Soviet sources indicate not only that crisis relocation continues to be an important element of the Soviet civil defense program, but also that there is a requirement for the relocation of leadership elements, essential workers, and urban civil defense forces regardless of the availability of shelters in the cities. Soviet civil defense has well developed, comprehensive plans for implementing a rapid relocation of the urban population of exurban areas in a highly organized and strictly controlled manner. While small-scale evacuation exercises are conducted throughout the USSR, it is uncertain how well Soviet plans, organization, and procedures will perform in an actual large-scale relocation.
