Book excerpt: In 2018, the International Maritime Organization (IMO) announced the first sector-wide emission reduction target for international shipping: to limit emissions by at least 50% by 2050 compared to 2008. The roadmap to achieve this goal is the Initial IMO Strategy on Reduction of GHG Emissions from Ships, which proposes implementation measures for the short-term (2018-2023), mid-term (2023-2030) and long-term (beyond 2030). This article examines one of each type of candidate measures, notably National Action Plans, market-based mechanisms and alternative fuels, all of which are central to the implementation of the Initial Strategy due to their significant practical impact. We argue that National Action Plans, although not a suitable tool to tackle 'international' shipping emissions, can play a key role in mobilizing capacity and resources, and directing national action. In relation to market-based mechanisms, we find that a carbon tax might be a more efficient way to incentivize emissions reductions, when compared to emissions trading. Yet ultimately, the sector's decarbonization can only be truly achieved with zero-carbon fuels that are safe for human health and the environment. We explore the considerable barriers to the development and use of these fuels and consider how leading shipping companies and financial sector are beginning to shift capital and resources to this challenge, spurred by the new IMO targets and understandings of climate-related financial risks and opportunities.

The decision of the International Maritime Organization (IMO) in April 2018 to adopt an Initial Strategy so as to achieve by 2050 a reduction of at least 50% in maritime greenhouse gas (GHG) emissions vis-à-vis 2008 levels epitomizes the last among a series of recent developments as regards sustainable shipping. It also sets the scene on what may happen in the future. Even though many experts and industry circles believe that the IMO decision is in line with the COP21 climate change agreement in Paris in 2015, others disagree, either on the ground that the target is not ambitious enough, or on the ground that no clear pathway to reach the target is currently visible. This book takes a cross-disciplinary view of the various dimensions of the maritime transportation sustainability problem. “Cross-disciplinary” means that a variety of angles are used to examine the book topics, and these mainly include the technological angle, the economics angle, the logistics angle, and the environmental angle. The book reviews models that can be used to evaluate decisions, policy alternatives and trade-offs. For sustainable shipping, a spectrum of technical, logistics-based and market based measures are being contemplated. All may have important side-effects as regards the economics and logistics of the maritime supply chain, including ports and hinterland connections. Book excerpt: The European Union (EU) is actively campaigning for the global regulation of carbon emissions generated by maritime bunker fuels because these emissions are presently barely regulated and are projected to increase significantly in the coming decades. However, since a global regulation has not been reached yet, the EU is seeking ways to include the shipping sector in its greenhouse gas reduction commitment for 2020. In this paper, we look at the effect of including the shipping sector's emissions in the EU reduction commitment that is based on the nationality of a ship. Emissions that are generated by ships owned, operated or flagged by the 27 EU countries are allocated to the EU total GHG emissions. We first analyse the effects on the reduction commitment caused by the three allocations. We then use marginal abatement cost curves (MACCs) in order to determine how much the shipping sector of the 27 EU countries, defined by the three allocations, could contribute efficiently to a total given emission reduction target for all sectors in the EU. Moreover, we use MACCs in order to determine if some country fleets could reduce emissions in the shipping sector relatively more efficiently than other countries under a given emission reduction target for all sectors. Our findings indicate that the shipping sector could contribute efficiently to the EU's emission reductions by up to 8.5%. Since the composition of the individual country fleets and applied measures are similar across countries, their individual reductions relative to their fleet-specific business-as-usual (BAU) emissions are on average the same.

The International Maritime Organization (IMO) has estimated that international shipping was responsible for annual emissions of around 843 million tonnes of carbon dioxide (MtCO2) in 2007, or around 3 per cent of total man-made carbon emissions. This report follows up an earlier inquiry (Reducing carbon emissions from transport, HC 981-I, 9th report of session 2005-06, ISBN 9780215030412)and examines what efforts the Government is making in three main respects: (a) negotiations to tackle shipping emissions at an international level (within the IMO, the UN Framework Convention on Climate Change and the EU); (b) measures by which the UK is to take into account its share of international shipping emissions in domestic carbon budgets (through the Climate Change Act 2008); and (c) support in the UK for operational improvements and technological R&D aimed at reducing emissions from shipping. Very little progress has been made at the international level. A lack of urgency shown by industrialised nations and blocking actions by developing economies share the blame. The Government admits that the current calculation of the UK's share of international shipping emissions is an underestimate and should consult on how to improve the methodology it uses to calculate the UK's share of international shipping emissions. Government support for research and development should focus on technologies that can be retrofitted to existing ships, and offer a genuine alternative to fossil fuels, such as hydrogen fuel cells. There should be drastic acceleration of R&D into low- and zero-carbon propulsion systems.
