Available in PDF, EPUB and Kindle. Book excerpt: Proposed energy resource development in the arid western United States raises a number of potential problems for an environment that does not have a great deal of resiliency. Projected population increases associated with large-scale development activities may go beyond the capacity of small, isolated rural communities to absorb them; and constraints on western agricultural and industrial development—for example, demands for water already exceeding the supply available—also limit energy development. The authors of this wide-ranging book first evaluate western energy resources, then objectively discuss the consequences of development on the region’s physical and social environments. Among the questions they consider are: Who will reap the economic benefits of development, and who will bear the environmental costs? What will be the effects on the environment? The social structure? The quality of life? Are open spaces a national treasure in their present form, or should they be regarded as space available for development? What are the unique demands of reclamation in the arid west? And, given the recent trend of western states-rights militancy and shifts of population to the southwest, what impact will new federal and state policies have on resource management?

Available in PDF, EPUB and Kindle. Book excerpt: This volume compiles a dozen essays, by one of the most prolific proponents of co-production as a solution for many of the challenges facing public services and democratic governance at the outset of the 21st Century. Co-production is considered a partnership between citizens and public service providers that is essential for meeting a growing number of social challenges, since neither the government nor citizens can solve them on their own. These challenges include, among other things, improving the efficiency and effectiveness of public services in times of financial strain; increasing the legitimacy of the public sector after decades of questioning its ability with the spread of New Public Management; promoting social integration and cultural pluralism in increasingly diverse societies when millions of refugees and immigrants are on the move; tackling the threat of burgeoning populism following the rise of anti-immigrant and anti-global parties in many countries in recent years; and finally, finding viable solutions for meeting the growing needs of aging populations in many parts of the world. This volume addresses issues related to the successful development and implementation of a policy shift toward greater citizen participation in the design and delivery of the services they depend on in their daily lives and greater citizen involvement in resolving these tenacious problems, facilitated by the active support of governments across the globe. Moreover, it explores participatory public service management that empowers the front-line staff providing public services. Together with users/citizens they can insure the democratic governance of public service provision.

The case studies---typically, expanding supplies---but economic efficiency principles lead to emphasizing managing the demand. In many cases, this means reducing demand by raising prices.

Available in PDF, EPUB and Kindle. Book excerpt: Agricultural production in the semi-arid western United States is dependent on irrigation. Population in the seventeen western states has been and is expected to continue increasing. Groundwater levels are declining throughout the region with long-term pumping and increased demands leading to greater pumping lifts and costs, land subsidence, and salt water intrusion into groundwater basins. Construction and operation costs of future water development in these states will be great, both in dollars and in economic and social effects. Competition for the available water supply due to increased demands in both agricultural and non-agricultural sectors continues to increase. Although considerable attention has been given to some aspects of declining water supplies for irrigated agriculture in particular areas, this is the first volume to adress in a comprehensive manner the effects of scarce water supplies on agricultural production and the resultant impacts at regional, state, national, and international levels. Over seventy experts, representing all the major physical and social sciences as well as industries examine the issues and conclude that important decisions must be made at all levels of government and private enterprise if the prosperity and quality of life in the region are to be maintained. Specific technical, economic, institutional, and managerial solutions are recommended to forestall an impending water crisis. All segments of society--agriculturalists, urbanites, food processors, land developers, environmentalists, and others--have major stakes in the outcome of any action for future water supplies and distribution in the West. This title is part of UC Press's Voices Revived program, which commemorates University of California Press's mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Drawing on a backlist dating to 1893, Voices Revived makes high-quality, peer-reviewed scholarship accessible once again using print-on-demand technology. A two-volume set that Choice magazine hailed as a most important resource in its November 2006 issue, this revised edition features the most up-to-date statistical data available to guide students in making a smart yet practical decision in choosing the university or college of their dreams. In addition, the set serves as an indispensable reference source for parents, college advisors, educators, and public, academic, and high school librarians. These two volumes provide extensive information on 1,900 institutions of higher education, including all accredited colleges and universities that offer at least the baccalaureate degree. This essential resource offers pertinent, statistical data on such topics as tuition, room and board; admission requirements; financial aid; enrollments; student life; library holdings; accelerated and study abroad programs; departments and teaching staff; buildings and grounds; and degrees conferred. Volume two of the set provides four indexes, including an institutional Index, a subject accreditation index, a levels of degrees offered index, and a tabular index of summary data by state. These helpful indexes allow readers to find information easily and to make comparisons among institutions effectively. Also contained within the text are charts and tables that provide easy access to comparative data on relevant topics.
