Book excerpt: Navy's Force Structure Assessment (FSA) was developed in an effort to determine the right balance of existing forces, the ships we currently have under construction and the future procurement plans needed to address the ever-evolving and increasingly complex threats the Navy is required to counter in the global maritime commons. This FSA assumes that the future plans for our Navy, in ship types and numbers of ships, continues to replace the ships we have today with ships of similar capability and in similar numbers as we transition to the future Navy - it does not address potential options that may come out of the ongoing review of the potential Future Fleet Architecture studies that were directed by Congress and completed in October 2016. As we evaluate the options presented in these studies and move to include them in our plans for tomorrow's Navy, this FSA will need to be updated to reflect those changes that are determined to be most beneficial to meeting the Navy's missions of the future. The FSA, released at the end of 2016 by the outgoing Obama administration, recommends a 355-ship fleet including 12 carriers, 104 large surface combatants, 52 small surface combatants, 38 amphibious ships, and 66 submarines. The assessment will be one input to the Navy's FY-2018 30-year shipbuilding plan. The current proposed Navy budget is seen as a bridge to this larger Navy, with shipbuilding on an upward glide slope towards 308 ships. Navy leadership is confident that, if funded, this plan is executable, as each ship class called for in the FSA has an active shipbuilding line already up and running. "To continue to protect America and defend our strategic interests around the world, all while continuing the counter terrorism fight and appropriately competing with a growing China and resurgent Russia, our Navy must continue to grow," said Secretary of the Navy Ray Mabus. "All of the analysis done to date, inside and outside of the Navy, recognizes, as we have for nearly the last eight years, the need for a larger Fleet. That is why, working with Congress and our partners in industry, we have successfully reversed the decline in shipbuilding that occurred from 2001-2009, putting 86 ships under contract over the last seven years. Maintaining this momentum, and the cost-saving business practices we have established, will be critical to ensuring the Navy is able to achieve the FSA-recommended fleet size and is positioned to maintain the global presence the Navy and Marine Corps uniquely provide our nation." Part of this reproduction includes the Congressional Research Service report on the FSA and shipbuilding. This report presents background information and issues for Congress concerning the Navy's force structure and shipbuilding plans. The current and planned size and composition of the Navy, the rate of Navy ship procurement, and the prospective affordability of the Navy's shipbuilding plans have been oversight matters for the congressional defense committees for many years. The new 355-ship force-level goal replaces a 308-ship force-level goal that the Navy released in March 2015. The actual size of the Navy in recent years has generally been between 270 and 290 ships. The figure of 355 ships appears close to an objective of building toward a fleet of 350 ships that was announced by the Trump campaign organization during the 2016 presidential election campaign. The 355-ship goal, however, reflects the national security strategy and national military strategy that were in place in 2016 (i.e., the Obama Administration's national security strategy and national military strategy), while the Trump campaign organization's 350-ship goal appears to have a different origin. Compared to the previous 308-ship force-level goal, the new 355-ship force-level goal includes 47 additional ships, or about 15% more ships. More than 47 ships, however, would need to be added to the Navy's 30-year shipbuilding plan to achieve and maintain the Navy's 355-ship fleet, unless the Navy extends the service lives of existing ships beyond currently planned figures and/or reactivates recently retired ships: CRS estimates that 57 to 67 ships would need to be added to the Navy's FY2017 30-year (FY2017-FY2046) shipbuilding plan to achieve the Navy's 355-ship fleet and maintain it through the end of the 30-year period (i.e., through FY2046).

In preparingthe FY2022 30-year shipbuilding plan, the Administration that takes office on January 20,2021, may choose to adopt, revise, or set aside the document that was released on December9, 2020. The Navy states that its original FY2021 budget submission requests the procurement ofeight new ships, but this figure includes LPD-31, an LPD-17 Flight II amphibious ship thatCongress procured (i.e., authorized and appropriated procurement funding for) in FY2020.Excluding this ship, the Navy's original FY2021 budget submission requests the procurementof seven new ships rather than eight. In late November 2020, the Trump Administrationreportedly decided to request the procurement of a second Virginia-class attack submarinein FY2021. CRS as of December 10, 2020, had not received any documentation from theAdministration detailing the exact changes to the Virginia-class program funding linesthat would result from this reported change. Pending the delivery of that information fromthe administration, this CRS report continues to use the Navy's original FY2021 budgetsubmission in its tables and narrative discussions.

The seven ships include two Virginia-class attack submarines, two DDG-51 class Aegis destroyers, and three Littoral Combat Ships (LCSs). The Navy's proposed FY2015-FY2019 five-year shipbuilding plan includes a total of 44 ships, compared to a total of 41 ships in the FY2014-FY2018 five-year shipbuilding plan. The planned size of the Navy, the rate of Navy ship procurement, and the prospective affordability of the Navy's shipbuilding plans have been matters of concern for the congressional defense committees for the past several years. The Navy's FY2015 30-year (FY2015-FY2044) shipbuilding plan, like many previous Navy 30-year shipbuilding plans, does not include enough ships to fully support all elements of the Navy's 306-ship goal over the entire 30-year period. In particular, the Navy projects that the fleet would experience a shortfall in amphibious ships from FY2015 through FY2017, a shortfall in small surface combatants from FY2015 through FY2027, and a shortfall in attack submarines from FY2025 through FY2034. The Navy delivered its narrative report on the FY2015 30-year shipbuilding plan to CRS on July 3, 2014. The Navy estimates in the report that the plan would cost an average of about $16.7 billion per year in constant FY2014 dollars to implement, including an average of about $15.7 billion per year during the first 10 years of the plan, an average of about $19.7 billion per year during the middle 10 years of the plan, and an average of about $14.6 billion per year during the final 10 years of the plan. A December 2014 Congressional Budget Office (CBO) report on the Navy's FY2015 30-year shipbuilding plan estimates that the plan will require about 13% more funding to implement than the Navy estimates, including about 6% more than the Navy estimates during the first 10 years of the plan, about 14% more than the Navy estimates during the middle 10 years of the plan, and about 20% more than the Navy estimates during the final 10 years of the plan. Over the years, CBO's estimates of the cost to implement the Navy's 30-year shipbuilding plan have generally been higher than the Navy's estimates. Some of the difference between CBO's estimates and the Navy's estimates, particularly in the latter years of the plan, is due to a difference between CBO and the Navy in how to treat inflation in Navy shipbuilding. The program that contributes the most to the difference between the CBO and Navy estimates of the cost of the 30-year plan is a future destroyer that appears in the latter years of the 30-year plan.

Book excerpt: The Navy in February 2006 proposed to maintain in coming years a fleet of 313 ships, including, among other things, 11 aircraft carriers, 48 attack submarines (SSNs), 88 cruisers and destroyers, 55 Littoral Combat Ships (LCSs), 31 amphibious ships, and a Maritime Prepositioning Force (Future), or MPF(F), squadron with 12 new-construction amphibious and sealift-type ships. In conjunction with this proposed 313-ship fleet, the Navy submitted a 5-year (FY2007-FY2011) shipbuilding plan as part of the FY2007-FY2011 Future Years Defense Plan (FYDP), and a 30year (FY2007-FY2036) shipbuilding plan that the Navy is required by law to submit each year. Whether the Office of Secretary of Defense (OSD) supports the Navy's proposed 313-ship fleet is uncertain. The final report on the 2005 Quadrennial Defense Review supported a fleet of more than 281 ships, including 11 carriers, but did not explicitly endorse a 313-ship fleet including the numbers that the Navy has outlined for other types of ships. Within the 313-ship proposal, some observers have questioned the Navy's planned figures for aircraft carriers, SSNs, and amphibious ships, and have suggested that a fleet with 12 carriers, 55 or more SSNs, and 35 or 36 amphibious ships would be more appropriate. The Navy's 30-year shipbuilding plan does not include enough ships to fully support all elements of the 313-ship fleet consistently over the long run. Deficiencies in the shipbuilding plan relative to the 313-ship fleet include 1 amphibious ship, 4 cruise missile submarines (SSGNs), 12 SSNs, and (when calculated on a 35-year basis) 26 cruisers and destroyers. The Navy says that for its shipbuilding plans to be affordable and executable, the Navy needs to control certain non-shipbuilding expenditures and build ships within estimated costs. Some observers have questioned the Navy's ability to do these things. The Congressional Budget Office estimates that shipbuilding costs will be about 34% higher than the Navy estimates. If the Navy cannot meet its goals regarding non-shipbuilding expenditures and shipbuilding costs, the Navy's shipbuilding plans may become difficult or impossible to execute, particularly after FY2011. The Navy's shipbuilding plans raise potential issues regarding the shipbuilding industrial base, particularly in the areas of the submarine design and engineering base, and the surface combatant construction base. The House Appropriations Committee, in its report (H.Rept. 109-504 of June 16, 2006) on H.R. 5631, expressed concern for the Navy's ability to execute its shipbuilding plans, particularly in light of recent cost growth in Navy shipbuilding programs. This report will be updated when events warrant.

Book excerpt: This CRS report summarizes three studies submitted to Congress in 2005 on potential future Navy ship force structures, and is intended as a lasting reference source on these three studies. Two of the three studies were conducted in response to Section 216 of the conference report (H. Rept. 108-354 of November 7, 2003) on the FY2004 defense authorization act (H.R.1588/P.L. 108-136 of November 24, 2003). The two studies were conducted by the Center for Naval Analyses (CNA) and the Office of Force Transformation (OFT, which was then a part of the Office of the Secretary of Defense). They were submitted to the congressional defense committees in February 2005. The third study was conducted by the Center for Strategic and Budgetary Assessments (CSBA), an independent defense-policy research organization, on its own initiative. The study was made available to congressional and other audiences in March 2005. The CNA study presents a fairly traditional approach to naval force planning in which capability requirements for warfighting and for maintaining day-to-day naval forward deployments are calculated and then integrated. The CNA-recommended force parallels fairly closely Navy thinking at the time on the size and composition of the fleet. This is perhaps not surprising, given that much of CNA's analytical work is done at the Navy's request. The OFT study fundamentally challenges current Navy thinking on the size and composition of the fleet, and presents an essentially clean-sheet proposal for a future Navy that would be radically different from the currently planned fleet. This is perhaps not surprising, given both OFT's institutional role within DOD as a leading promoter of military transformation and the views of the retired Navy admiral Arthur Cebrowski -- the director of OFT until January 31, 2005 -- regarding network-centric warfare and distributed force architectures. (OFT was disestablished on October 1, 2006, and its activities were transferred to other DOD offices.) The CSBA study challenges current Navy thinking on the size and composition of the fleet more dramatically than the CNA report, and less dramatically than the OFT report. Compared to the CNA and OFT reports, the CSBA report contains a more detailed implementation plan and a more detailed discussion of possibilities for restructuring the shipbuilding industrial base.
