In his provocative 15-page introduction to this edition, the late eminent political theorist C. B. Macpherson examines Locke's arguments for limited, conditional government, private property, and right of revolution and suggests reasons for the appeal of these arguments in Locke's time and since.

Book excerpt: The Second Treatise of Civil Government by John Locke John Locke FRS (29 August 1632 - 28 October 1704) was an English philosopher and physician, widely regarded as one of the most influential of Enlightenment thinkers and commonly known as the "Father of Liberalism." Locke defines the state of nature thus: "To properly understand political power and trace its origins, we must consider the state that all people are in naturally. That is a state of perfect freedom of acting and disposing of their own possessions and persons as they think fit within the bounds of the law of nature. People in this state do not have to ask permission to act or depend on the will of others to arrange matters on their behalf. The natural state is also one of equality in which all power and jurisdiction is reciprocal and no one has more than another. It is evident that all human beings - as creatures belonging to the same species and rank and born indiscriminately with all the same natural advantages and faculties - are equal amongst themselves. They have no relationship of subordination or subjection unless God (the lord and master of them all) had clearly set one person above another and conferred on him an undoubted right to dominion and sovereignty." The work of Thomas Hobbes made theories based upon a state of nature popular in 17th-century England, even as most of those who employed such arguments were deeply troubled by his absolutist conclusions. Locke's state of nature can be seen in light of this tradition. There is not and never has been any divinely ordained monarch over the entire world, Locke argues. However, the fact that the natural state of humanity is without an institutionalized government does not mean it is lawless. Human beings are still subject to the laws of God and nature. In contrast to Hobbes, who posited the state of nature as a hypothetical possibility, Locke takes great pains to show that such a state did indeed exist. Actually, it still exists in the area of international relations where there is not and is never likely to be any legitimate overarching government (i.e., one directly chosen by all the people subject to it). Whereas Hobbes stresses the disadvantages of the state of nature, Locke points to its good points. It is free, if full of continual dangers (2nd Tr., §123). Finally, the proper alternative to the natural state is not political dictatorship/tyranny but democratically elected government and the effective protection of basic human rights to life, liberty, and property under the rule of law.

Available in PDF, EPUB and Kindle. Book excerpt: John Locke's Second Treatise of Government (c. 1681) is perhaps the key founding liberal text. A Letter Concerning Toleration, written in 1685 (a year when a Catholic monarch came to the throne of England and Louis XVI unleashed a reign of terror against Protestants in France), is a classic defense of religious freedom. Yet many of Locke's other writings--not least the Constitutions of Carolina, which he helped draft--are almost defiantly anti-liberal in outlook. This comprehensive collection brings together the main published works (excluding polemical attacks on other people's views) with the most important surviving evidence from among Locke’s papers relating to his political philosophy. David Wootton's wide-ranging and scholarly Introduction sets the writings in the context of their time, examines Locke's developing ideas and unorthodox Christianity, and analyzes his main arguments. The result is the first fully rounded picture of Locke’s political thought in his own words.

Available in PDF, EPUB and Kindle. Book excerpt: Despite recent advances in Locke scholarship, philosophers and political theorists have paid little attention to the relations among his three greatest works: An Essay Concerning Human Understanding, Two Treatises of Government, and Epistola de Tolerantia. As a result our picture of Locke's thought is a curiously fragmented one. Toleration and Understanding in Locke argues that these works are unified by a concern to promote the cause of religious toleration. Making extensive use of Locke's neglected replies to Proast, Nicholas Jolley shows how Locke draws on his epistemological principles to criticize religious persecution - for Locke, since revelation is an object of belief, not knowledge, coercion by the state in religious matters is not morally justified. In this volume Jolley also seeks to show how the Two Treatises of Government and the letters for toleration adopt the same contractualist approach to political theory; Locke argues for toleration from the function of the state where this is determined by the decisions of rational contracting parties. Throughout, attention is paid to demonstrating the range of Locke's arguments for toleration and to defending them, where possible, against recent criticisms. The book includes an account of the development of Locke's views about religious toleration from the beginning to the end of his career; it also includes discussions of his individualism about knowledge and belief, his critique of religious enthusiasm, his commitment to the minimal creed, and his teachings about natural law. Locke emerges as a rather systematic thinker whose arguments are highly relevant to modern debates about religious toleration.

Book excerpt: A central figure in Western history and American political thought, Thomas Paine continues to provoke debate among politicians, activists, and scholars. People of all ideological stripes are inspired by his trenchant defense of the rights and good sense of ordinary individuals, and his penetrating critiques of arbitrary power. This volume contains Paine’s explosive Common Sense in its entirety, including the oft-ignored Appendix, as well as selections from his other major writings: The American Crisis, Rights of Man, and The Age of Reason. It also contains several of Paine’s shorter essays. All the documents have been transcribed directly from the originals, making this edition the most reliable one available. Essays by Ian Shapiro, Jonathan Clark, Jane Calvert, and Eileen Hunt Botting bring Paine into sharp focus, illuminating his place in the tumultuous decades surrounding the American and French Revolutions and his larger historical legacy.

Available in PDF, EPUB and Kindle. Book excerpt: In Jean-Jacques Rousseau's Discourses on the Origin of Inequality, he outlines his own history of the development of human society. He explains in general terms how the differences between social and economic classes arose alongside the formation of modern states. He also explores the means by which these inequalities were actually built into and perpetuated by the foundational notions of modern society and government. Rather than endorse a return to the peaceful ways of pre-modern human beings, Rousseau addresses these inequalities in his seminal work, The Social Contract. Rousseau does not see government as an inherently corrupting influence, and he makes very clear and precise recommendations about how the state can and should protect the equality and character of its citizens.
