Book excerpt: The Multistate Tax Commission (MTC) was established out of concern over the lack of uniformity in interstate taxation and the fear that in the absence of voluntary uniformity the federal government would dictate the nature of uniformity. This paper first considers why the MTC was formed and what it is and does. In the remainder of the paper we focus on the issue of tax uniformity. We consider what the MTC has accomplished and compare that to what might be expected of a voluntary compact. Finally, we consider alternative ways of achieving uniformity. In the discussion of uniformity we focus on the state corporate income. This paper is not an expose or an evaluation of the MTC. Rather, it is a discussion of the MTC and its role in achieving interstate tax uniformity of state corporate income tax systems. The rest of the paper proceeds as follows. In the next two sections we discuss the MTC, how it came to be and what it does. We also present a brief history of efforts to achieve uniformity of state corporate income taxes. In section 4 we discuss the case for interstate uniformity. We then turn to a discussion of what might be expected of an interstate compact, focusing on both “theory” and evidence from other compacts. In section 7 we present information about the degree of uniformity of state corporate income taxes that has been achieved since the formation of the MTC. In section 8, we discuss the advantages and disadvantages of alternative approaches to achieving uniformity, namely voluntary compacts versus federal mandates. Section 9 contains some concluding remarks.

Available in PDF, EPUB and Kindle. Book excerpt: This book elucidates the murky realities of China's taxation system today, and advocates bold plans for change. Theorizing finance and taxation in relation to a national political system, the authors explain the current tangled-up realities of China's creaky, inherited and uneven tax system- and put forward a plan for radical change. This book will be of interest to finance professionals, economists, and scholars of the Chinese economy. The focus is to properly handle the three basic economic and social relations between the government and the market (and the enterprises as the main market entities), between the central and local governments, and between the public power system and the citizens. This book follows the research context of problem orientation – goal orientation - practical operation, and puts forward the ideas, basic goals and paths of fiscal system reform that adapt to the modernization of national governance.

Available in PDF, EPUB and Kindle. Book excerpt: Taxation is crucial to the functioning of the modern state. Tax revenues pay for public services - roads, the courts, defence, welfare assistance to the poor and elderly, and in many countries much of health care and education too. More than one third of national income in the industrialized (OECD) countries is on average taken in taxation. Taxes affect individuals in many ways. Taxes paid on income and spending directly reduce taxpayer disposable income, taxpayers face the hassle of tax returns and making payments, and they may be anxious about the possibility of investigation and enforcement action. People also adapt their activities in various ways to reduce the impact of taxation - putting money into tax-free savings accounts, or making shopping trips to other countries where taxes are lower. Taxation is therefore central to politics and public debate. Politicians that make reckless campaign promises about taxation then have to live with the uncomfortable consequences if elected. Businesses lobby for tax breaks that they claim will create jobs and prosperity. In this Very Short Introduction Stephen Smith shows how taxes have real effects on citizens and the economy that tax policy-makers have to balance. Although tax policy will always be a highly political issue, he argues that public decisions about taxation would be improved by a better understanding of the role of taxation, and of the nature and effects of different taxes.
