Book excerpt: In this paper we analyze the factors that affect the tenure choice of young adults, highlighting the impact of mortgage lender imposed borrowing constraints. The data set is a panel of youth age 20-33 for the years 1985-90. Our methods differ from most prior studies in many ways including consideration of possible sample selection bias, a richer model of the stochastic error structure, better measurement of which households are bound by borrowing constraints, and a fuller consideration of the endogeneity of wealth and income. Once all changes are implemented, we find ownership tendencies to be quite sensitive to economic variables. Specifically, potential earnings, the relative cost of owning a home, and especially borrowing constraints affect the tendency to own a home. In our sample of youth, 37% of households are constrained even after choosing their loan-to-value ratio to minimize the impact of the separate wealth and income requirements. The constraints reduce the probability of ownership of these households by 10 to 20 percentage points (a third to a half) depending on the particular characteristics of the household.

Book excerpt: This paper examines the effects of intergenerational transfers on saving behavior by examining private wealth transfers targeted toward first-time home purchases. The study of transfer behavior in the housing market is advantageous for a number of reasons: the down payment requirement associated with home purchase can be thought of as an important, well-defined borrowing constraint that most U.S. households face; private wealth transfers targeted to home purchases are significant; and home equity is a highly important component of household wealth in the United States. The empirical analysis shows that transfer recipients have a saving rate that is lower than that of non-recipients by as much as 6 percentage points, representing a reduction of 39 to 49 percent in the household saving rate. In addition, households that receive transfers reduce the time required to save for the down payment by 22 percent. For each dollar of transfer received, households increase the dollar amount of the down payment by about 85 cents, allowing them to achieve a higher down payment threshold. Households also increase the value of the home purchased upon receiving a transfer, but by an amount that is much lower than would be possible if the transfer were fully leveraged. The amount of the transfer appears to be targeted to help households achieve certain down payment thresholds that give favorable terms on mortgages. Although the evidence suggests that the availability of a transfer reduces household savings, we cannot reject the alternative hypothesis that transfer recipients are inherently low savers.

The survey respondents are a nationally representative sample of Americans mostly 40-48 years of age as of the most recent wave of the survey in 2004. Past research has identified credit impairment, wealth constraints, and income constraints as finance-related barriers to homeownership. Using a model of tenure choice, we find that absent all three constraints, the homeownership rate of low-income households in our sample would increase from 52.5 to 59.3 percent. Approximately half of this differential is attributable to households with impaired credit and those with 'thin-file status,' the lack of a substantial credit history.

Book excerpt: Households in many poor, agrarian economies derive their income from rain-dependent agriculture. This dependence raises the possibility that,from rainfall patterns early on in the crop-cycle, households accumulate information about future cash inflows (e.g., harvests) before the cashflows are realized. Using detailed longitudinal data from three villages in India,this paper explores whether households utilize this information in the ways suggested by modern consumption theories. Two of the central hypotheses suggested by these theories are that households are forward-looking in their consumption behavior and react optimally to the receipt of information; and that in the face of uncertainty about future incomes, households engage in recautionary saving. The basic challenge in implementing tests of these hypotheses has been to find empirical measures of the 'news' that households receive, and the uncertainty they face. I show that, in the villages I study, rainfall patterns provide good proxies from which such measures might be constructed. I exploit this fact to test for precautionary saving and forward-looking behavior. I find that precautionary saving and forward-looking behavior do not, by themselves, fully explain the observed consumption patterns. However, when I explicitly incorporate the possibility of binding borrowing constraints into the testing strategy, I obtain fairly strong support for the joint hypothesis of precautionary saving and forward-looking behavior in the presence of borrowing constraints.
