The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The relationship between the two countries moved from heady days in the mid- 1990s, when they declared a strategic partnership, to troubled times after 2002. During the period covered by the book, the United States generally succeeded in its major goals in Ukraine, notably the safe transfer of nearly 2,000 strategic nuclear weapons left there after the Soviet collapse. Washington also provided robust support for Ukraine’s effort to develop into a modern, democratic, market-oriented state. But these efforts aimed at reforming the state proved only modestly successful, leaving a nation that was not resilient enough to stand up to Russian aggression in Crimea in 2014. The author reflects on what worked and what did not work in the various U.S. approaches toward Ukraine. He also offers a practitioner’s recommendations for current U.S. policies in the context of ongoing uncertainty about the political stability of Ukraine and Russia’s long-term intentions toward its smaller but important neighbor.

Though the region provides a variety of essential services and plays a strategic role in national and international development plans, it has been excluded from most regional environmental discussions. At the same time there is an alarming degradation rate of basin freshwater ecosystems that has occurred due to overutilization of certain prioritized services (e.g. transportation). The collapse of neglected services (e.g. fishery and freshwater supply) poses serious threats to the national economies as well as the local population, and to mitigate these threats priority in water management should be given to securing sustainability of the regional freshwater ecosystems. In addition to the review of the current status of Azov ecosystem services, the authors analyze likely future availability and challenges. The relevant experience derived from basin management of the Black Sea and other similar basins is also discussed.

Book excerpt: Recent decades have seen a degradation of the environmental quality in semi-enclosed seas, which are particularly sensitive to population pressures due to their naturally low flushing rates related to their geometry. The North Sea, Baltic Sea and the Black Sea are amongst the most seriously threatened seas in the Euro-Asian region. Each semi-enclosed sea has a distinct pattern of circulation, transport, mixing, associated with the particular geometry, topography, boundary processes, interior stratification, atmospheric forcing, ice fonnation, straits / sill controls, and the specific inputs of freshwater, nutrients and pollutants. The workshop investigated the distinctive physical and ecological characteristics of the three seas in a comparative manner, in order to identify the types of driving forces and dynamic controls operating on productivity, nutrient cycling, physical transport and mixing mechanisms. A comparative study of these controlling mechanisms would allow us to better understand ecosystem sensitivity in these different environments. The workshop presentations highlighted the complexity of the semi-enclosed seas related to the interaction amongst the physical, chemical and biological fields, and differences in time and space scales in each of the systems. Further, a strong climate signal exists in these systems, manifest in the interannual, interdecadal and longer term variability. Part of the variability appears connected with background climatic variability.
