Book excerpt: The report examines how science and technology is used in countermeasures to chemical, biological, radiological and nuclear (CBRN) devices employed by terrorists. Areas of good practice are pointed out, for example the Office of the Deputy Prime Minister's (ODPM's) New Dimension programme of procurement for the Fire Service, but there has been very little new investment in long-term research and development in this field, for instance, the lack of emphasis on scientific research in the Home Office. The Committee proposes a Centre for Home Defence, under the Home Office, to develop technologies for civilian use. The surveillance of dangerous chemicals and pathogens, both nationally and internationally, is a matter or concern. The Government has also imposed an unnecessary and counterproductive level of secrecy surrounding its counter-terrorism research.

Book excerpt: In this report, the Science and Technology Committee examines how scientific advice and evidence is used in national emergencies, when the Government and scientific advisory system are put under great pressure to deal with atypical situations. The inquiry focused on four case studies: (i) the 2009-10 H1N1 influenza pandemic (swine flu); (ii) the April 2010 volcanic ash disruption; (iii) space weather; and (iv) cyber attacks. While science is used effectively to aid responses to emergencies, the detachment of the Government Chief Scientific Adviser (GCSA) from the National Risk Assessment (NRA) - the key process of risk evaluation carried out by the Cabinet Office - is a serious concern. The Committee recommends that the NRA should not be signed off until the GCSA is satisfied that all risks requiring scientific input and judgements have been properly considered. A new independent scientific advisory committee should be set up to advise the Cabinet on risk assessment and review the NRA. The Icelandic volcanic eruption in April 2010 is a stark example of the lack of scientific input in risk assessment: the risk of disruption to aviation caused by a natural disaster was dropped from the assessment process in 2009, despite warnings from earth scientists. There are concerns over how risk was communicated to the public during the 2009-10 swine flu pandemic are raised in the report, with sensationalised media reporting about the projected deaths from swine flu. The Scientific Advisory Groups in Emergencies, set up to advise government during emergencies, were found to work in an unnecessarily secretive way.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a multifaceted array of answers to the question, In the ten years since the 9/11 terrorist attacks, how has America responded? In a series of essays, RAND authors lend a farsighted perspective to the national dialogue on 9/11's legacy. The essays assess the military, political, fiscal, social, cultural, psychological, and even moral implications of U.S. policymaking since 9/11. Part One of the book addresses the lessons learned from America's accomplishments and mistakes in its responses to the 9/11 attacks and the ongoing terrorist threat. Part Two explores reactions to the extreme ideologies of the terrorists and to the fears they have generated. Part Three presents the dilemmas of asymmetrical warfare and suggests ways to resolve them. Part Four cautions against sacrificing a long-term strategy by imposing short-term solutions, particularly with respect to air passenger security and counterterrorism intelligence. Finally, Part Five looks at the effects of the terrorist attacks on the U.S. public health system, at the potential role of compensation policy for losses incurred by terrorism, and at the possible long-term effects of terrorism and counterterrorism on American values, laws, and society.--Publisher description.

At present IVF and embryo research are controlled by the Human Fertilisation and Embryology Authority which was formed by a 1990 Act, since then scientific progress has been rapid and the Department of Health has announced a review of that Act. This extensive inquiry will inform that review. It covers: regulation of assisted reproduction, problems with HFE Act; the operation of the Act; provision of infertility services; review of the Act; legislative and regulatory models. It makes recommendations on issues such as choosing the sex of babies; the need for a separate review of abortion; the regulatory bodies required; and a legislative framework that balances the freedom of the individual with the interests of the state, so that any intervention has a sound ethical base.

Book excerpt: The focus of this inquiry, by the Science and Technology Committee, was the support by the UK Government for the Beagle 2 project developed as part of the European Space Agency's (ESA) Mars Express mission. The Committee found the Government showed enthusiasm for this project, but was unable to provide a guaranteed financial backing for the development of a lander, resulting in a failure to secure sufficient sponsorship income, which was subsequently seen to have a detrimental impact on the project's success. The Committee feels, that Government needs to put in place a system that can deal with major financial commitments at short notice. In hindsight, the development of the lander and orbiter separately is seen as wrong, impeding the flexible co-ordination of the mission, leading to tensions between the Beagle 2 consortium, ESA and other contractors. Further, there was a lack of co-ordinated oversight between these three groups, and therefore a failure to identify important weaknesses in the mission. Despite the failure of Beagle, the Committee does see some positive potential for future projects, both in scientific and educational benefits, but that the costs of such projects would benefit from greater participation by other organizations.

Book excerpt: This is the seventh report in a series on the foreign policy aspects of the war against terrorism. During the course of these inquiries the Committee has covered subjects such as the fall of the Taliban and efforts to rebuild Afghanistan, shifts in the organisation of Al Qaeda, the war and subsequent situation in Iraq, multilateral efforts to tackle terrorist financing and global work to prevent the proliferation of weapons of mass destruction. This report returns to a number of these themes and discusses the situations in Israel and the Palestinian Territories, Iraq and Iran. In addition it looks at the UK's relations with Saudi Arabia and the United Arab Emirates. Not only are both countries allies in the war against terrorism, they also have experience in understanding and then thwarting the recruitment of extremists.

Book excerpt: This is the ninth report of the Home Affairs Committee (HCP 212, session 2008-09, ISBN 9780215539731) and examines Project CONTEST, the Government's counter-terrorism strategy. Project CONTEST was first developed in 2003 as a response to the emerging terrorist threat in the aftermath of the attacks in New York and Washington DC, in September 2001. A revised version of CONTEST was published on 24th March 2009. CONTEST has four strands: Pursue, Prevent, Protect and Prepare, and responsibility for CONTEST lies with the Office for Security and Counter Terrorism (OSCT), part of the Home Office. The Committee commends the dedication and professionalism of the staff and approves of the more open nature in explaining CONTEST to the public. The Committee believes though that the Government could go further by outlining more of the sucesses of the counter-terrorism operations. However, the Transport for London network remains vulnerable to terrorism, as well as the 2012 Olympics, with the Committee seeing a safe and secure Games as a litmus test for the Government's counter-terrorism strategy.

Book excerpt: This report is in response to the Government's reply to the Committee's May 2009 Report on the Defence contribution to national security and resilience. The Committee is disappointed with the content of the Government's response to its earlier Report, and challenges the Ministry of Defence to be more open in setting out its role in contributing to the nation's security. In this Report, the Committee: calls upon the Government to provide regular updates on national security to appropriate select committees; deplores the Government's failure so far to establish a Joint Committee on the National Security Strategy following the announcement of July 2008; and stresses the importance of the forthcoming defence Green Paper and Strategic Defence Review in making the necessary and important connections between national security and strategic defence capabilities. The next Government must spell out more clearly the role of the UK's defence assets in our national security.

This book was released on 2014-05-09 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent events involving Boko Haram, Al-Shabab and Al Qaeda show that the terrorist threat to the UK is as grave as at any point in the past thirteen years. Interpol have the resources and experience to build a platform and the UK must take the lead in bringing others to the table. However, ensuring public safety cannot be the sole purview of the counterterrorism command and the security service, it is a responsibility in which all UK citizens and companies take a share. Stopping British men and women going to become foreign fighters, in Syria and other theatres of conflict, and engaging with them when they return is vital to avoid endangering the security of the UK. Whether in classrooms, local community centres, or through the global reach of the internet and social media, a clear message needs to be sent to those at risk. The agencies are at the cutting edge of sophistication and are owed an equally refined system of democratic scrutiny. It is an embarrassing indictment of our system that some in the media felt compelled to publish leaked information to ensure that matters were heard in Parliament. The Intelligence and Security Committee should be given a democratic mandate in the same way as other Select Committees

Book excerpt: The Science and Technology Committee is not confident that an orderly transition can be achieved by the extremely challenging deadline for closure of the Forensic Science Service of March 2012. Extending the deadline by at least six months would allow the government to consult on and determine a wider strategy for forensic science. In making its decision to close the FSS, the government failed to give enough consideration to the impact on forensic science research and development, the capacity of private providers to absorb the FSS's 60% market share and the wider implications for the criminal justice system. These considerations appear to have been hastily overlooked in favour of the financial bottom line. The report also draws attention to the historical inadequacies in government decision-making that brought the FSS to its current financial situation. The FSS's dire financial position appears to have arisen from a complex combination of factors, principally the shrinking forensics market, driven by increasing police in-sourcing of forensic science services, and a forensic procurement framework that has driven down prices and does not adequately recognise the value of complex forensic services. In the transition to closure, transferring work from the FSS to a non-accredited police or private laboratory would be highly undesirable, posing significant and unacceptable risks to criminal justice. Proposals should be brought forward immediately to provide the Forensic Science Regulator with statutory powers to enforce compliance with quality standards.
