternatives influenced subsequent American policy thinking. In addition, the report suggests some of the underlying reasons why a termination approach appealed to those who were confronted for the first time with the Soviet problem, and why, despite the standoff of the past 35 years, termination continues to exert a residual appeal for both elites and the general public.

The argument is that these strategies have rested on Putin’s highly personalized blend of strongman-image projection and presentation as the embodiment of Russia’s great power myth. Putin appears as the only credible guarantor against renewed weakness, political chaos, and interference from abroad—in particular from the US. After a first deep crisis of legitimacy manifested itself by the massive protests in 2011–2012, the annexation of Crimea led to a lengthy boost in Putin’s popularity figures. The book discusses how the Crimea effect is, by 2021, trailing off and Putin’s charismatic authority is increasingly questioned by opposition from Alexei Navalny, the effects of unpopular reforms, and poor handling of the COVID-19 pandemic. Moreover, Russia is bound to head for a succession crisis as the legitimacy of the political system continues to be built on Putin’s projected personal characteristics and—now apparently waning—charisma, and since no potential heir apparent has been allowed on center stage. The constitutional reform of summer 2020 made it possible in theory for Putin to continue as president until 2036. Yet, this change did not address the Russian political system’s fundamental future leadership dilemma.

Book excerpt: Russia today represents one of the major examples of the phenomenon of "electoral authoritarianism" which is characterized by adopting the trappings of democratic institutions (such as elections, political parties, and a legislature) and enlisting the service of the country's essentially authoritarian rulers. Why and how has the electoral authoritarian regime been consolidated in Russia? What are the mechanisms of its maintenance, and what is its likely future course? This book attempts to answer these basic questions. Vladimir Gel'man examines regime change in Russia from the collapse of the Soviet Union in 1991 to the present day, systematically presenting theoretical and comparative perspectives of the factors that affected regime changes and the authoritarian drift of the country. After the fall of the Soviet Union, Russia's national political elites aimed to achieve their goals by creating and enforcing of favorable "rules of the game" for themselves and maintaining informal winning coalitions of cliques around individual rulers. In the 1990s, these moves were only partially successful given the weakness of the Russian state and troubled post-socialist economy. In the 2000s, however, Vladimir Putin rescued the system thanks to the combination of economic growth and the revival of the state capacity he was able to implement by imposing a series of non-democratic reforms. In the 2010s, changing conditions in the country have presented new risks and challenges for the Putin regime that will play themselves out in the years to come.
