Book excerpt: In 1975, the Nigerian authorities decided to construct a new postcolonial capital called Abuja, and together with several internationally renowned architects these military leaders collaborated to build a city for three million inhabitants. Founded five years after the Civil War with Biafra, which caused around 1.7 million deaths, the city was envisaged as a place where justice would reign and where people from different social, religious, ethnic, and political backgrounds would come together in a peaceful manner and work together to develop their country and its economy. These were all laudable goals, but they ironically mobilized certain forces from around the country in opposition against the Federal Government of Nigeria. The international and modernist style architecture and the fact that the government spent tens of billions of dollars constructing this idealized capital ended up causing more strife and conflict. For groups like Boko Haram, a Nigerian Al-Qaida affiliate organization, and other smaller ethnic groups seeking to have a say in how the country’s oil wealth is spent, Abuja symbolized everything in Nigeria they sought to change. By examining the creation of the modernist national public spaces of Abuja within a broader historical and global context, this book looks at how the successes and the failures of these spaces have affected the citizens of the country and have, in fact, radicalized individuals with these spaces being scene of some of the most important political events and terrorist targets, including bombings and protest rallies. Although focusing on Nigeria’s capital, the study has a wider global implication in that it draws attention to how postcolonial countries that were formed at the turn of the twentieth century are continuously fragmenting and remade by the emergence of new nation states like South Sudan.

Specific issues were addressed in the book, such as the Organization of Islamic Conference, Federal Government appointments, religious pilgrimages, the use of Arabic on Nigerian currencies, public holidays, work-free Friday, and the religious leaders, which affected the peaceful coexistence among Nigerians since the 1977 Sharia debate at the Constituent Assembly. The findings revealed that Nigerians were discontented with their political leaders over the use of religion in the public places. In addition to that, some Nigerian religious leaders infiltrated intra- and interreligious conflicts in Nigeria. However, the prospect of Nigeria as a nation lies with the leadership and followership. The study concludes that people's mentality determines the type of leaders they want, which is responsible for Nigeria's self-inflicted problems.

The "NNPC" the Nigeria indigenous oil transnational corporation, represented the Nigeria federal government crude oil reserve ownership of 55 % (in a shared venture, with "SHELL" British Petroleum and her partner of the Netherland Royal Dutch Oil Co-"SHELL"- "SHELL" owned 30 %) and profi ts made by "SHELL" was transferred to the "SHELL" parent oil Co, Headquarters at Hague, Netherland; Finally, the "OPEC" relationship with Nigeria, and the world oil market, emerged as the oil giant (developing oil organization) permanent inter-governmental organization, seemed competitively world oil organization, bailed out the global oil community in terms of world oil market stock exchange crashes and recessions; global oil gluts, oil embargos, regional civil wars and unrest threatened "OPEC" oil production, intercepts in bailing out the global oil community, via by optimal production and supplies was apparent in "OPEC" sustainability growth and reinforce the world oil market business continuity. Book excerpt: This book is on the study of resource utilization and management, a case study of the impact of state land ownership and land use regulation on development in Nigeria from 1955-1985. In 1978, the Federal Military Government of Nigeria promulgated a Land Use Decree whose objectives were to introduce a uniform land policy for the whole country, control hoarding and speculating in land, and facilitate the allocation of land for national development. However, critics of the decree argued that the new land policy amounted to nationalization of land in the country, and wondered whether such development strategy was appropriate in the 21st century In light of the foregoing this author examined the impact of the new land policy on development in Nigeria from 1955-1985, using qualitative and quantitative methods. The beginning and end of the study period coincide with the end of the colonial development plans that started in 1946 and ushered in Nigerias independence in 1960, and the end of the fourth national development plan of 1981-1985 under the military government that overthrew the civilian government in 1966, The study in this book is significant because of the importance of land as one of the most important factors of production in any society, others being labor, capital, entrepreneurship, and information resources. The implementation problems associated with the new land use law are highlighted. This author believes, however, that it is necessary that further research should be undertaken continually in the future, especially with a view to examining the effectiveness of the implementation experiences since the promulgation of the land use law in 1978.
