Book excerpt: Excerpt from The Southern Negro as He Is The radical change in the policy of the Republican party towards the South, under the present administration, increases and intensifies the interest of every thoughtful man in the great social problem of the Negro. He is curious about his past, inquisitive as to his present condition, and anxious for his future. His curiosity and inquisitiveness are easily satisfied, but in them he finds little solace for his anxiety; and the more diligent his research, the more do his solicitude and perplexity increase. In short, the future of the Negro is enigmatic and obscure, and certain facts being known (which only those can know who have associated with him in childhood, and guided him in maturer years), it then can only be indistinctly suggested. It is a great and prevailing mistake to suppose that the Negro is easily understood, or as readily classified as an ordinary specimen in an anatomical museum. Exact knowledge of him is not acquired by the ordinary traveller in a flying trip to the South, nor, indeed, in a six months' or six years' residence there; on the contrary, nothing but an experience gained by constant intercourse in the field, workshop, and household, can furnish the proper data for a correct opinion of his present status. Among these assistant commissioners was Col. John Eaton Jr. (afterwards United States Commissioner of Education), who had charge of the District of Columbia, including Maryland and three counties in Virginia. At first Arkansas and Texas consti tuted one district; but somewhat later Texas became a separate district, and Gen, E. M. Gregory was appointed Assistant Com missioner therefor. In his honor a school for negro pupils was founded in Houston, Texas, and was named The Gregory Institute. Barringer, of the University of Virginia, was requested by the acting secretary to prepare for the organization meeting of this Society to be held at Charlotte, X.C, a short talk on the raison d'etre for a new medical society in the South. In this address Dr. Barringer took the position that if this was to be conducted as other societies, there was no need for a new society, as there were sixieties in abundance already in existence which devoted themselves to the general needs of the profession, and that if another society was organized it. should be based upon new lines. He suggested that the entire first lav of each meeting of this new society should be devoted to some subject of broad general interest to the profession, such as the negro problem now facing the South, race mortality, inebriety, etc. This suggestion was well received and the negro problem was chosen as the subject for discussion at the next meeting at Charleston, S. C, and Dr. Barringer appointed leader of debate with the request that, he bring in a paper on the influence of heredity upon the negro. Many papers on the negro were read at this Charleston meeting and the subject freely discussed. By the unanimous vote of the Society it was ordered that the papers of Dr. P.B. Barringer and Dr.S. C.Baker should be printed and sent to all the medical societies in the South with the recommendation that they seriously consider the facts therein set forth. Paulus A. It is true that the great mass of the Southern negroes vote republican ballots. This, however, is not because they have any definite convictions upon questions of public policy, nor yet, except to a limited extent, because it was the Republican party that conferred upon them freedom and the franchise, and that to-day affects to be their one champion and guardian. Their intellectual condition renders the first idea ludicrous. The second is largely shorn of its claims to consideration by the fact that enough negroes have resided at the North to fully enlighten their race at the South as to how far white Republicans in the former section are disposed to fraternize with the African in all the personal and business relations of life. When to correct information in this respect is added the begrudging Spirit in which a few petty offices are awarded to the Southern negro as his part of the spoil of a presidential election, it is hard to see how the emotions excited in him by the Emancipa tion Proclamation, the post-bellum Amendments to the Fed eral Constitution and the present professions of the Republican party could be otherwise than considerably cooled. The Southern negro votes a republican ballot because it is the race prejudices of the Southern whites, which he heartily reciprocates, and not the race prejudices of the Northern whites, that bear directly upon his daily life.
